AO TAWHITI INTRODUCTION

Introducing Ao Tawhiti Unlimited Discovery

Ao Tawhiti Unlimited Discovery is a Designated, Special Character school under the Education Act 1989. Its fundamental tenet is that the child is central in directing his or her own learning so that the enthusiasm and love of learning is retained. This results in a different approach to teaching and learning, with tailored lesson plans and greater flexibility. Parents and students are actively involved in designing a curriculum plan and ensuring its implementation.

The school had its genesis is 2001, with the establishment of inner city primary school Discovery 1. Secondary school Unlimited Paenga Tawhiti (Unlimited) followed in 2003. Both schools operated from Cashel Street in the Christchurch CBD in a range of buildings until February 22nd 2011 when the CBD was cordoned off due to the earthquakes and subsequent demolitions.

The schools were required to move to separate facilities at the Halswell Residential Campus in . In January 2013, Unlimited moved again, this timeto premises at the former Teachers’ College site at the ’s Dovedale Campus. Discovery 1 remains at Halswell.

There was elation when in March 2013 the Minister of Education advised the schools that they would merge. The search for a site that was suitable for a single, central school commenced, with the clear intention of taking Ao Tawhiti Unlimited Discovery back to its city roots. The acquisition of adjoining sites at 177 and 185 St Asaph Street was announced in 2016.

The move back to the CBD will enable Ao Tawhiti Unlimited Discovery to once again be a school where learning is naturally and easily integrated into the entire city and beyond. The school have always been a city-based school that actively uses the city’s available resources to support curriculum. Being back in the city will allow this vision to once again be easily realised. Ao Tawhiti students will use the city like a classroom eg: civic facilities such as parks, libraries, swimming pools and public transport (approximately 95% of the students at Unlimited travelled to school by bus). Pre earthquakes, they were active participants in central city and civic life and as urban learners cannot wait to get back to the CBD.

This school building differs from the previous CBD facilities in that it will house all ages in one single building. Unlike other multi-level schools, where strata often segregate age classes, Ao Tawhiti Unlimited Discovery offers a ‘whole of site’ experience to the students in an age appropriate fashion.

As with all publicly run schools, funding for this project is constrained. The building needs to be practical, affordable, and deliverable in a swift and efficient fashion. Getting the students back into the city in a building which meets the school’s needs while contributing positively to the public realm are the key drivers for this project.

PLANNING CONTEXT

SITE LOCATION PLAN The PlanningN Context

The site sits within designation V5 (The Frame – South) in the new Christchurch District Plan. Ōtākaro Limited is the designation holder, that role formerly resting with Cera. The purpose of the designation is to provide for:

1. Open space landscaping 2. Walking/cycling tracks 3. Facilities for health education and innovation 4. Offices 5. Retail/ food and beverage 6. Amenities 7. Car parks 8. Ancillary activities

Ōtākaro Limited has sold the land to the Ministry of Education for education purposes but still holds the designation. As the Ministry of Education does not hold the designation, it needs to obtain a resource consent for the building rather than rely on an Outline Plan process, and therefore the zone rules apply.

The land is zoned Central City (South Frame) Mixed Use (CCSF). The school activity does not require consent, as it is a permitted activity,Proposed but theSite building itself requires restricted discretionary resource consent, with matters of urban design, noise, and traffic (due to the building being over the 17m height limit) being the matters over which council has restricted discretion.

A number of pre-application meetings with CCC officers have been held, discussing matters including urban design (which is being further addressed through this Urban Design Panel process), traffic, and CPTED.

The main non-compliances with District Plan rules relate to the number of cycle parks provided on the site, and a minor breach of the height limit. A technical breach of the noise rules may occur but will be mitigated through design and no effects are anticipated.

THE SITE

The Site

Like the former Cashel Street sites, the new St Asaph Street site provides excellent access to the Bus Interchange. As 95% of the students at the former inner city Unlimited School used public transport to access the school, this is a critical factor.

The school’s learning revolves around students using the environment and the resources around them to assist with their studies. As such, the school is ideally located within the South Frame, which offers easy and enjoyable walking access to Metro Sports. The site is also within easy walking distance to the new Central Library, Te Kete Wānanga o Ōtākaro.

Students will be active users of the South Frame, not just for pedestrian purposes but for informal learning and recreation spaces. The school building and landscaping design has actively considered the interface with the public realm, and Ōtākaro Limited which is responsible for developing the public realm within the South Frame, has been consulted as the project has been in development. Crime Prevention Through Environmental Design (CPTED) considerations were taken into account both in selecting the site and in designing the building and landscaping.

DESIGN CONCEPT

Reflection and Enquiry The base design themes for this project are educative qualities of reflection and enquiry.

Reflection:

The form of the building reflects a memory of the previous structure located on site: an old, brick sawtooth roofed building which lost parts of its wall during the Christchurch Earthquake sequence.

The sheltering form has been re-conceived as a protective carapice for the school within, shaped to echo the old form in a non-literal fashion. The brickwork flanking walls of the old building have been re-interpreted with a similar, more modern material (terracotta cladding). An echo of the wall that fell away is the northern façade, where the revealed building within becomes educative balconies (outdoor learning zones).

DESIGN CONCEPT

Enquiry:

The loss of facades on buildings such as this revealed many building interiors in a way reminiscent of the Popular Mechanics magazine cutaway views of the past. In these images the enquiring mind could really get to understand what happened inside buildings and machines that had very simple exteriors. Ao Tawhiti School has embraced this design principle by placing active educative activities in locations where they are most able to be seen by the general public.

Mollett Street Perspective - Views From Mollett Street Looking South West The Mollett Street façade forms the school’s main entry and presents an opportunity to create strong, simple and welcoming visual identity for students and the community. The goal was embrace the urban nature of the site and give the school a sense of belonging among the assortment of commercial enterprises that populate the area. These goals are accomplished in two primary conceptual ways.

The first way has to do with the overall form of the building in respect to its neighbours. The school’s plan form use of a splayed front to Mollett Street subverts the prevalence of rectilinear forms in the area and effectively provides the school with a greater northern frontage which will have positive daylight effects internally. This move also creates an activated urban forecourt to the school that can cater to a variety of school and community gatherings.

The second conceptual way the school establishes its identity is through the language of the façade. The simple massing is activated by the playful use of the facade language that references the original building which was located on the site after the earthquakes; it also references the local context and establishes a bold symbolic form that can be quickly understood by the school and community. The use of subtle colours references the school branding and further builds the school’s identity.

Some general points about the design:

• The splayed plan form of the building subverts the rectilinear built form of the Mollett Street Perspective - surrounding commercial context while providing a new urban forecourt. Looking South East • Proposed building materials are urban in nature and both cost effective and robust.

• Sophisticated and sensitive use of colour linking to school branding and could provide an opportunity for public art.

DESIGN RESPONSE

LANDSCAPE DEVELOPMENT PRINCIPLES

Landscape Introduction

MNLA (Mark Newdick Landscape Architects) have designed the Ao Tawhiti site with CPTED principles of; safe movement and connections, surveillance and sightlines, clear and logical layout, informal surveillance, sense of ownership and quality environments as key drivers. As there are both pedestrian and vehicular movement through the site clear separation between these is necessary.

Vehicular movement is outlined clearly with a surface treatment of asphalt, where MOLLETT MOLLETT pedestrian movement is defined by concrete paving. A clear access route and sightline to the entrance is also provided to ensure safe moment throughout. Casual surveillance Mollett Street from the adjoining laneway is also encouraged by low planting and minimal mass on the boundary to Mollett Street. A simple and clear layout encourages ease of orientation and way-finding over the site. The landscape design is complimented by high quality surfaces that provide minimal opportunity for vandalism and provide ease of maintenance over Cycle Parks time. LICHFIELD STREET • The school has advised that 95% of older students are anticipated to travel to / from school by bus. Only Years 1 to 3 will have a significant proportion of pick-up / dropoff by private car; BUS EXCHANGE • The pick-up / drop-off is anticipated to primarily occur on St Asaph Street and the school has been liaising with Council regarding the potential for P3 parking; • Parking is also available on the surrounding road network, except for Colombo Street; • No parking will be permitted on Sugarloaf Lane, Te Pohue Lane or Mollett Street; • It is anticipated that younger pupils will be escorted to school by parents who work in the City Centre, so these parents can park either at work or a parking building, then walk to / from the school. Crime Prevention through Environmental Design (CPTED) principles have underpinned the school’s design.

Surveillance, lighting, management of public areas and boundary demarcation have been carefully thought through and addressed.

Regard has been had to the building’s function as well as form, and even though educational activity is permitted in the zone, particular care has been paid to thinking about CPTED from an all-ages perspective in the landscaping, building design and choice of site.

Discussions have been held with CCC CPTED practitioner Sue Ramsay, and these have helped to inform the CPTED thinking. The plans to date are targeting the following outcomes;

i. Adequate passive surveillance across the site.

ii. Recessed doorways and re-entrant spaces are minimised and are in highly visible locations. Entrapment areas are avoided.

iii. A management plan will be developed for after-hours use/access into the building.

iv. The building is designed to inhibit roof access.

v. Natural ladders (access) are avoided.

vi. Exterior cladding has been designed to minimize graffiti vandalism – texture, colour etc.

vii. Glazing to include etching mitigation – anti graffiti film application if possible.

viii. Clear sightlines, good lighting and maximum visibility to entry/exit points and parking facilities (including cycle parking) have been provided.

ix. Entry points have been clearly defined to ensure a high level of passive surveillance between internal and external spaces.

x. There are no areas of potential entrapment, particularly at the interface between the building and public space (including Mollett Street).

Additional practical CPTED suggestions have been made which relate to the school’s ongoing operation. These are to be provided to the school’s principal for him to action as appropriate.

Height Limit Cycle Parking

The height limit for this section of the South frame is 17 meters. Our building has The project is anticipated to cater for a full roll of 670 students.
