Gregory Todd, Commission Chair, Quality Growth Commission, presented on the 2020 Quality Growth Commission's 2020 Legislative Report.

The committee asked questions of Gregory Todd and Evan Curtis, State Planning Coordinator, Governor's Office of Management and Business. The committee discussed the financial matters around the Quality Growth Commission.

Rep. Nelson presented on 2021FL0194, "Tax Increment Financing Amendments" to the committee.

Howard Stephenson, public commenter, presented on the draft legislation.

The committee asked questions of Rep. Nelson and Howard Stephenson and discussed the bill further.

Lincoln Shurtz, Director of Government Affairs, Utah Association of Counties, commented on concerns with the legislation and how it could effect local control on projects and could also potentially be shortsighted. Lincoln also commented on the legislation requiring third-parties to give a cost-benefit analysis on projects.

MOTION: Rep. Handy moved to recommend the bill as a committee bill.

SUBSTITUTE Sen. Harper moved to move on to the next item on the agenda. Rep. Nelson commented on the MOTION: substitute motion. The substitute motion failed with a vote of 5 - 11 - 0.

Jill Jones, General Manager, Central Davis Sewer District, presented on accessory dwelling units and challenges associated with the units.

The committee continued asking questions of Rep. Ward.
