Children’s Activities Summer Play schemes at Chaul End, and Community Centres have been planned. Staff will be supported by volunteers who, recruited as part of Community Development Service’s extensive campaign, gave great commitment and enthusiasm, making the play schemes successful and providing hours of entertainment for 5 to 10 year olds.

Policing & Diversionary Activities Community Development Service staff at Chaul End, Hockwell Ring and Lewsey Community Centres continue to work closely with the police and are working with local groups to help provide diversionary activities e.g.

• The Lewsey Boxing club have promoted a new programme aimed at young people, • New Boxing club has started in Chaul End centre as of April 2010 attracting 30 to 40 young people from ward on a Wednesday and Saturday mornings. • Mitlee Youth club for girls began in May 2010 and aims to provide a much needed facility in the area . They meet every Monday from 4.30-6.30 • Junior youth club 5-7pm age 10 to 12 on a Thursday and Boys only youth club every Thursday on the MUGA 5 a side football pitch

Adult Learning Adult literacy and numeracy classes were rolled out during term times at Hockwell Ring, Chaul End centre and at Lewsey CC. Generally there has been an increase in numbers of people accessing the services across all 3 centres.

Play Schemes Project Play schemes were delivered throughout all Community Centres this year. A programme booklet was produced which included involving children in design work 12/1

July 2009 from last year’s play schemes to help promote the activities and make it appealing to all communities. The booklet was widely available in local schools, libraries etc.

Challney Ward The Community festival took place on Saturday 19th June 2010 at Chaul End Centre. Over 2000 people attended the event. Cllr Mead was in attendance and Kelvin Hopkins MP (Luton North) and Deputy Mayor Cllr Mohammed Farooq officially opened the event. This was the second such Challney festival and was warmly received by the community. Many people took the opportunity to participate in the Neighbourhood Governance tent and express their views on their neighbourhood and how it can be improved.

Chaul End Centre CDS currently work in partnership with Adult Social Care in providing activities for individuals who are in special needs care and are developing partnerships with the community for various activities.

Such activities run at the centre include Art and Languages class, Exercise sessions for all ages and a new Social group for all ages called the Challney Evergreen.

We have also formed a User committee, which meets 3 times a year with the participation of local councillors.

Chaul End Centre has longer opening hours and has increased the number of activities for the local community. A number of steps have been taken to increase the use of the centre beginning by seeking approval from councillors to lower the centre’s room hire prices by 15% and also improving the signage. As a consequence we have more community and voluntary groups using the centre.

Leagrave ward CDS staff are currently delivering their work from the Hockwell Ring Day Centre and supporting groups that were originally based at the Hockwell Ring Community Centre. Various groups have been temporarily decanted to Lewsey Community Centre , Acworth Court (warden controlled flat) , Gill Blowers nursery and the local school; this has meant that the activities of the groups can continue till the work is completed at Hockwell Ring Community Centre.

The refurbishment of the Hockwell Ring Community Centre began in April 2010 and will incorporate the Adult Social Care Service move from the Hockwell Ring Day Care Centre in September 2010. Cllr Sheila Roden and Cllr Desline Stewart visited the site of the centre and saw the work being carried; both felt that the new initiative will ultimately improve community usage . The following space has been planned at the centre:

• Café • Four community rooms • Accessible toilets • Large Community kitchen • Garden 12/2

The Community festival is being planned for Saturday 7th August 2010 around Hockwell Ring Community Centre, due to the refurbishment work at the centre this year. Summer activities including family day trips for those less able to afford such an excursion are being planned by area staff.

Lewsey Ward The Community festival took place on Saturday 26th June 2010, at Lewsey Park. The event was a wonderful success attracting a hugely diverse attendance. The event was officially opened by Kelvin Hopkins MP (Luton North) and Luton Mayor Councillor Tom Shaw. The festival committee, councillors, Community Development Service staff and volunteers are to be congratulated on ensuring the event was a success. It was estimated that this year’s festival attracted in the region of 2000 people.

Like every year there was a 5-a-side football tournament organised by staff based at Lewsey Community Centre. Around 20 teams entered the 5-a-side competition . The 5-a-side this year was won by Lewsey Finest ( A ) with Lewsey Finest ( C ) coming second.

Community Pay Back Through the Area committee and via the Neighbourhood Governance project, Lewsey Community Centre’s patio/garden area had a general clean up and painting was carried out on all affected areas; this work is on-going. The community are now able to use the garden on a regular basis with greater confidence.

Area Committee Funding Staff would like to extend their gratitude to the Area Committee for £400 of funding. The Lewsey Art project were able to buy 3 display boards to showcase their art work. The display of art work proudly sits in the centre reception for public view. The Lewsey art class in particular would like to thank the councillors for their support.

Family Quiz Night This was held on Tuesday 1st June 2010 as part of National Family Week. The evening was organised and run by ’s Community Development Staff, Police and the Lewsey Area Partnership. Approx 70 people attended on a ticket sale basis.

First Aid Sessions Lewsey Area Partnership were lucky enough in being successful in their Neighbourhood Governance Participatory Budget application in February 2010, and consequently ran the basic first aid sessions on the 15th, 16th & 17th June 2010 at Lewsey Community Centre. The sessions were run by the Red Cross and 81 parents from the 6 schools that are part of the partnership took up the offer of places.

As part of the Community Development Service’s commitment to improving communication, each area committee will now receive a report on the service as a whole, as well as specialised items of their particular area.

The Community Development Service (CDS) - Management /Staffing Information:

Cllr. Ashraf is the Luton Borough Council port-folio holder for The CDS, which is part of the Housing and Community Living Department of the Council, managed by Pam Garraway. The CDS comes under the direct line management of Mike McMahon(Head of Housing Strategy & Private Sector) whilst The CDS team is headed up by Sandra Hayes (Community Development Service Manager), supported by an Area Operations manager and 4 area managers (UDMs) and Centre staff; a Neighbourhood Governance Team (Manager and assistant - who are working exclusively in Luton West / South on the Neighbourhood Governance Project); 2 Project Managers (one specialising in group work and the other in communications) and a Service Support Team.

CDS staff are very keen to hear from members of the community who might like to either take part in new activities or become involved in helping to decide what the service needs to provide. Please telephone Community Development Service on 01582 556692 to let us know.

In Area West, the Community Development Service runs the Chaul End, and Hockwell Community Centres – the latter which is currently under-going refurbishment. 12/15 July 2009 3) Migrants Impact Fund – Community Development Officer

The above post occupied by Kelima Dautovic is funded through the Migrant’s Impact Fund till March 2011. The post-holder is currently working under the line-management of the Training & Operations Manager (Bhagwant Sagoo).

The officer has been charged with responsibility to develop links to foster creation of relationships between new arrivals and service providers; including signposting, counselling, needs analysis, engagement and empowerment through building of self-confidence.

The officer reports on a regular basis on project development to the Officer Working Group, whose aim is to ensure coordination of activity across the Migration Impacts Fund programme, and achievement of the outputs and outcomes. This group is also responsible for ensuring that any learning from this programme is fed into partner organisations, both as individual service providers and as members of the LSP. The group must deliver activities in the services most affected by legal migration. These include skills, community safety, housing, public health, children and young people, and integration.

The Migrant’s CDO has of late been engaged in the following areas of work:

• Ongoing support to the Polish Community (supporting their participation in , Polish Family Day and Neighbourhood Governance events across Area West & East) • Working closely with Sarah Allan, Luton in Harmony (promoting LiH, attending meetings/ events, DVDs distribution plan.) • Working with Zimbabwean Community (securing Sundon Park Centre for their regular Sunday Meetings, setting up and attending meetings with them and other partners/agency/community groups) • Attendance at East of Migration Impacts Fund Regional Conference • Attendance at New Migration Partnership Meeting • Set up a meeting with Somali Community; relatively new arrivals to Luton to determine needs and aspirations and to signpost to participatory events across Luton. • Supporting Algerian Community during a difficult period in the aftermath of the double fatal tragedy.

12/16 July 2009 4) Connecting Communities Report LUTON CONNECTING COMMUNITIES PROGRAMME There are 3 strands to the Luton Connecting Communities project: as can be seen from the following all three are progressing well

1 LUTON IN HARMONY: GIVING PEOPLE A VOICE

Luton in Harmony is a cross town project promoting understanding and inter community working in all communities. Each person agreeing to be part of it wears the badge and signs the following pledge.

In addition to supporting the development of Luton in Harmony, Luton Connecting Communities is providing community members in West and South Luton with the opportunity to train to be leaders of local community debates/ question times.

Council Members have agreed to trial these sessions as a possible replacement for Area Committees in these areas. The first one was due to be held in April/May but has had to be postponed due to the General Election.

2 LUTON’S NEIGHBOURHOOD GOVERNANCE

Luton Connecting Communities is supporting an innovative programme in West Luton and now starting to be rolled out to South Luton, where local people and agencies are working together to develop and deliver a local Sustainable Communities Strategy – called “Your Say- Your Way”.

Luton’s Connecting Communities have partially funded the following events: Participatory Budgeting /consultation events in Challney, Leagrave, Lewsey, and Farley (approx 500 attendees). A dedicated community report will be sent to all homes by the end of June detailing the successes of the project as well as how they can get involved in the second year of the pilot project.

GETTING YOUNG PEOPLE INVOLVED IN LUTON

Luton Connecting Communities is supporting 3 separate programmes under this strand of funding:

1.Luton Festival of Flight

The Festival of Flight, developed by a UK based charity Heartstone, which uses stories / images of flight to engage with young people from across national, racial, cultural and other boundaries; examine key citizenship issues (past and present); raise aspirations and sensitively challenge stereotypical views/types.

12/19 July 2009 Luton’s 2 “ambassadors of flight” who were trained in the programme last year are delivering 10 x 2½ hour workshops to local schools and getting them to understand the issues and produce exhibitions as a result.

2 Luton Festival of Cricket – STUMPS

Seven a side Tournament Uniting Multicultural People in Sports

This festival was organised by local partners and young people and connected communities from across Luton, it was used as both a sporting and consultative event. Beside cricket there was other fun activities for the families to get involved with including inflatable, fun and games, community information stalls, an adult inter-faith cricket tournament, food and refreshments and music - essentially providing an opportunity for a great day out for all the family and celebrate community cohesion. • each team had a different colour t-shirt, with their number and the logo on the back.

12/20 July 2009 • Various trophies presented by the Deputy Mayor to best catcher: most runs, fair play etc • Every young person that enters was presented with a medal • The event was videod for local use

3. Luton’s Youth World Cup

This was not just a football tournament but also a learning event as participants represented a world cup country and learn about the country both prior to and at the event itself. Themed workshops were held to ensure that the young people learned and discussed community cohesion and citizenship issues. All participants wore different colour t-shirts according to their appointed country and the winners received the Youth World Cup!

4 Media Training by Diverse FM – DFM is proud to announce that its training programme has been achieved great success. Diverse FM has been running a Level 1 Open College Network (OCN) training programme in Radio & Broadcasting skills with the aim for students to progress to becoming a functioning part of the station, and that could mean having their own show or being a co-presenter or DJ or using the qualification to progress in education

Equipment has been purchased, staff undertaking training to deliver course. The course has been developed and run by CRB checked, professionally qualified staff; it’s been previously delivered to Schools, Youth Groups & Clubs and similar organisations from the local area. Advert launched on Diverse fm for recruiting young people, advert has been playing on a regular basis. 14

12/22 July 2009 young people have been recruited to undertake the level I radio Broadcasting & Presenting at the Centre for Youth & Community Development (CYCD).

The programme covers: • Laws relating to broadcasting in the UK and the regulator authority “Ofcom” • Being briefed on the rules regarding the broadcast of Music • The activities of a programme producer, presenter or DJ • Develop an understanding & experience of the technical equipment used in broadcasting • The generalised rules in managing a programme schedule • Developing, producing and recording of interviews/ shows • There are many other subjects covered in the syllabus; the issues mentioned above clearly demonstrate that Diverse FM is committed to developing the professionalism necessary to carry the station forward Finally part of the agreed programme was to deliver a conference in Luton , which

were trained in the programme last year are delivering 10 x 2½ hour workshops to local schools and getting them to understand the issues and produce exhibitions as a result.

The Luton Connecting Communities Festival of Flight Project 2010 is designed to open up the world of aviation to young people of all backgrounds, especially those from disadvantaged groups, who wouldn’t have had an experience like this before and to provide a route to discuss and debate several issues which will be raised through the exhibition and the stories it presents.

The preparations began with a special touring visit to London Luton Airport for

12/27 July 2009 the Luton’s Festival of Flight Youth Ambassadors.

This gave Sayem and Jonathon, an insight and understanding of how the Airport runs and manages its extremely busy operations on a day-to-day base. Both Youth Ambassadors said, they really enjoyed the visit, in particular the experience of traveling through the runways with private escort and view from the top of the control tower, which will remain in their memory for a long time to come. They also learnt a lot about the importance of communication, teamwork and the role, the airports plays in the community and were very impressed by how hard people work in the airport, something they hadn’t realised until then!

Sayem and Jonathon then delivered ten work shops to local schools,

12/28 July 2009 with 30 children per session taking part, on the importance of communication, teamwork and community cohesion. Currently the children are working on artwork, which showing what

they’ve learned from the programme . This completed artwork will then be displayed at various community events and festivals throughout the year.
