ISSN (…) 3 Geographical scope of the action plan This action plan covers the range states of the Red-footed Falcon Falco vespertinus in Europe (range states are listed in Table 1) as far as possible due to the very limited information available from Russia. It needs to be implemented in the range states in the European Union, Ukraine, Serbia and the Balkans. Given the significance of the non-breeding season information from the non-breeding range was collected as far as possible. The species is listed in Appendix II of CMS, in Appendix II of CITES, in Appendix II of the Bern Convention and in Annex I of the Birds Directive. This action plan covers the range states of the Red-footed Falcon in Europe. It needs to be implemented in the range states in the European Union, Ukraine, Serbia and the Balkans. Red-footed Falcons inhabit steppe, pseudo-steppe, wooded steppe and extensive agricultural habitats. The core of the EU population breeds in the Carpathian Basin which form the western border of the range. A small but stable number of Red-footed Falcons breed in northern Italy. Red-footed Falcons are trans-equatorial migrants wintering in the southern part of Africa. The species is highly gregarious both during the breeding and non-breeding seasons, night roosts of up to 21,000 individuals are known to be formed in the non- breeding period. The Red-footed Falcon is a facultative colonial breeder. It does not build a nest; naturally falcon colonies are formed in Rookeries (Corvus frugilegus). Solitary pairs occupy variety of nesting facilities such as magpie (Pica pica) nests, hooded crow nests (Corvus corone cornix), buzzard nests (Buteo sp.) as well as cavities in trees. The Red-footed Falcon is a generalist predator the most frequent prey items are invertebrates, amphibians and small mammals. As the species is protected throughout the EU and the Mediterranean-Basin, weak law enforcement is the root cause of Red-footed Falcon, shooting mainly during migration. The only exception is Ukraine where the species is not protected and shooting is reported. The Red-footed Falcon is intimately linked to the welfare and size of Corvid populations.     LAKE BAIKAL RUSSIAN FEDERATION Lake Baikal is in south central Siberia close to the Mongolian border. It is the largest, oldest by 20 million years, and deepest, at 1,638m, of the world's lakes. It is 3.15 million hectares in size and contains a fifth of the world's unfrozen surface freshwater. Its age and isolation and unusually fertile depths have given it the world's richest and most unusual lacustrine fauna which, like the Galapagos islands’, is of outstanding value to evolutionary science. The exceptional variety of endemic animals and plants make the lake one of the most biologically diverse on earth. Threats to the site: Present threats are the untreated wastes from the river Selenga, potential oil and gas exploration in the Selenga delta, widespread lake-edge pollution and over-hunting of the Baikal seals. However, the threat of an oil pipeline along the lake’s north shore was averted in 2006 by Presidential decree and the pulp and cellulose mill on the southern shore which polluted 200 sq. km of the lake, caused some of the worst air pollution in Russia and genetic mutations in some of the lake’s endemic species, was closed in 2009 as no longer profitable to run.     CAFF Habitat Conservation Report No. 9 GAP ANALYSIS IN SUPPORT OF CPAN: THE RUSSIAN ARCTIC Igor Lysenko and David Henry CAFF INTERNATIONAL SECRETRARIAT 2000 This report, prepared by Igor Lysenko, World Conservation Monitoring Centre (WCMC) and David Henry, United Nations Environment Program (UNEP) Global Resource Information Database (GRID)-Arendal, is a technical account of a Gap Analysis Project conducted for the Russian Arctic in 1997-1999 in support of the Circumpolar Protected Areas Network (CPAN) of CAFF. It updates the status and spatial distribution of protected areas within the CAFF area of the Russian Federation and provides, in 22 GIs based maps and several data sets, a wealth of information relevant for present and future management decisions related to habitat conservation in the Russian Arctic. The present Gap Analysis for the Russian Arctic was undertaken in response to the CPAN Strategy and Action Plan requirement for countries to identify gaps in protected area coverage of ecosystems and species and to select sites for further action. Another important objective was to update the Russian data base. The Analysis used a system of twelve landscape units instead of the previously used vegetation zone system as the basis to classify Russia's ecosystems. A comparison of the terrestrial landscape systems against protected area coverage indicates that 27% of the glacier ecosystem is protected, 9.3% of the tundra (treeless portion) and 4.7% of the forest systems within the Arctic boundaries are under protection, but the most important Arctic forested areas have only 0.1% protection. In general, the analysis indicates a negative relationship between ecosystem productivity and protection, which is consistent with findings in 1996.

We surveyed published studies on bird diets, and information on labels of museum specimens, compiling data on the contents of 5,221 stomachs. Eighteen samples (0.3%) presented evidence of predation on vertebrates. Our bibliographic survey also provided records of 203 passerine species preying upon vertebrates, mainly frogs and lizards. Our data suggest that vertebrate predation by passerines is relatively uncommon in the Neotropics and not characteristic of any family. On the other hand, although rare, the ability to prey on vertebrates seems to be widely distributed among Neotropical passerines, which may respond opportunistically to the stimulus of a potential food item.

SYMES and STEPHAN WOODBORNE Summary 13 15 Stable isotopes (dD, d C, d N) were measured in adult and juvenile Amur Falcon Falco amurensis feathers to understand the migratory connectivity of this species. Using the OIPC (Online Isotopes in Precipitation Calculator) and a calibration curve for American Kestrels Falco sparverius we predicted the breeding range of South African Amur Falcons in the Palaearctic. dD values for juvenile feathers (mean 6 SE 5 À58.1 6 2.5&, range À83.9 to À25.7&) and predicted Palaearctic annual precipitation values indicated that juvenile Amur Falcons in South Africa originated from across their entire Palaearctic range. This rejects the leapfrog migration hypothesis and suggests the widespread movement of birds south, with a funnelling effect into the subregion where they become concentrated over a narrower distribution range. Adult dDf values were more depleted (À37.4 6 1.8&, range 5 À71.3 to À9.3&) than predicted annual precipitation values for sites where feathers moulted in South Africa (À20.2 6 0.9&) but there 13 was no correlation between dDp and dDf. Kestrels are included in the subfamily Falconinae. There are at least 13 species that belong to the kestrel group, but recent genetic studies suggest that the number of kestrel species might be larger, possibly 16. The paleontological and molecular evidence is congruent in suggesting an evolutionary radiation of kestrels from the Late Miocene (4.0–9.8 million years ago) through the Early Pleistocene. However, the geographic area where kestrels originated and dispersed from is unclear. 1.2 Diversification of Falcons The Falconidae is a monophyletic family of diurnal birds of prey that occupy a wide variety of ecological niches and geographic regions (White et al., 1994). Three subfamilies are currently recognised and their validity is supported by both molecular and morphological data (Griffiths, 1999; Griffiths et al., 2004; Fuchs et al., 2012, 2015): (i) Falconinae (falcons, falconets and kestrels), (ii) Herpetotherinae (forest falcons Micrastur sp. and laughing falcon Herpetotheres cachinnans) and (iii) Polyborinae (caracaras) (Figure 1.1). Dickinson (2003) has recognised 11 genera and 64 species of Falconidae, but figures can vary slightly across authors. Both the Herpetotherinae and the Polyborinae occur only in the New World, while the Falconinae (the subfamily to which kestrels belong) are widespread across both the New and Old World with 46 species, 40 of which belong to the genus Falco (Fuchs et al., 2015).

Your Committee has decided to offer a series of informal “Summer Walks” to the vlei. The proposal is to meet once per month, during the summer months, on a Saturday morning from 07h00 onwards for an hour or two’s summer birding. The aims are multiple: - To observe the birds arrivals (migrants) and later in the season, their departure, - To observe the breeding habits of the birds, - To watch the development, including plumage changes in the young birds as they grow, and above all, - TO MEET FELLOW BIRDERS, ENJOY OUR HOBBY AND SHARE OUR KNOWLEDGE! Posters were placed in various places around town giving details of the September “Summer Walk”, and we hope those attending enjoyed it. A brief report on the outing follows .Further Walks will be held as follows: October 6th 2012 November 3rd 2012 December 8th 2012 January 5th 2013 February 2nd 2013 March 2nd 2013 April - to be confirmed. These Saturday walks will be in addition to our normal monthly outings (where we go a little further afield) and are intended to be casual get-togethers with a view to pass around some knowledge and obviously the beginners will be given every assistance !     Mammals of Belarus VLADIMIR DINETS Belarus is a large, very flat, 40% forested country. It lost almost a third of its population during WWII; the following decades saw mass migration of rural residents into cities, which accelerated after the country received most of Chernobyl nuclear fallout. In post-Soviet years Belarus rejected the siren song of IMF, so its economy remained in relatively good shape, but the birthrate was low, and many people emigrated. The result of all this is that the countryside is sparsely populated, particularly in the south where some of Europe’s largest wetlands are located. Tiny outlying villages (khutors), with just a few aged residents and plenty of abandoned houses, provide excellent bases for exploring forests and swamps. There are no endemics or “specialties”, but mammals are generally abundant, particularly in nature reserves. Belarus is often called “Europe’s last dictatorship”; this is only correct because Russia is no longer part of Europe. For twenty years President Lukashenko secured massive discounts on oil and gas by proclaiming loyalty to Russia and gradually sacrificing Belarus’s sovereignty. In 2014, Russian invasion of Ukraine alerted him to the danger of getting too cozy with such a predatory neighbor, so now he is trying to court the EU as well. As an East Slavic proverb goes, “a gentle calf suckles from two cows”. One consequence of this shift is that the country is reportedly becoming more Westerner-friendly (although even before 2014 it wasn’t a particularly inhospitable place, as long as you refrained from political discussions). Tourism is still virtually non-existent, but this might change in the coming years.
