EURODAC - 2020 ANNUAL STATISTICS* FACTSHEET. MARCH 2021 The European Dactyloscopy Database (Eurodac) helps Member States to determine the country responsible for the assessment of an asylum application lodged within an EU member or a Schengen Associated country, by enabling fingerprint comparison. Depending on the purpose of the fingerprints sets transmitted (the type of category), those are stored and/or searched against other fingerprints sets already present in the Eurodac. In 2020, 644,926 sets of fingerprints were transmitted to the Eurodac Central System. The first step on this path was the signing of the EU–Turkey agreement, a deal presented as an emergency solution to the situation that was developing in Europe. After the success of this accord in reducing the number of arrivals, the European Union introduced the Migration Partnership Framework, which fundamentally institutionalised the approach enshrined in the EU–Turkey agreement with five priority countries in Africa – namely, Ethiopia, Mali, Niger, Nigeria and Senegal. European Reactions to the Migrant Crisis
European reactions to the migrant crisis Jérôme Fourquet Director of Ifop’s Opinion and Corporate Strategies Department How is European public opinion reacting to the arrival of migrants on the shores of Italy and Greece? What are their perceptions of the profile and number of migrants? How do the citizens of the different European Union (EU) countries regard the solutions put in place by their government? To answer these questions, the Jean-Jaurès Foundation and the Foundation for European Progressive Studies (FEPS) appointed Ifop to carry out a major opinion poll in seven European countries – France, Germany, Italy, Spain, the Netherlands, Denmark, and the UK, based on a sample of 1000 to 1100 people in each country. A. Responding to the crisis by assisting with the development of the countries of departure In view of the magnitude of the migration crisis, European public opinion is united in favour of assisting with the development and stabilisation of southern Mediterranean countries to keep people where they are. This option comes well ahead of developing aid and welcome programmes for immigrants to European countries, tightening border controls or military intervention in Syria. As can be seen in the following chart, the level of public support for assisting with development varies from country to country, but it came out on top everywhere, except in France, where the option “strengthening border controls and combatting illegal immigration” came nominally first, with 30% of votes (by far the highest score noted in the seven countries covered by the survey) compared to 29% for assisting with development. This surging interest in digital identity technologies would seem to meet a pressing need: the United Nations Refugee Agency (UNHCR) states that in today’s modern world, lacking proof of identity can limit a person’s access to services and socio-economic participation, including employment opportunities, housing, a mobile phone, and a bank account. -

UNHCR, Refugee Protection and International Migration Basic precepts 1. During the past decade, considerable attention has been given to the linkage between the movement of refugees and asylum seekers and the broader phenomenon of international migration. This paper is intended to clarify UNHCR’s role in relation to this linkage and to identify those aspects of international migration which are of particular concern and interest to the Office. 2. UNHCR’s position with regard to the relationship between refugee protection and international migration is founded on two basic precepts. First, the Office considers refugees to be a distinct category of people, by virtue of the fact that they are, as specified in the 1951 UN Refugee Convention, outside of their country of nationality and are unable or unwilling to return there because of a well-founded fear of persecution for reasons of their race, religion, nationality, membership in a particular social group or political opinion. 3. In accordance with other international agreements, such as the 1969 OAU Refugee Convention and the 1984 Cartagena Declaration, UNHCR also recognizes that the refugee notion has been broadened to encompass other people who have fled events that pose a serious threat to their life and liberty. The refugee protection regime is premised on the international community’s recognition of the specific rights and needs of refugees and other people in need of international protection, as well as the obligation of states to refrain from returning them to countries where their life or liberty would be at risk. UNHCR consequently opposes any attempt to put in question the distinctive situation of refugees and other people of concern to the Office, their need for international protection and their right to seek and enjoy asylum in another state. -
