Foreword This document (IPA) forms part of the Neighbourhood Development Plan (NDP) and should be read in conjunction with the main NDP document. It has been created so that it can be read as a stand alone document that has captured what we learned about our Community Amenities and Local Green Space in the process of developing the NDP. It has put everything in one place including those Local Green Spaces that are so designated in the Wycombe District Local Plan (WDLP). It is an Inventory of our Public and Community Amenities, Facilities and Local Green Spaces. It also contains explanations of the Policies that we have developed to protect our Community Amenities and the Objectives of each Policy. • These are contained in the IPA Sections to which they refer. In the NDP, we set out the challenges that face the Parish of Wooburn and Bourne End and our objectives to address these challenges (please see section 3. of the NDP). • The NDP Policies which specifically relate to Parish Amenities are also stated in the relevant Sections of the IPA. All NDP Policies are summarised with mapping in IPA Section 11 so that they can be found in one document. The NDP and this document cross refer to each other for explanation when appropriate. Among the challenges set out in the NDP which are of relevance to this document are: • Increasing and cumulative pressures on infrastructure • Maintaining vibrant village centres and shops • Maintaining the Look and Character of our villages • Preventing coalescence of the distinct settlements of Wooburn Green, Wooburn Town, and Bourne End We have identified an additional challenge: • to future proof aspects of the WDLP that, if they were not in the WDLP, would form part of our NDP but are not for this reason. Key to realizing our vision will be the shaping of future developments and the protection of our natural and built environment through the Policies established in this NDP. Policies in this Inventory of Parish Amenities strengthen our ability to secure genuinely sustainable development, support the protection and improvement of our valuable green infrastructure, whilst recognizing the new economic developments of the WDLP strategic sites of Slate Meadow and Hollands Farm. Input from Residents Associations and the community has been received throughout the process of preparing the NDP and this document. Introduction and Purpose Wooburn and Bourne End Parish are fortunate to have a Library, Community Centre and Day Care Centre all of which are fully utilized by its residents. The local environment and these facilities together with our limited number of Green Spaces must be safeguarded for the community. In the process of identifying the Local Green Spaces that we wish to protect we were directed to to a helpful government Toolkit: Neighbourhood Planning – Local Green Spaces. This can be found on the government webpage: https://neighbourhoodplanning.org/toolkits-and-guidance/making-local-green-space-designations-neighbourhood-plan/ Later as we became more familiar with the Wycombe District Local Plan (WDLP) we learned that their document: “Adopted Delivery and Site Allocations Plan” which forms part of the WDLP not only contains the Local Plan Development Policies but also Policy Maps identifying Local Green Spaces that have been designated as Local Green Spaces in the plan and are therefore afforded the protection that this designation gives. There are two WDLP maps for our Parish, one for Wooburn Green and Wooburn Town (Map 17) and one for Bourne End (Map 18). Both are included in this IPA. Between the two maps there are 42 Locally Designated Green Spaces that are protected as part of the Delivery and Site Allocations Plan and therefore the WDLP, many of which had already been identified in the second draft of our Neighbourhood Development Plan (NDP) as Green Spaces we wished to protect. • We are pleased that these Spaces are already afforded protection since the WDLP was adopted on 19. August 2019. Additionally we have identified via the use of Wycombe District’s MyWycombe Maps which WDC has updated to comply with the WDLP a further 21 Local Green Spaces which are not protected by the WDLP and which we wish to protect. The Toolkit requires that each of these Local Green Spaces is audited, its importance explained and then assessed to confirm that it meets National Planning Policy Framework criteria and if there are any statutory designations that apply, as defined in... National Planning Policy Framework (NPPF) criteria and Toolkit guidance Under the NPPF, NDPs have the opportunity to designate Local Green Spaces which are of particular importance to them (Paragraph 99). This will afford protection from development other than in very special circumstances. Paragraph 100 states "The Local Green Space designation should only be used where the Green Space is: a) in reasonably close proximity to the community it serves; b) demonstrably special to a local community and holds a particular local significance, for example because of its beauty, historic significance, recreational value (including as a playing field), tranquillity or richness of its wildlife; and c) local in character and is not an extensive tract of land". As we worked through this process the supporting documentation began to become substantial and we felt that it was in the public interest that all the information whether in the WDLP or in the NDP should be accessible in one place. Taking the WDLP’s Adopted Delivery and Site Allocations Plan as an example we felt the best way to manage all the information was to create a similar standalone document to cover our Public (Community) Amenities and (Local) Green Spaces, hence this document “Inventory of Parish Amenities (IPA)”. Community Facilities The two NDP policies below, WBE/A1 and WBE/A2, relate to both the Community Facilities specified in this Section 3 and Pubs and Clubs listed in Section 4. 3.1. Safeguarding community facilities POLICY WBE/A1 - SAFEGUARDING COMMUNITY FACILITIES AND PUBLIC HOUSES Community Facilities listed in the Inventory of Parish Amenities (IPA) must be protected for the future of the Parish. There is a general presumption that the Unitary Authority's Planning Depart- ment will not allow these facilities to be granted a change of use without the prior agreement of the Parish Council The following are identified and shown in Location Maps in the IPA... • Community Facilities C1 to C12 in the Parish see... IPA Section 3 • The 7 Pubs and Wooburn Club with photos see... IPA Section 4 Objective: Safeguard our Community Facilities. 3.2 Support of Community Facilities There are many Organisations that serve the Parish that improve and enhance the quality of life of residents. The Parish Council strongly believes that such Organisations should be supported and that the Parish Council should utilise its resources when practical for the benefit of the community. POLICY WBE/A2 - SUPPORT OF COMMUNITY FACILITIES AND ORGANISATIONS The Parish Council will consider any applications from Organisations in the Parish or serving the Parish to utilise the Parish Council Community Infrastructure Levy (CIL) funds or other Parish resources upon application, subject to relevance and Parish Council rules, funding availability and existing Parish Council priorities Objective: provide financial support when necessary for the support of community facilities and organisations that serve the local community.     CATESBY ESTATES HOLLANDS FARM PRE-APPLICATION CONSULTATION 18th February 2021 to 11th March 2021 KEEP BOURNE END GREEN DRAFT CONSULTATION RESPONSE 1st March 2021 Keep Bourne End Green (“KBEG”) is a Charitable Incorporated Organisation (charity no. 1169057) that was set up in 2016 to conserve and improve the natural and physical environment and to promote sustainable development within Bourne End and its surrounding areas. KBEG actively campaigned during preparation of the Wycombe District Local Plan (the “LP”) and afterwards to resist the unnecessary release of land from the Green Belt. During this period, KBEG received signed mandates from over 3,000 residents and households to represent their interests in pursuit of our charitable objectives. 1 Registered Charity No. 1169057 1 Response 1.1 This response is provided in reply to Catesby Estates plc (“Catesby”) pre-application consultation on its outline proposals for the southern part of Policy BE2 site at Hollands Farm (the “Site”). 1.2 Necessarily, the first order of business is to address the fundamental criticism and overarching matter that the scheduling of this pre-application consultation is prematurely timed following the Buckinghamshire Council (the “Council”) public consultation on the draft Development Brief for Hollands Farm which concluded on 17th February 2021 - the day before this Catesby consultation opened. It is unwelcomed that Catesby has afforded no breathing room following the Council’s consultation which resulted in confusion amongst the local community as Catesby actively promoted its own consultation in parallel with the Council’s consultation. This recent course of action has amply demonstrated Catesby’s scant regard for the principles and important role which the Development Brief and local community play for the successful development of Hollands Farm.
