You may find all or some of these positions on your voting document: 1) The Mayor is the leader of the City or District Council. 2) The City or District Council provides communities with a wide range of local services and facilities. Councils make decisions to improve community wellbeing including key infrastructure (e.g. water supply, sewerage, roads), local regulations, recreational facilities, parks, planning and building issues. 3) The Regional Council makes decisions about functions best delivered at a regional scale such as natural resource management (e.g. quality of water, allocation of water, land and soil, coastal planning, plant and pest control), regional transport, and civil defence and emergency management. Unitary Authorities perform the functions of both City or District Councils and Regional Councils. 4) The District Health Board makes decisions every day to improve the health of people in the community – including the kinds of health services to be provided. 5) A Community Board provides leadership to empower local communities and may make decisions about local issues or recommend how Council should spend money on local services. 6) A Licensing Trust exists to sell alcohol responsibly through premises in the trust area and decide how surplus profits are returned to the community. My principal place of residence is in the Timaru District Council area. I believe in our District, its future and you. Six years after being your Mayor I am now more experienced, and nationally connected. I am currently a Local Government Commissioner, and experienced Director in the public and private sector. When I was Mayor we achieved the port partnership, recycling, strong economic development and promotion, wastewater upgrade that removed wastewater from our rivers, battled gangs and legal highs, CBay, Mitre10, Caroline Bay Upgrade, increased public art, cycle and walkways. We need a strong focus on keeping rates affordable, protecting our Alpine shares, inclusive leadership, community more involved in planning our place, infrastructure projects reviewed and completed, rural relationships strengthened, joined up economic development and district promotion, innovation in dealing with the effects of climate change. Our District needs to be affordable, stable, colourful, and innovative, with a caring, dynamic Mayor who respects you, the environment, and encourages business to thrive.

Nigel BOWEN Vote Bowen My principal place of residence is in the Timaru District Council area. I am also standing for Timaru District Council Timaru Ward. Hi, I'm Nigel Bowen and I'm delighted to be running for Mayor and Councillor of Timaru. My wife Jane and I have two children, and for the past 14 years we've run The Speight's Ale House restaurant, The Landing Service Conference Centre and, more recently, Street Food Kitchen. My vision is to ensure that Timaru remains a strong vibrant city for generations to come. I'd like to open Timaru up to new growth, increased tourism, a more sustainable water plan, and to revitalise our CBD by creating an age-friendly city that embraces both young and old. My principal place of residence is in the Timaru District Council area. As a Timaru resident I believe it is important for the council to have a fair representation of the district as a whole. As a hardworking, young man I believe that I am better able to represent other young people of the district to have a more inclusive council direction. At the moment there does not seem to be much interest, as a whole, in local politics. This means that the council may end up going in a direction that does not reflect the district as a whole, my aim is to make sure that this does not happen by bringing in as much interest as possible, from the community, in the decisions the council makes. By having a younger voice lead the way we can strive for a future Timaru District where everyone feels that their voice is heard no matter what demographic or background they come from. My principal place of residence is in the Geraldine Ward area. I am also standing for Geraldine Community Board. I have been a member of the Geraldine Community Board for the past term and believe now is the time to bring a fresh approach in representing Geraldine on the District Council. The passion I have for Geraldine has been ingrained In me, as I have lived here and had connections here my entire life. Geraldine has opportunities that many small towns would be envious of, but such opportunities can only forge ahead and come to fruition, through bringing the Council, community groups and its residents, together to achieve desired results. Its about good conversation, a willingness to listen and support those ideas and then to advocate them back to the council in a positive manner. Temuka is the town that I have lived in for the majority of my life and I am involved with many sporting and community-based groups within our town. My principal place of residence is in the Timaru Ward area. I am also standing for SCDHB. A desire to see a financially accountable and community-connected organisation has prompted me to stand for council. As a recently retired executive manager, my decision was influenced by the significant challenges the region faces and TDHL's recent proposed sale of Alpine Energy shares. During my time as Corporate Services Manager at the Timaru District Council, I was instrumental in forming TDHL with the purpose of ensuring the shares held in Alpine Energy would not be sold by the council to fund pet projects. My 17 years of local government experience means I'm expertly placed to help guide the district through change and progression. Born and raised in Timaru my background as a Chartered Accountant with a M.Com(Hons) in Economics, will ensure an efficiently and effectively governed council. A local businessman for over 30 years, involved in many areas of our community, I know that success comes from honest relationships, supporting local and having belief in a vision. The Council debt is over $100 million and growing; it needs to be reduced to ensure we don't burden current and future generations through increased rates. We need to do this while maintaining and improving our fundamental infrastructures such as roads, paths, parks, refuse and securing our water supply. Council must get back to basics for a better future. We can improve our position by economically growing our district through attracting new businesses that create more jobs and more people to our district. We all want to live in a town that's vibrant and good for everyone, young or old. That's why I choose to live in Timaru. The challenges of an ageing population and ongoing financial pressures need innovative thinking. Our Arcadia Night Market showed what happens when you mix new ideas, creative people and historic buildings - a strategic plan for Caroline Bay and the CBD is essential to support events and encourage new business. Climate change also requires tough decisions to ensure our future health and prosperity. A vote for me is a vote for a fresh voice - a voice that's young enough to be optimistic but old enough to be realistic. With a background in health and recent experience in local government, I'm standing for both, because I believe good health and good business will make Timaru the prime place to visit, to live and to do business.

My principal place of residence is in the Timaru Ward area. The talk around town is that our Council needs change. But with change we also need to ensure we retain experience and integrity. With a strong, clear voice I bring these attributes to the table. I am not afraid to hold people to account within Council and have played an integral role in previous challenges and big decisions Council has had to make. Past projects which demonstrate this is the implementation of the 321 Zero Waste Minimisation, Cbay Aquatic Centre, District Pool upgrades, Caroline Bay Refurbishment, Council Office Rebuild, Sewage & Wastewater Treatment Plant upgrade and more recently the Temuka water supply renewal and airport upgrade. I would look to continue to support the delivery of planning and policies that will further facilitate economic growth for our region. Joshua NEWLOVE

My principal place of residence is in the Timaru Ward area. I'm proud to call Timaru home - A place where I have jointly owned a successful Architectural Practice for the past 12 years and am raising, with my Partner Kate, our three young children. I have put myself forward for council because of the potential Timaru has and a desire for the town to provide opportunities to attract and keep people in our region. I would like to develop a strong vision for the future that addresses our ageing population and the pressure rates are having on people with fixed incomes. Well-considered strategies that ensure population, tourism and business growth and clear communication and engagement with the community to ensure we are working together to thrive. My principal place of residence is in the Timaru Ward area. Timaru district needs to be a vibrant, attractive place to live. The council however needs to balance that by living within its means and spending carefully. I am born and bred in Timaru, and have been involved with many organisations and am passionate about the district. I am however concerned for our ageing ratepayers. The projected rate rises approved by the TDC in their long term plan equates to a 50 per cent increase by 2028. The council needs to work hard to reduce that increase. Priorities include attracting new businesses and residents to support the local economy, as well retain what we already have. The TDC also needs to be more transparent about its plans and decision-making processes and also have open communication with ratepayers. I won't be afraid to ask the hard questions and make the tough decisions.

For the last three years, Sue and I have grown a very successful tourist accommodation business in association with a walking tours business, Geraldine Heritage Tales and Trails. I have 4 children, and through them, I have been involved in a number of volunteer positions ranging from sports to governance boards. I am also a volunteer firefighter for Geraldine. But most people will know me as the DAHM Good Coffee lady. I set up my mobile coffee business in 2017, which I take to many local festivals, fetes, and school-based events. Being out and about in the local community allows me to mix with a variety of people and I would like to be able to communicate their thoughts and ideas into actions with the community board. I'm an outgoing person that communicates well with a range of people. I think that this is a great skill that will bode well for me to actively participate on our local Geraldine community board.

Local born and bred and have a principal place of residence in the Geraldine Ward which is a privilege to call home. Educated at Peel Forest and Primary Schools and Geraldine High School. I have lived in both urban and rural communities and have a good knowledge of the requirements of each. I am seeking a further term on the Geraldine Community Board because I wish to see the community enhanced by well considered and environmentally pleasing development. These projects would include a two lane Upper Orari Bridge, improved roading, employment growth, planned industrial and housing areas that are attractive, safe access to all properties, protection of important environmental areas and control of waterways to prevent excessive land erosion. Rhys TAYLOR Independent My principal place of residence is in the Geraldine Community Board area. Rhys Taylor moved home to Geraldine from Christchurch in 2007, with schoolteacher partner Anne Griffiths. They grow fresh produce on a smallholding which includes bush restoration protected by QEII covenant. The Community Board covering Geraldine, Peel Forest, Woodbury and Orari is important to local democracy. Rhys' interests are accessible roads and footpaths, waste minimisation, supporting local businesses, managing tourism impacts and protecting the quality of drinking water. He is active in the community through river catchment groups, Geraldine Academy of Performance and Arts, and volunteers with Talbot Forest Working Group and the Farmers' Market. Rhys is also a Civil Defence volunteer, sings in the community choir, supports the cinema and uses an electric bike, as well as driving. He works from home on sustainability projects, for several clients across NZ. He has professional experience of local and regional government, which may be helpful to the Community Board. My principal place of residence is in the Pleasant Point Community Board area. Having been deeply involved in the community in the past, I would like to bring my knowledge and common sense experience to the Board. My community involvement included nearly 27 years with the Pleasant Point Volunteer Fire Brigade and 7 years as a foundation member of the St Johns First Response unit. Many weekends were also spent with helping extend the railway line down to Keanes Road and the development of the complex there. At present I am part of the CD team. There are some issues which the community will face shortly. I am passionate about New Zealand's best water supply. If elected I would do my best to see that we can keep chlorine out of our drinking water. A wider issue is drowning in waste. Our household puts at least 60 plastic milk bottles in the yellow bin every year. We only need about 4 glass bottles!

Having lived and worked in the Pleasant Point area all my life, and having raised my family here, I believe I have a deep understanding of the district and its needs. As a resident and business owner in Temuka for over thirteen years, I believe it's time for some new members, with new ideas and feedback to join the board. I have owned Kings Shoe Store for seven years and dealing with people daily who are ninety percent of the time, locals, has made me a familiar face to most. One community event that I am extremely passionate about is the annual Rock and Hop in March. Peter MCILRAITH Independent My principal place of residence is in the South Canterbury/Ötuhituhi Constituency area. I am a married man with family and grandchildren. South Canterbury has been my home, I was born in Oamaru. My life has been as a primary producer living and working with the natural environment. The 2019 elections are the first time in 11 years that you, the voter, have the opportunity to choose your elected representative. In what has been a time of bogus democracy, impairment has been done to the concept of 'governance for the people by the people'. Large bureaucracies, with huge rate rises and centralised power, have tainted the notion of local solutions to local issues. I have the knowledge and experience to correct that damage. Councils, are here to serve the constituents, not rule as a giant central administration controlling with rules regulation and threats. Every new rule is a loss of someone's liberty. Elizabeth MCKENZIE Independent My principal place of residence is in the South Canterbury/Ötuhituhi Constituency area. I am a 46-year-old New Zealand-born scientist with 17 years' experience in geochemistry, forensic science, environmental analytical chemistry, and biomedical science. In 1995, scientists warned of the risk of a large earthquake in Christchurch, yet their warning was not acted on. Now, over- reliance on large-scale dairying has resulted in nitrate- contaminated water, presenting a health risk to Cantabrians, yet local government response has been slow. This disconnect between science and local governance has serious consequences for our people and environment. In South Canterbury, climate change means loss of snow and glaciers, with sea level rise impacting our coastal towns. However, warmer temperatures will increase the growing season, providing opportunities for new crops. Climate change is both a risk and an opportunity. I am standing to advocate for people and environment before profit, and for development of a resilient and sustainable infrastructure and economy in Canterbury.

Urban raised and Auckland educated, I have a B.AgCom (FM) from Lincoln University and a long association with the Waitaki Valley. With my wife Susan, we own and operate dryland property near Kurow. I am the Vice President of North Otago Federated Farmers and a community member on the Lower Waitaki South Coastal Canterbury Zone Committee. I serve on the Central South Island Beef and Lamb Farmer Council and as a Director for the Kurow Duntroon Irrigation Company. As a determined individual (36), intent on providing balanced and informed representation, I want to continue strong, mutually beneficial collaboration between constituents and the regional authority. I'm a keen fly fisherman, skier, tramper, farmer and experienced company director, eg Silver Fern Farms, VetLife. I'd like to represent you as an ECan Councillor for South Canterbury. Water is our region's number one environmental and economic challenge and as vice chair of the OTOP Zone Committee I have a deep understanding of the issues. I know how important it is to build environmental policy that satisfies the expectations of all sectors of our community. Our rural, urban, recreational and commercial needs are interdependent. We must all work together, using sound science and economics to achieve timely, win-win solutions. I'll take a similar approach with other ECan workstreams: regional transport; biosecurity; pest management; natural hazard protection. Paul ANNEAR

My principal place of residence is in the South Canterbury District Health Board area. I am a Physiotherapist and have worked in the health sector for 35 years. I am currently Deputy Chair of the Board, Chair of Hospital Advisory Committee and Chair of the Building advisory group. I believe this health board needs to serve this community and provide a high standard of health care across all sectors and age groups. There are many challenges in South Canterbury health, with an aging population, tired and aging facilities and an aging workforce. Managing all these on a tightening budget is our challenge. Building and redevelopment have already started within the hospital and I would like to see this continue to develop to bring our facilities up to a modern well worked hospital that fully caters for our community I will strive to make the SCDHB work within its budgets and continue to provide better, faster health care for those in need in our community.

My professional medical experience as a doctor included fifteen years as an Orthopaedic Surgeon at Timaru Hospital. I have served five terms on your DHB. My principal place of residence is in the South Canterbury District Health Board area. I am also standing for Timaru Ward. For the past two terms I've been a ministerial appointee on the SCDHB and deputy chair of its audit and assurance committee. As an elected member I will continue to ensure Timaru retains its hospital and management have the right resources to deliver quality health services to the community. As an experienced chartered accountant with a M.Com(Hons) in economics, the skills I'll continue to bring to the SCDHB are in the strategic planning, accounting and finance fields. Having been the National Finance and Administration Director for the Order of St John, I'm acutely aware of the region's pressures from an ageing population and the challenges these pressures pose. I'm 59, married, reside in Timaru and recently retired as Group Manager Corporate Services at Alpine Energy. My community involvement and board experience has been through current and past membership of education boards, service clubs and charitable trusts.

My principal place of residence is not in the South Canterbury District Health Board area. As your representative on the Board I will ensure health services are designed with our communities' needs at the forefront. I will listen to clinicians who are closest to patients, who know the improvements that are needed. My focus will include; bolstering rural healthcare, ensuring the workforce is well supported and activating preventative health initiatives. I am well placed to bring the perspective and inquisitive mind needed for bold decision making; having worked throughout South Canterbury with health teams as 'Primary Health Manager' at SCDHB from 2015-2018 and with businesses while working for the economic development agency from 2010-2015. I have had Board experience on region's YMCA and Community Trust boards. I recently moved from Timaru to Christchurch to gain experience in civic governance at the Christchurch City Council where I manage its Community Funding - I spend plenty of time back in South Canterbury, which is home.

My principal place of residence is in the South Canterbury District Health Board area. Seeking re-election I live near Cave with my husband John and three daughters. As a farming wife and mother, I appreciate the unique challenges that rural living poses to accessing health services and the importance of having good primary health care services in our rural communities for all. My 24 years' experience as a physiotherapist both here and abroad has given me an awareness of the challenges ill health and disabilities bring. These challenges are best addressed by retaining and recruiting excellent health professionals and providing high quality accessible health services in South Canterbury. Working in the health sector, I see the emotions, success and challenges families and staff experience. With this knowledge and 9 years' experience on the Health Board and other health committees, I have an understanding of our community's health needs and how I would prioritise services and funding to achieve the best health outcome for all.

My principal place of residence is in the South Canterbury District Health Board area. Seeking re-election for a third term. I have lived in the South Canterbury region for 46 years. Married to Chris we have 4 children and seven grandchildren. From a community nursing background most of my working life has been spent in the public health sector. I gained a valuable insight into governance and clinical governance through my appointments on national boards and ministerial appointed advisory committees. I am employed as a tutor at Ara Institute of Canterbury. I have a strong commitment to community development and enjoy my involvement in a number of organisations and clubs. Serving the SCDHB for 6 years has been both rewarding and challenging in ensuring equitable access to health services while maintaining financial viability.
