EFF STATEMENT ON SECOND NATIONAL PEOPLES ASSEMBLY, PARLIAMENT DEPLOYMENTS AND OTHER POLITICAL ISSUES Tuesday, 02 July, 2019 NATIONAL PEOPLE’S ASSEMBLY At its Special Meeting convened on the 1st of July, 2019, the Central Command Team resolved that the EFF Second National People’s Assembly will be convened on the 13 - 16 December, 2019 at the Expo Centre, Nasrec under the theme “Consolidating the Ground Towards Socialist Power”. The National People’s Assembly is an elective conference of the EFF, the highest decision-making body and, according to the EFF Constitution, takes place every five years. Accordingly, the CCT has adopted guidelines that pave the path towards the election of delegates from branches, including in regions, and provinces. These will be published on the EFF website for easy access. Within these guidelines are strict rules and deadlines for election of delegates, audit of branches, as well as conduct of all fighters and commissars on lobbying for leadership positions. Members and leaders of the EFF are therefore called upon to internalise these guidelines and participate in the lead up to this assembly with the highest discipline and determination. The Discussion Documents will also be published on the EFF website and they will be sent to branches, so that branches are not only ceased with matters of leadership but they also discuss the state of the nation in South Africa through the Discussion Documents of the EFF and provide what could be a sustainable solution to the challenges that are confronting the poor masses of our people on the ground. PARLIAMENT COMMITTEE DEPLOYMENTS Post 2019 General Elections, the EFF increased its seats from 31 to 53 Members of Parliament (MPs), with 44 in the National Assembly (NA) and 9 in the National Council of Provinces (NCOP). -

An Improved Service Methodology
2006/7 A N I M P R O V E D S E R V I C E M E T H O D O L O G Y A N ote F rom the D epartment The Department of Community Safety, Western Cape is responsible for the coordination and implementation of community based social crime prevention and oversight over the South African Police Services (SAPS), amongst other key performances. Key to the Department’s approach is a transformatory and participatory methodology supported by the National Crime Prevention Strategy (NCPS, 1996) and the ikapa Growth and Development White Paper (2007). This integrated service delivery programme is implemented via Bambanani “Unite” Against Crime (Bambanani Strategy). The Bambanani Strategy is over-arching to the entire Department and is premised on the principles outlined in Batho Pele and the notion of a developmental state. Minister Leonard Ramatlakane Under the direct guidance of Minister Leonard Ramatlakane and I, the Directorates: Community Liaison Minister of Community Safety and Social Crime Prevention are responsible for the design and implementation of the Bambanani Western Cape “Unite” Against Crime Strategy. The Directorate: Strategic Services and Communication and the Directorate: Safety Information and Research is responsible for researching, documenting and sharing strategies, methodologies and information respectively with internal and external stakeholders. The Best Practice document in the form of An Improved Service Delivery Methodology 2007/08 aims to share the experiences and expose other Departments to the implementation strategies employed by the Department of Community Safety, in its efforts to transform delivery through encouraging community participation, community empowerment, social cohesion, social capital and deliver services that reflect public value. -

QUESTIONS TO MINISTERS GOVERNANCE - CLUSTER 3 Question 454: The MINISTER IN THE PRESIDENCY: Thank you House Chair, we appreciate the question by hon Malatsi, let me just repeat the question. He asked what are the reasons that his office has not been able to introduce lifestyle audits for members of the executive since the President of the Republic announced the introduction of lifestyle audits in his reply to a debate. The reply is as follows; lifestyle audits have not yet been conducted on members of the Cabinet. Nonetheless, it must be pointed out UNREVISED HANSARD NATIONAL ASSEMBLY THURSDAY, 29 OCTOBER 2020 Page: 2 that a draft lifestyle audit framework for members of the executive has been produced. Consultations on this draft audit framework have been undertaken and are ongoing. We are therefore, confident that after the conclusions of these consultations, lifestyle audits will be undertaken. In the meantime, as we all know colleagues, all members of the Cabinet, Ministers and Deputy Ministers submitted their declarations of their financial interests to the Registrar of Executive Interests and the Secretary of Cabinet in line with Executive Members’ Ethics Act and the Executive Ethics Code. So, whilst we are finalising the lifestyle audit framework through consultations, the issues of ethics are being adhered to through the instruments that I have spoken to; Executive Members’ Ethics Act and the Executive Ethics Code that requests, ensures and enjoins all members to declare their interests. -
