Abolishing the President's role as Supreme Commander of the Defence Forces, and giving the role to the Minister of Defense, is dangerous. This change would not serve the civilian control over the Estonian Defence Forces, but would give the MOD officials unlimited power over the Estonian Defence Forces, and would politicize the officers' and NCO corps. * Estonia should be ready to defend herself with a well-trained reserve-based army inside of the NATO framework. The weak point of Estonian NATO membership is the lack of any military plans to defend the Baltics, which means that albeit help will eventually come (he is not arguing over Article 5), Estonia would be occupied without credible self-defence. He is referring to the 2003 RAND research, "The Baltic States and NATO Membership". [ http://www.senate.gov/ * Russia is the most serious geopolitical factor for Estonian security which will not be forgotten in defence planning. He argues that Estonia should plan according the worst case scenario and this is the reason for rise the Estonian reserve component up to the 40 000 reservists (wartime operational structure is currently at around 16 000). * The Estonian MOD has done nothing to develop the credible self-defence capability and is focusing only international missions. The reaction from the Estonian society and government circles is dualistic in nature. In one hand Lt. Gen (Ret.) Minu lapsepõlve- ja noorusaastatel, seitsmekümnendate aastate lõpus ja kaheksakümnendate alguses, oli külaelanike hulgas veel üks Vabadussõja ja kolm Teise maailmasõja veterani.Otto oli läinud 18-aastasena Vabadussõtta, Elmar ja Valter olid võidelnud Teises maailmasõjas Saksa poolel, Alfred aga nii Saksa kui ka Nõukogude armees. Ümbruskonnas teati veel, et Volli oli olnud metsavend ja Herbert hävituspataljoni mees. Mõnikord mehed jõid ja rääkisid sõjast. Kõik, kes olid sõja ja sõjajärgse aja üle elanud, teadsid, mida see aeg tähendas, ehkki igaüks eri vaatenurgast. Keegi neist, kes olid sõjas või sõjajärgsetes sündmustes osalenud, ei olnud üksi. Nendega olid nende võitluskaaslased, nende lähedased, terve põlvkond. See oli aeg, kui sõda nimetati veel sõjaks. Kui Nõukogude väed tungisid Afganistani, siis sõjast ametlikult enam ei räägitud. Lööksõnadeks olid piiratud väekontingent ja internatsionaalne abi. Aarnest, kelle vanavanemad elasid mu naabertalus ja kes meil ikka suved veetis, sai esimene Afganistanis langenud eestlane. Toivo, kes õppis minust klass eespool väikeses, umbes 100 õpilasega kaheksaklassilises koolis, langes sõja lõpupoolel, 1987. aastal. Kuid neid Eestist pärit mehi, kes osalesid selles sõjas, oli vaid 1652, kellest 38 langes. Enamikule meie inimestest jäi see sõda kaugeks. Osalenute probleemid jäid nende endi ja nende lähedaste probleemideks. Sõnad ja tegelikkus. Pärast seda, kui Eesti Vabariik astus Ameerika Ühendriikide liitlasena sõtta, mida ameeriklased ise nimetavad ülemaailmseks terrorismivastaseks sõjaks, ning saatis meie üksused Iraaki ja Afganistani, on ametlikus Eestis räägitud Iraagi puhul konfliktijärgsest julgeolekutagamismissioonist ja Afganistani puhul rahvusvahelisest rahutagamismissioonist. Kuid paraku pole sellel, mida meie sõjaväelased Iraagis ja Afganistanis teevad, rahu valvamise või tagamisega midagi ühist. Rahu valvamine või tagamine seisneb nimelt olukorra loomises, kus kahelt või enamalt võitlevalt osapoolelt võetakse omavahelise sõjategevuse võimalus, piltlikult öeldes seistakse nende vahele ning sunnitakse sõda lõpetama ning tagatakse pärast sõjategevuse lõppu rahu säilimine. Kuid sõjaline konflikt Iraagis alles kestab, seetõttu pole konfliktijärgse rahu säilitamisest võimalik rääkida. Iraagis toetavad koalitsiooniväed ja Afganistanis NATO väed ühte võitlevat osapoolt, Iraagi ja Afganistani seaduslikku valitsust, ja võitlevad teise osapoole, mõlema riigi valitsusvastaste sissiliikumiste vastu. Seega on Eesti kaitsevägi osalenud juba aastaid kahes sõjas ning probleemid, mis nendest sõdadest osavõtnutele ja kaitseväele tulenevad, eksisteerivad neile sõdadele antud hämavatest nimetustest olenemata. Võib ju väita, et neli hukkunut ja 34 haavatut või ka 600 sõdades osalenut praegu või vahest paar tuhat kümne aasta pärast pole palju.     ESTONIA European Elections monitor General Elections in Estonia, from Corinne Deloy th Translated by Helen Levy 6 March 2011 ANALYSIS On 29th November the Estonia President set the next general election date for 6th March 2011. This 1 month before Baltic country has one million voters. 46,000 Estonians living abroad will be able to take part in the the poll elections. Early voting can take place between 28th February and 2nd March and on-line voting (via computer or mobile phone) between 24th February and 2nd March. The rise in turn out in the Euro- pean elections on 7th June 2009 (58,669 e-voters, i.e. 14.9% of the total number of voters), in the local elections on 18th October 2009 (when 104,415 voters, i.e. ten times more than in the previous regional elections of 16th October 2005 used the internet to vote) and finally the last elections on 4th March 2007 were believed to be a success in terms of e-voting. In that election turnout was four points higher than in the previous general elections of 2003, almost equivalent to the rise in the share of the electronic vote across all voting (3%). Internet voting does raise a few questions however most connected countries in Europe.
