At the time of the 1997 reversion, there were concerns that Hong Kong, which has a laissez-faire market economy, would lose its economic vigor once the territory is put under the Chinese Communist Party’s one-party rule. But the Hong Kong economy has achieved generally steady growth while forming closer ties with the mainland. However, new concerns are rising that the “One Country, Two Systems” principle that guarantees Hong Kong a different social system from that of China is wavering and press freedom, which does not exist in the mainland and has been one of the attractions of Hong Kong, is shrinking. On the rankings of press freedom compiled by the international journalists’ group Reporters Without Borders, Hong Kong fell to 73rd place in 2017 from 18th in 2002.1 This article looks at how press freedom has been affected by a series of cases in the Hong Kong media that occurred during these two decades, in line with findings from the author’s weeklong field trip in mid-September 2017.

A group of players could arrange a visit to areas where there are players interested in developing the game. Eg. Vredendal, Atlantis, Malmesbury, etc. These visits could perhaps be arranged for the off season. 2. A one day tournament could be arranged in areas where tournaments are not normally held. 3. A special team competition could be arranged which would be held at 3 central venues, one each in Boland, Western Province and Malmesbury. The teams would then travel for 2 weeks out of 3. Boland and Western Province are to investigate the possibility of setting this up. 4. Exhibitions 5. Going for weekends to Uitenhage, South Cape. 6. It was proposed that a calender be drawn up setting out the dates of all these event and including normal events on the table tennis calender. 7. It was proposed that the next tournament be held in George. The meeting suggested that a convenor for this tournament be found as soon as possible. The Federation executive was given a mandate to select a steering committee to start organising this tournament immediately. It was also emphasised that this tourna­ ment will involve a lot of organisation and that everyone would have to pull their weight. 8. Another proposal was that a SATTF team be chosen at the next South African Tournament. They could then be sent on an exhibition tour. 9. It was felt that the standard of umpiring had to be raised.

    333 Chapter 17 Communications, the Media and Information Technology Hong Kong people are among the most informed in the world, due largely to the city’s dynamic news media. At last count in 2007, there were close to 700 daily newspapers and periodicals published in Hong Kong. Some 76 per cent of households have broadband connections, the second highest level in Asia. Mobile phones, too, are ubiquitous with a penetration rate of 152 per cent, also one of the world’s highest. And, some 1 million households subscribe to Internet Protocol Television (IPTV) services — the highest penetration rate in the world. Excellent communications have been an essential element in Hong Kong’s development as an international business and financial centre. The city has one of the most sophisticated telecommunications markets in the world, and its people are kept well informed by an efficient and vigorous media. Hong Kong has a fully liberalised and highly competitive telecommunications market. Since the launch of third generation (3G) mobile services in 2004, the take-up rate has grown rapidly. By the end of the year, more than 2 004 000 mobile phone users were enjoying 3G or 3.5G advanced services such as video calls, video streaming/downloading and interactive real-time gaming. The Government has completed the auction of spectrum for the provision of mobile service based on the CDMA 2000 standard, which is one of the major mobile communications standards in the world that is capable of providing high-speed data services. The service will be rolled out in November 2008. Moreover, the Government will allocate radio spectrum for the provision of services based on broadband wireless access (BWA) technologies through open auction in the fourth quarter of 2008 to promote the use of broadband technologies even further.
