Minutes of the Community Council Meeting held on Tuesday 16th March 2021 via Zoom at 7.30 pm - No. 2021/2

Present: Councillors Gwyndaf Rees (Chair), Mark Lewis, Ifor Roberts, Catrin Jones, Iona Jones, Catherine Parton, Lynda Price Jones Clerk and Eryl Williams

1 Apologies - Previous temporary Clerk, Hugh Wyn Hughes Welcome – The Chairman welcomed everyone to the meeting.

2 Declaration of interest - None

3 Confirm the minutes of the previous meeting Members confirmed the minutes (No. 2021/1) of the meeting held on 19th January 2021 as a true record and signed by the Chairman.

End of year account is in draft form and will be sent out to council members to review when complete.

5 Digwyl Tomos – WH awaitng confirmation from auditor on way forward to distribute money to local charaties. Action WH

Welsh Government Audit – The box of files has been returned to ML, awaiting progress in the coming weeks. Action ML & WH

Open Space Funding – Confirmation from H Jones that work will commence soon after the field dries out and the flow of the river reduces. Action LPJ

Brenig Grant – The Brenig funding work is now complete. ML to replace / repair excising bench. Action ML

Vacant Seat – Due to the financial cost of an election for a less than a 1-year term it was agreed to look at the option of co-opting a member. LPJ to contact Gareth Evans, DCC for guidance to co-opt. Action LPJ

6 Planning – 02/2021/0098 Land at Tyn y Minffordd Llanfwrog

7 Correspondence – Drosi Bikes, Promoting Active Travel in Clocaenog – A community Interest Company based in with a purpose to promote bikes as fun. They bring their workshop to the community to carry out safety checks and basic repairs. LPJ to contact for more information. Action LPJ

8 Urgent business under Section 100(b) of the Local Government Act 1972. Digital Media and Facebook – The Clocaenog Community Council Facebook site is now up and running. Settings for joining is set to private at the moment, CP asked the council members to invite friends to widen our followers. It was agreed that all future posts will be in line with our bilingual policy.

Training courses – Feedback on training courses attended by CP. GR commended the courses he attended last year and recommend that all councillors to complete the Digital Code of Conduct training to refresh current knowledge.

Coed Cooper Footpath – Footbridge damaged in the recent floods. This is a Green Lane leading off the Road by Glanrafon and comes out by Pen y Maes on Llanfwrog Road. LPJ to report to Customer Services DCC. Action LPJ

Empty buildings in the village – Concern was raised regarding the empty buildings in the village. EW informed the council that there were no sign of old school going to the Asset Management Group, yet which would indicate the future projection and timeline.

Keep Wales Tidy Garden Project – The garden is located next to the bus shelter with the area now looking better. Agreement with Keep Wales Tidy is to look after the garden project for 5 years. Action CP

Football Field – Discussed the possibility of considering a running/bike/pram track round the football field. It was noted that the parameter of the field has a tendency for getting very wet and would require drainage. Agreed to discuss further when able to reconvene in the Church Hall for an Open Meeting.

B5105 road from Ruthin to Pool Park entrance – Curbing and draining work from 29/02 to 09/04 and resurfacing work from 12/04 to 04/06

The main school route from Clawddnewydd to Clocaenog is in a poor state with several bad potholes, also the road by Penmaes Lodge. LPJ to contact Customer Service DCC to report. Action LPJ

CCC Website Documents – All document to be bi-lingual, CP and LPJ to review and update. Action CP and LPJ

AGM – Next meeting (May) will be AGM. Due to the Covid 19 restrictions this will be carried out via Zoom. Members of the public wishing to attend to contact the Clerk for joining instructions.
