56. PARLIAMENT SECURITY OFFICE

56.1 The Parliament Security Service of the Secretariat looks after the security set up in the Parliament House Complex. Director (Security) of the Rajya Sabha Secretariat exercises security operational control over the Parliament Security Service in the Rajya Sabha sector under the administrative control of the Rajya Sabha Secretariat. Joint Secretary (Security) of Secretariat is the overall in-charge of security operations of the entire Parliament Security including the Parliament Security Services of the Secretariats, the Delhi Police, PDG and all the other allied security agencies operating within the Complex. Parliament Security Service being the in house security service provides proactive, preventive and protective security to the VIPs/VVIPs, building and its incumbents and is solely responsible for managing the access control and regulation of men, material and vehicles within the historical and prestigious Parliament House Complex.

Being the in house security service its prime approach revolves around the principles of Access Control based on proper authorization, verification, identification and authentication of human and material resources entering the Parliament House Complex with the help of modern security gadgets. Since the threat perception has been increasing over the years due to manifold growth of various terrorist organizations/ outfits, refinement in their planning, intelligence, actions and surrogated war-fare tactics employed by organizations sponsoring and nourishing terrorists, new security procedures have been introduced into the security management to counter the ever- changing modus operandi of terrorist outfits/ individuals posing threat to the Parliament House Complex and its VIPs.

This avowed objective is achieved in close coordination with various security agencies such as the Delhi Police, CRPF, IB, SPG and NSG. The Parliament Security Service acts as the overall coordinating agency. For arranging a fail-proof and user friendly security, the Parliament Security Service maintains proper liaison and effective coordination with these security agencies.

The Parliament Security Service plays an important operational activity during the Presidential election. The Parliament Security Service provides stringent access control at the venue of the Presidential election polling area. It also coordinates between the Bureau of Civil Aviation Security, the Delhi Police, Airport Security for the collection of the ballot boxes, containing ballot papers of respective state legislature, from the Airport, its safe transportation under armed guards from Airport to Parliament House where it is placed in safe custody under the aegis of the Returning Officer under lock and key under the protection of round the clock armed guardsAfter the completion of the counting and declaration of the result, the ballot boxes are duly returned to the Election Commission.

One of the important operational activities of the Parliament Security Service is the show around of the Parliament House Complex to the visitors coming to see the Parliament House during inter-session period. The Security Assistants of the Parliament Security Service are deputed to ensure that the visitors, foreign dignitaries and the delegations are escorted properly and given factual and detailed information about the history of the Parliament, its building and the procedures practiced for conducting the proceedings of the Parliament. For the students, it is designed more or less on the pattern of an educational tour. Visitors are also given a brief about the statues and portraits installed in the complex.

56.2 RESPONSIBILITIES: In the aftermath of the terrorist attack on Parliament House on December 13, 2001, the security arrangements were beefed up in accordance with the decisions of the Joint Parliamentary Committee on Security Matters in Parliament House Complex. All the access points in the Parliament House Complex were streamlined in order to regulate vehicular and pedestrian movement. With the introduction of the hi-tech security gadgets at the Access Control

284 Points, the checking of unauthorized entry has been reassessed and made more effective. The R.F. tag readers have made the identification process more scientific and practical than ever before. It has also controlled the regular vehicular movements inside the Parliament House Complex.

56.3 OPERATIONS-I WING (OPS-I): Besides their normal security operational duties in Parliament House Complex, the Parliament Security Service staff also performed security duties outside Parliament House Complex at important national ceremonies / functions such as the Republic Day parade at Rajpath, Independence Day function at Red Fort, At Home functions, Oath taking ceremonies in Rashtrapati Bhavan, functions/ dinners hosted by the Chairman, Rajya Sabha, Prime Minister, Speaker, Lok Sabha, Deputy Chairman, Rajya Sabha at Hyderabad House and other places besides performing duties at International Conferences and Seminars of Commonwealth Counties, International Parliament Unions, SAARC nations etc.

Mock security drills with respect to evacuation, rescue, etc. in accordance with periodic review of Disaster Management & Contingency plans were carried out at regular intervals during the year.

During the year 2012, on the recommendation of Members of Parliament, 8,590 passes for the visitors issued from Parliament House, Reception office, Rajya Sabha who were taken for show- around of the Parliament House by the Parliament Security Service. In all, the security staff regulated a flow of 72, 525 persons / visitors/guests inside the Parliament House Complex besides the employeesof the Parliament secretariats and the allied agencies during the year.

56.3.1 Floral Tribute Functions: 33 (Thirty Three) Floral Tribute functions were held in the Central hall to pay homage to the freedom fighters and eminent personalities in the Central Hall. On the 14th of April and the 6th of December 2012, Floral Tribute functions were held at the statue of Dr. B. R. Ambedkar which was attended by the Hon President of , Vice and Hon Chairman Rajya Sabha, Hon Prime Minister of India besides many other prominent dignitaries of the Indian Polity and luminaries

A function to mark 11th Commemoration Day of sacrifice made by the security personnel on the 13th of December, 2001 terrorist attack on Parliament was held at Martyrs plaque on the 13th of December 2012, which was attended by Vice-President of India & Hon’ble Chairman, Rajya Sabha, Hon’ble Prime Minister of India, Hon’ble Speaker, Lok Sabha, Deputy Chairman, Rajya Sabha, Union Ministers, Members of Parliament, several dignitaries and officials of both the Secretariats, Delhi Police, CRPF and CPWD. On this occasion, the Indian Red Cross Society organized a Blood Donation Camp in the lawn facing the plaque.

56.3.2 Delegations, Study visits & Show-around: (DEPLOYMENTS FOR THE FOLLOWING FUNCTION)

1. Presidential / Vice Presidential Election 2012:

Presidential Election-2012:-  Security arrangements were made to facilitate the candidates contesting Presidential elections who approached the Reception Office for collection & submission of their nomination papers with Presidential Election Cell [Table Office, Room No.-33, PH] during the period of the filing of the nomination papers for contesting the Presidential elections 2012.  On 28th June, 2012 adequate security arrangement weremade in and around the Chamber of Returning Officer i.e. Secretary-General, Rajya Sabha when the candidate of the UPA Sh. Pranab Mukherjee came for filing of nomination papers for Presidential election along with UPA Chairperson, Smt. Sonia Gandhi; Hon’ble Prime Minister and other proposers and seconders. and also during the visit of Sh. P.A. Sangma along with party leaders of NDA in the same connection .  CRPF armed personnel were deployed around Chamber of the Returning Officer i.e. Secretary-General, Rajya Sabha [Room No.- 29] from 2nd July, 2012 to 4th July, 2012

285 during the scrutiny of nominations of Presidential candidates for the entire duration of the process of the Presidential Election- 2012.  The elaborate round the clock security arrangements of the polling booth [Committee Room No- 63] were made jointly by officers & staff from Parliament Security Service, Delhi Police & CRPF in order to facilitate smooth conduct of Presidential Elections-2012 during the polling and counting held on 19th July, 2012 and 22nd July, 2012 respectively. The aforementioned security arrangements of the polling venue continued till removal of ballot boxes by the officers of Presidential Election Cell as per the directions of Election Commission on 27th July, 2012. The supervisory officers and staff of Parliament Security Service, Rajya Sabha Delhi Police & CRPF accomplished the assigned duties meticulously.

Vice-Presidential Election-2012:- The Secretary General of the Lok Sabha was the Returning Officer for the Vice- Presidential elections 2012. The security arrangements were carried out jointly by the Parliament Security Service of Lok Sabha and the Rajya Sabha Sectts.

2. A function to commemorate the 60th anniversary of the was held in the Central Hall of Parliament House on Sunday, the 13th May, 2012 at 1730 hrs, in this regard a Joint Group Photograph of Lok Sabha and Rajya Sabha Members was conducted on Wednesday, 11th May, 2012 in Courtyard No.1, PH. 3. A function to bid farewell to the outgoing President of India Smt. Pratibha Devisingh Patil was held in the Central Hall of Parliament House on Monday, the 23rd July 2012. The high tea was served to the invitees in the lawns between Building Gate No.-9 & Central Hall, Parliament House after the conclusion of the farewell function. 4. The President-elect Sh. Pranab Mukherjee assumed office of the President of India on Wednesday, the 25th July, 2012 at 1130 hrs in Central Hall of the Parliament of India. Chief Justice of India Sh. S H Kapadia administered oath of Office to the President in the presence of the Vice-President of India , Prime Minister of India, Speaker Lok Sabha, VVIPs /MPs, Governors and Chief Ministers of various states and a congregation of dignitaries.

56.3.3 BPST Study visit:- 1. A study visit was organized for the delegation from Afghanistan on 30th Janaury, 2012 consisting of thirteen women Parliamentarians which visited the Rajya Sabha Chamber also at 1500 hrs on the same day. 2. A study visit was organized for the delegation from Myanmar on 31st Janaury, 2012 consisting of three Members of Parliament and 12 political leaders from different political parties. which visited the Rajya Sabha Chamber also at 1600 hrs. on the same day. 3. A 14-Member delegation of the Members of Parliament from Sweden visited the Rajya Sabha Chamber on 6th February, 2012. 4. A 7-Member delegation of the Western Australian Parliamentary Members ,visited the Rajya Sabha Chamber on 8th February, 2012. 5. The Committee on Petitions and Committee on Paper Laid on the Table of the House, Tamil Nadu Legislative Assembly visited the Rajya Sabha Chamber on 14th February, 2012. They also visited the Parliament Museum on the same day. 6. A 21-Member delegation of the Association of the Former Members of the French National Assembly (Lower House of Parliament), led by Mr. Michel Cartelet, former Member of Parliament and Member of the Association visited the Rajya Sabha Chamber on 22nd February, 2012. 7. Under the study visit, a 5 Member delegation from the office of the Prime Minister of Ethiopia visited the Rajya Sabha Chamber on 28th February, 2012. 8. A study visit was organized for a 9 Member delegation from the House of Peoples’ Representatives of Ethiopia from 17th to 18th April, 2012. The delegation visited the Rajya Sabha Chamber at 1100 hrs on the 18th April, 2012. 9. A Parliament delegation from South Africa Jointly led by H. E. Mr. M. V. Sisulu, Speaker, National Assembly and H. E. Mr. M. J. Mahlangu, Chairperson, National Council of

286 Provinces of Parliament of South Africa, visited the Rajya Sabha Chamber on 9th July, 2012. Delegation also met with Secretary General, Rajya Sabha on the same day at BPST, PLB. 10. A Singapore Parliament delegation (6 Members) visited the Rajya Sabha on 12th July 2012, on the occasion of the launch of India-Singapore Parliament Friendship Group 11. A 19 Member delegation from University of International Relation visited Rajya Sabha Chamber on 18th July, 2012. Delegation also visited PLB Museum on the same day. 12. A 16 Member delegation of AIPA ( ASEAN Inter-Parliamentary Assembly) led by H.E. Dr. Marzuki Alie, President of AIPA and speaker of the House of Representatives of the Republic of Indonesia visited the Rajya Sabha Chamber on 30th July, 2012. 13. A18 Members of Political Department of the British High Commission visited the Rajya Sabha Chamber on 31st July, 2012. 14. A 12 Member delegation of Members of Parliament of Tanzania and Representatives of House of Zanzibar visited the Rajya Sabha Chamber on 25th September, 2012. 15. A 24 Member delegation from Thailand led by Mr. Thanitpol Jayanandana, Chairman of the Committee, visited the Rajya Sabha Chamber on 28th September, 2012. 16. A 20 Member delegation of Myanmar Parliamentarians visited the Rajya Sabha Chamber on 15th October, 2012.

56.3.4 Delegation:- 1. A 19 Member delegation of the Select Committees on Economic Development and Trade & International Relations of the National Council of Provinces of the Parliament of South Africa visited the Rajya Sabha Chamber on 24th January, 2012 2. H.E. Dr. Saud Mohammed Al Sati, Ambassador of the Kingdom of Saudi Arabia had called on Hon’ble Deputy Chairman, Rajya Sabha in his Chamber i.e. Room no. 31, Parliament House at 1130 hrs. on Monday the 16th January, 2012 3. A 02 Member Project team from New York University led by Ms. Shynar Khassenova had called on Secretary-General, Rajya Sabha at 1130 hrs. on Monday, 16th January, 2012 in Parliament House. 4. A 06 Member Parliamentary Delegation from Mauritius led by Hon’ble Rajkeswur Purryag, Speaker of the National Assembly of Mauritius visited the Rajya Sabha Chamber on 6th March, 2012. They also visited the Parliament Museum on the same day. 5. A 07 Member Parliamentary delegation from Trinidad and Tobago jointly led by H.E. Mr. Timothy Hamel-Smith, President of the Senate and H.E. Mr. Wade Mark, Speaker of the House of Representatives, Parliament of Trinidad and Tobago witnessed the proceedings of the Rajya Sabha from Special Box on 15th March, 2012. 6. A 04 Member Parliamentary delegation from Finland led by H.E. Mr. Eero Heinaluoma, Speaker of the Parliament of Finland witnessed the proceedings of the Rajya Sabha from Special Box on 24th April, 2012. The delegation also called on the Vice-President of India and Chairman, Rajya Sabha in Room No. 63 at 1600 hrs the same day. The delegation also visited the Parliament Museum on the same day. 7. A delegation of 03 officers of European Parliament, Brussels, Belgium witnessed the proceedings of the Rajya Sabha from DVG on 25th April, 2012. 8. A 28 Member European Parliament Delegation led by its Chairman Sir Graham Watson witnessed the proceedings of the Rajya Sabha from DVG on 30th April, 2012. 9. A 09 Member Parliamentary delegation from Saudi Arabia led by H.E. Dr. Abdullah Bin Mohammed Al-Sheikh, Speaker of Majlis Ash Shura (Consultative Council) of the Parliament of Saudi Arabia witnessed the proceedings of the Rajya Sabha from Special Box on 8th May, 2012. The delegation visited the Parliament Museum on the same day and also called on the Vice-President of India and Chairman, Rajya Sabha in Room No. 63 at 1230 hrs on 09th May, 2012 10. A 13 Member Kuwaiti Media delegation witnessed the proceedings of the Rajya Sabha on 16th May, 2012 from DVG. They also visited PLB Museum and had a photograph with Hon’ble Vice President of India and Chairman Rajya Sabha on the same day. A Luncheon interaction with Media Advisory Committee of the Rajya Sabha was also held.

287 11. A delegation of European Union, headed by H.E Mr. Joao Gomes Cravinho, met with Secretary General, Rajya Sabha at 1600 hrs. on monday, the 25th June, 2012 in Room No. 29, PH. 12. A 11 Member Parliamentary Delegation from the United Kingdom led by Rt Hon. Sir Alan Haselhurst, had called on Hon’ble Vice-President of India and Chairman, Rajya Sabha at 1230 hrs on 22nd August, 2012 in Room No 62, PH. The delegation also visited PLB Museum on 23rd August, 2012 at 1035hrs. 13. A 09 Member delegation of Thailand-India Parliamentary Friendship Group led by Mr. Krich Atitkaew, witnessed the proceeding of the Rajya Sabha from DVG on 31st August, 2012 at 1200 hrs . They also visited the PLB Museum at 1100 hrs on the same day. 14. On the request of Sh. Prabhakar B. Kore, MP (RS) and Sh. Suresh Angadi, MP(LS), a group photograph comprising Hon’ble Vice-President and Skaters from Belgaum District was organized on 31st, August, 2012 in Chairman’s Chamber, Parliament House. 15. A 16 Member delegation comprising of District Governors/Government Representatives of Afghanistan who were attending a two week course at the IIPA (The Indian Institute of Public Administration), were shown around the Rajya Sabha Chamber from DVG on 26th September, 2012. They also visited the Parliament Museum in PLB the same day. 16. A 24 Member delegation from the Secretariat of the Senate of Thailand led by Mr. Peera Manatas, Senator from Lampang Province, Thailand visited the Rajya Sabha Chamber on 20th September, 2012. 17. The participants of the “Seventh Meeting of Women Speakers of Parliament on Gender Sensitive Parliaments” visited the Rajya Sabha Chamber on 4th October, 2012. 18. A 08 Member Parliamentary delegation from Hungary led by H. E. Mr. Laszlo Kover, Speaker of the Hungarian National Assembly had called on the Vice-President of India /Hon’ble Chairman, the Rajya Sabha on 27th November, 2012 in Room No.63 at 1230 hrs. 19. A 04 Member Parliamentary delegation from Iceland led by H. E. Ms Asta R. Johannesdottir, President (Speaker) of Althingi, witnessed the proceedings of the Rajya Sabha on 22nd November 2012, during the Question Hour from Special Box. 20. A 19 Member delegation of Odisha Legislative Assembly led by Sh. Pradip Kumar Amat, Speaker, Odisha Legislative Assembly had an interaction with Secretary-General, Rajya Sabha regarding Computerization of the Rajya Sabha, in Room No. 62, PH at 1230 hrs. 21. A 14 Member Parliamentary delegation from Pakistan, led by H. E. Syed Nayyer Hussain Bokhari, Chairman of the Senate of the Islamic Republic of Pakistan witnessed the proceedings of the the Rajya Sabha from Special Box on 6th December, 2012 from 1100 hrs. The delegation also had called on the Vice-President of India /Hon’ble Chairman, Rajya Sabha in Room No.63 at 1230 hrs on the same day. The delegation also visited the PLB Museum on 7th of December, 2012. 22. A 28 Member Parliamentary delegation from Iraq, led by H. E. Mr. Osama Abdul-Aziz- Mohamd Al-Nujaefi, Hon’ble President (Speaker) of the Council of Representatives of the Parliament of Iraq witnessed the proceedings of the the Rajya Sabha from Special Box on 17th December, 2012 from 1100 hrs. The delegation also called on theVice- President of India /Hon’ble Chairman, Rajya Sabha in Room No.63 at 1230 hrs on the same day. 23. A group of 57 students from the constituency of Sh. Milind Deora, MoS for Communications, Information Technology and Shipping had an interaction with Vice- President of India /Hon’ble Chairman, Rajya Sabha on 19th December, 2012 at 1230 hrs in Room No. 63, PH.

56.3.5. Special Events held at Parliament Library Building in the Year 2011: - 1. Hon’ble Speaker Lok Sabha hosted dinner in honour of the Chillean delegation on 24th January, 2012 in the Banquet Hall of PLB at 2000 hrs.

288 2. Meeting of the Hon’ble Speaker with the Leaders of Parties in Lok Sabha was held at 1200 hrs on 05th March, 2012 in Committee Room No. G-074, PLB which was followed by lunch. 3. The Mauritian Parliamentary Delegation had called on the Hon,ble Speaker Lok Sabha on 5th March, 2012 at 1900 hrs in Room No. G-070, PLB which was followed by Cultural Program and dinner in Banquet Hall, PLB. 4. A 19 Member young CA Parliamentarians from Nepal had called on the Hon,ble Speaker, Lok Sabha on 6th March, 2012 at 1600 hrs. 5. The delegation from Trinidad and Tobago had called on theHon,ble Speaker Lok Sabha on 15th March, 2012 at 1830 hrs in Room No. G-070, PLB which was followed by a Cultural Program and dinner in the Banquet Hall, PLB. 6. A briefing meeting headed by Hon’ble Speaker, Lok Sabha on 21st March, 2012 at 1300 hrs was held in CR. No. G-074, PLB in connection with the 126th Assembly of the IPU in Kampala (Uganda) from 31st March to 5th April, 2012. 7. Hon’ble Speaker, Lok Sabha attended the 2nd Pandit Amarnath Vaggeyakar Samman Samaroh-2012 at 1800 hrs on 22nd March, 2012 in GMC Balayogi Auditorium, PLB. 8. A 22 Member delegations of women Parliamentarians Caucus from National Assembly of Sudan led by Hon’ble Mrs Samia Hassan Sied Ahmed, President of the Women Caucus had called on the Hon’ble Speaker, Lok Sabha in R.No. G-074 at 1600 hrs on 26th March, 2012. 9. H. E. Mr. Ban Ki-Moon, Secretary General of the United Nations on 27th April, 2012 had called on the Hon,ble Speaker Lok Sabha at 1530 hrs in Room No. G-070, PLB. 10. The delegation from Finland had called on the Hon,ble Speaker Lok Sabha on 24th April, 2012 at 1830 hrs in Room No. G-070, PLB, which was followed by Cultural Program and dinner in Banquet Hall, PLB. 11. A play was staged in the Auditorium, PLB organized by the Rajya Sabha Secretariat Recreation Club on 11th April, 2012 at 1500 hrs on the occasion of the Rajya Sabha day. 12. An all Party Meeting of the Lok Sabha was held in CR.074, PLB on 03.05.2012 at 1300 hrs. 13. A delegation from Saudi Arabia had called on the Hon,ble Speaker, Lok Sabha on 08th May, 2012 at 1920hrs in Room No. G-070, PLB which was followed by dinner in Banquet Hall, PLB. 14. Hon’ble Speaker, Lok Sabha inaugurated LSTV Website at BPST Main Lecture Hall, PLB on 09.05.2012 at 1700 hrs. 15. Hon’ble Speaker, Lok Sabha hosted a dinner for the performing artists at 2000 hrs.in Banquet Hall PLB in connection with the 60th anniversary of the Parliament of India. 16. Meeting of Committee on Commerce presided over by Sh. Shanta Kumar, Chairman,was held on 21st June, 2012 at 1100 hrs in CR No. G-074. The meeting was also attended by the noted Film actor Sh. Amir Khan. 17. A South African Parliamentary delegation had called on the Hon’ble Speaker Lok Sabha on 09th July, 2012 at 1915 hrs in room No. G-70, PLB which was followed by Cultural Program and dinner in Banquet Hall, PLB. 18. Hon’ble Speaker, Lok Sabha and Mr. Michael Palmer, Speaker of Singapore Parliament launched India-Singapore Parliament Friendship groups on 12th July, 2012 in Room No. G-70, PLB at 1210 hrs. 19. A delegation of AIPA ( ASEAN Inter-Parliamentary Assembly) had called on the Hon’ble Speaker Lok Sabha on 30th July, 2012 in room no. G-70, PLB at 1130 hrs. A dinner was also hosted for the delegation in the same evening. 20. Hon’ble Speaker, Lok Sabha called a meeting with the Leaders of Parties in Lok Sabha in Committee Room G-074, PLB on 6th August, 2012 at 1100 hrs. The meeting was followed by Lunch in Banquet Hall, PLB. 21. Hon’ble Speaker, Lok Sabha honored the Indian Olympians in Balayogi Auditorium, PLB on 16th August, 2012 at 1800 hrs.

The Dy.Chairman, Senate of Pakistan along with the delegation had called on the Hon’ble Speaker, Lok Sabha on 23rd August, 2012 at 1330 hrs in Committee Room No. G074, PLB. 24. The Music Fraternity of India had presented a concert “Shukrana” by an ensemble of the nation’s leading artistes to express their gratitude to the Parliament for passing the Copyright Amendment Bill on Thursday, 23rd August, 2012 at 1815hrs in Balayogi Auditorium, PLB. 25. Hon’ble Speaker, Lok Sabha had inaugurated the Familiarization Programme for Media persons covering Parliamentary Proceedings/Activities on 30th August, 2012 at 1430 hrs in the Main Lecture Hall, BPST, PLB. 26. A 9 Member delegation of Thailand-India Parliamentary Friendship Group led by Mr. Krich Atitkaew, President of the Group had called on Hon’ble Speaker, Lok Sabha in Committee Room No G-070, PLB at 1500 hrs on 31st August, 2012. 27. ‘Maulana Azad’ play was staged on 4th September, 2012 at 1800 hrs in Blayogi Auditorium, PLB which was witnessed by the Hon Chairman Rajya Sabha 28. A meeting of the India-Sweden Parliamentary Friendship Group with Parliamentary delegation from Sweden was held on 7th September, 2012 at 1600 hrs in G074, PLB. 29. Myanmar delegation had called on the Hon’ble Speaker Lok Sabha on 18th September, 2012 at 1500 hrs in Room No. G-074, PLB. 30. Mrs. Nagma M. Mallick, Ambassador-designate of India to Tunisia and a group of participants of ‘Know India Programme’ from different countries had called on the Hon’ble Speaker Lok Sabha at 1530 hrs in Room No. 005, PLB and at 1600 hrs in Room No. G074, PLB on 18th September, 2012 respectively. 31. A Luncheon meeting of UPA Coordination Committee was held on 27th November, 2012 at 1200 hrs in Banquet Hall, PLB. 34. On-the-Spot Drawing Competition was organized in Banquet Hall, PLB on 25th of November, 2012 by Children’s Corner in association with three registered NGOs.. 35. A Russian delegation had called on the Hon’ble Speaker Lok Sabha on 03rd December, 2012 at 1500 hrs. in Room No. G-074, PLB 36. A group of citizens with diability had called on the Hon’ble Speaker Lok Sabha on 04th December, 2012 at 1615 hrs in Room No. G-074, PLB. 37. A delegation from Pakistan had called on the Hon’ble Speaker Lok Sabha on 06th December, 2012 at 1700 hrs in Room No. G-074, PLB. 38. Recording of the performance of the Top 4 schools to select the winner of 47th Youth Parliament Competition, 2012-13 for the Schools under the directorate of Education Govt. of NCT of Delhi and NDMC was held on Saturday, 15th December, 2012 in the GMC Balayogi Auditorium, PLB from 0900 hrs to 1700 hrs. 39. A delegation from Iraq had called on the Hon’ble Speaker Lok Sabha on 17th December, 2012 at 1200 hrs in Room No. G-074, PLB. 40. “Happy Woman Happy World Foundation” organized a programme on the eve of Women’s Day for honoring the distinguished women on 18th December, 2012 at 1600 hrs in GMC Balayogi Auditorium, PLB. 41. Hon’ble Speaker, Lok Sabha paid homage to the rape victim on 31st December, 2012 at 1700 hrs in Room No. G-074, PLB.

One officer and 3 SAs were deployed at Rajpath for identification and facilitation of the Members of Parliament during the Republic Day celebration on 26th January, 2012 and at Vijay Chowk on 29th January, 2012 for the Beating Retreat Ceremony. 2. 2 SAs were deployed at Rashtrapati Bhawan on 26th January, 2011for “At Home” function in connection with the Republic Day Celebration, 2012. 3. 1 SA was deployed at Rashtrapati Bhavan at 1700 hrs on the 14th of March, 2012 in connection with the ‘Defense Investiture ceremony’. 4. 02 SAs were deployed at Rashtrapati Bhawan at 0830 hrs on 20th of March, 2012 to perform duty in connection with ‘Oath Taking Ceremony’. 5. 08 SAs, One Marshal and One SO/AD(S) were deployed at Hotel Ashok, New Delhi on 21st March, 2012 at 1800 hrs for the cultural program followed by dinner, in connection with a Farewell Function given in the honour of the Retired/Retiring Members of the Rajya Sabha. 6. 1 SA was deployed at Rashtrapati Bhavan at 1645 hrs on the 22nd of March, 2012 in connection with the ‘Civil Investiture ceremony’. 7. 02 SAs were deployed at Rashtrapati Bhavan at 0830 hrs on the 4th of April, 2012 in connection with the ‘Civil Investiture ceremony’. 8. 01 AD(S), 01 SO and 6 SAs were deployed at North Avenue, New Delhi for security arrangements made during the recruitment process of Casual Laborer in the Rajya Sabha Secretariat from 28th May to 31st May, 2012. 9. 01 SA was deployed at Rashtrapati Bhavan at 0830 hrs on the 19th June, 2012 in connection with the presentation of awards for Sanskrit, Pali/Prakrit, Arabic and Persian Languages and Maharshi Badarayan Vyas Samman to Young Scholars for the year 2011 and 2012. 10. 01 SA was deployed at Rashtrapati Bhavan at 0830 hrs on the 20th June, 2012 in connection with the presentation of awards for Hindi Sevi Samman Yojna for the year 2008 and 2009. 11. 01 AD(S), 01 SO and 6 SAs were deployed at North Avenue, New Delhi for security arrangements made during the recruitment process of Casual Laborer in the Rajya Sabha Secretariat from 01st June to 08th June, 2012. 01 SO and 01 SA were deployed at North Avenue, New Delhi for security arrangements made during the final recruitment process of Casual Labourer in the Rajya Sabha Secretariat from 12th July to 20th July, 2012. 12. 02 SAs were deployed at Rashtrapati Bhavan at 1600 hrs on the 22nd July,2012 in connection with “AT HOME’ function. 13. 01 Security officer and 3 SAs were deployed at Red Fort on 15th August, 2012 for Independence Day Celebrations. 14. 02 SAs were deployed at Rashtrapati Bhavan at 1630 hrs on the 15th of August, 2012 in connection with the “At Home” Function. 15. One Marshal and 4 SAs were deployed at Hotel Ashoka, New Delhi on 23rd August, 2012 at 1830 hrs for the dinner hosted by the Hon’ble Vice-President of India / Hon’ble Chairman, Rajya Sabha in the honour of the Council of Ministers and Members of Parliament of both the Houses. 16. 1 Marshal, 1 SO and 2 SAs were deployed at 2, Talkatora Road, New Delhi on 28th August, 2012 at 1600 hrs on the occasion of laying of foundation stone by Hon’ble Vice- President of India / Hon’ble Chairman, Rajya Sabha for constructing 14 special type multi storied flats for Members of the Rajya Sabha. 17. 02 SAs were deployed at Rashtrapati Bhavan at 0800 hrs on the 28th of October, 2012 in connection with “Oath Taking” Ceremony.

56.3.7 Functions at Parliament House:- 1. On 12th of March 2012, Hon’ble President of India addressed both the Houses of Parliament in the Central Hall before the commencement of the Budget Session. 2. A Group Photograph of the Members of the Rajya Sabha was held on the occasion of farewell function in the honour of retired/retiring Members of the Rajya Sabha at 1030 hrs on 21st March, 2012. Hon’ble Chairman, Rajya Sabha, Prime Minister and other

291 Ministers also attended the function which was held in Court yard No. 1 of the Parliament House. 3. As part of the commemoration of the 60th anniversary of the Parliament of India Hon’ble Speaker, Lok Sabha hosted a tea party for the officers & staff of Lok Sabha Secretariat on Tuesday 24th July 2012 in the lawns of Court yard No-9, Parliament House 4. ‘Rashtra Bhasha Samaroh Utsav’ was organized in the Central Hall of the Parliament House on 25th September, 2012 from 1500 hrs to 2000 hrs. 5. An orientation Programme was organized for the newly elected Rajya Sabha Members on 20th and 21st September, 2012 in Room No. 67. 6. Inaugural Ceremony of the “Seventh Meeting of Women Speakers of Parliament on Gender Sensitive Parliaments” was held in the Central Hall, Parliament House, New Delhi at 0945 hrs on 3rd October, 2012. 7. A Floral Tribute was paid to Late Sh. Murasoli Maran in Room No.125A(II), Parliament House on 23rd November, 2012 at 1000 hrs. Hon’ble Chairman, Rajya Sabha and Prime Minister of India also paid their Tributes to the leader.

56.3.8 Conference:- On 3rd and 4th of October, 2012 “Seventh Meeting of Women Speakers of Parliament on Gender Sensitive Parliaments” was held in PLB, Parliament House Complex, New Delhi. Elaborate security arrangements were made at the venue of the Conference i.e at PLB and adequate PSS staff were deployed at Domestic/International Airport and places of stay i.e Hotels to facilitate the Delegates of the Conference. In this connection, 3 Officers and 3 SAs were deployed at the Airport and 2 Officers and 6 SAs were deployed at various Hotels.

56.3.9 Briefings: The briefing of staff on all the Access-points of the Parliament House Complex was held on a regular basis. Officers briefed the staff on their respective duty-points on a regular basis where they were updated on the latest inputs received from the Intelligence Bureau and other agencies pertaining to the security threat perception and the activities of terrorists and militant organization. The Security personnel of Parliament Security Service were also briefed about the measures and preventive actions to be taken, in case of any eventuality.

56.4 OPERATIONS-II WING (OPS-II)

Operations-II Wing is entrusted with the responsibilities of securing the Chamber of the Rajya Sabha and its lobbies and Galleries and also the Central Hall. This Wing deals with the following tasks: a) Duties of Marshal are assigned to the officers of this wing that includes the responsibility of ushering and facilitating the Hon'ble Chairman Rajya Sabha at the time of arriving in and departure from the Parliament Complex. b) Security supervision of the Rajya Sabha Chamber, Lobbies, galleries Waiting Halls and their search, Central Hall, controlling the access and regulation of visitors and officials in the area, Ground Floor (area between room No. 24 to 44 including basement), Courtyard No.1 & 9 including AC duct, Interrogation & Investigation in the matters of petty theft, carrying out of contingency plan drills and regular briefing of staff. c) This Wing is responsible for detecting cases of impersonations/ misuse of passes by the visitors during session and inter-session period. d) Liaison and correspondence with the various Sections of the Secretariats of the Rajya Sabha, Lok Sabha and other related agencies in matters pertaining to or connected with security.

56.4.1 Oath or Affirmation: Total seventy one newly elected/re-elected/nominated Members of the Rajya Sabha made and subscribed oath or affirmation during the year 2012.

292 56.4.2 Recoveries/ Articles found from the Rajya Sabha Chamber:  During the Month of May, 2012 Spectacles of Shri Mukul Roy, Minister of Railways & Sh. K.C. Venugopal, Minister of State in the Ministry of Power, Sh. Mohan Singh, Sh. Narender Budania, & shawl of Smt. T. Ratna Bai, one packet of medicines of Sh. Mangla Kisan; one pen set of Sh. Sashi Bhusan Behra & three books of Sh. M. Rama Jois were recovered during the search of the Rajya Sabha Chamber and were handed over to the respective Members  During the month of September, 2012 the ATM card of Sh. Joy Abrahim, MP was recovered from the Rajya Sabha Chamber during the course of evening search which was handed over to him on the same day.  During the month of November, 2012 one folder of Sh. Shadi Lal Batra and bag of Sh. K.N. Balagopal was recovered from the Rajya Sabha Chamber during evening chamber search and were handed over to the concerned Members.  During the month of November, 2012 one one Thousand rupees note was found at Public Gallery Frisking Point after adjournment of the Rajya Sabha. As per directions of the senior officers, the same was deposited in the Rajya Sabha Treasury.  During the month of December, 2012 the folder of Sh. Jairam Ramesh, Hon’ble Minister, I-Pad of Sh. Derek O Brien, shawl of Smt. Naznin Faroorqe and a pair of Spectacles of Sh. Narender Budania Member of Parliament were found from the Rajya Sabha Chamber during evening chamber search which were handed over to the concerned Members.

56.4.3 Briefing of Quick Reaction Team (Q.R.T.): Routine briefing of Q.R.T. was carried out by the Assistant Director (Security)/ Security Officer. The team familiarized with the topography of Parliament House and also was briefed about the action to be taken during the course of any security contingency.

56.4.4 Alarm Bell Rehearsal: Alarm Bell Rehearsals/ Contingency drills were carried out for the 225th, 226th 227th Session of the Rajya Sabha on the 7th March, 6th August and 20th November, 2012 respectively. The same were followed by briefing sessions in Balayogi Auditorium, PLB.

56.4.5 Briefing of staff: The security personnel deployed at Token Point, Lobbies, Central Hall, Rajya Sabha Duct, QRT and Room No. 30 were briefed by S.O, A.D (S) & D.D (S) on prevailing security threats, during Session/ Inter-session period. The queries as raised by the staff regarding security system were suitably replied with.

56.5 OPERATIONS PHA WING (OPS-PHA) Operations Wing- PHA is entrusted with the responsibilities of providing security to the area under Parliament House Annexe particularly the Building Gates and Iron Gates. This Wing deals with the following tasks: a) Supervision of security staff deployed in the Inner and Outer precincts of PHA. b) Access Control & Regulation of Men, Materials and Vehicles. c) Investigation and Interrogation in matters of petty theft in Parliament House Annexe.

56.5.1 Important meetings/ events held in PHA:

BJP Parliamentary Party Meetings was held in MCR, PHA during Session Periods only.  An Orientation Programme for the newly elected/nominated Members of the Rajya Sabha was held in Main Committee Room, PHA on 19th to 20th May 2012. An Exhibition was also organized outside of Committee Room-A and a group photograph was arranged in front of SBI/PHA on 01.05.2012.  A Farewell function was conducted on 28.09.2012 in honour of Dr. V.K.Agnihotri, the then Secretary General, Rajya Sabha Secretariat in the Auditorium, PHA.

56.6 ADMINISTRATIVE WING

The Administrative Wing of Parliament Security Service is entrusted with the task of handling the administrative matters pertaining to the officers/ staff of Parliament Security Service such as career progression, livery, space requirement, work allocation, welfare and grievances, etc. Apart from this, various other matters such as security arrangements at the offices of the Rajya Sabha Secretariat located at Flat Nos., 75, 193 and 223, North Avenue, New Delhi and official residence of Secretary-General, Rajya Sabha are also looked after by this wing. The work pertaining to the administrative approval and financial sanction of the bills raised by the outsourced agencies for providing security arrangements at the offices of the Rajya Sabha at North Avenue and , official residence of the Secretary-General, Rajya Sabha were processed by the Administrative wing (ATP). Apart from this, revision of rates, renewal of contract and coordination with the outsourced agencies were also done by this wing.

56.6.1 Administrative Work: 1. As desired by the Secretary General, Rajya Sabha, the entry of Sh. Hari Prasad, Driver of Sh. Husain Dalwai, MP, Rajya Sabha was regularized in Parliament House Complex. A letter was also sent to the MP regarding same and to warn his driver not to misuse his pass in future. 2. Smt. Seema Kumari, SA-II had resigned from the Rajya Sabha Secretariat to join the post of TGT (English) in DSSSB 3. After approval by the competent authority, a complaint U/s 195 CrPC and duty roster of Sh. Benoy Singh, SA-I regarding incident at Iron Gate No. 8-A, Parliament House on 24.11.2011 has been forwarded to the Police Station, Parliament Street, New Delhi. 4. After approval, the relevant part of the publication "Rajya Sabha and its Secretariat: A Performance Profile-2011" was sent to Who's Who and Publication Unit (LAARDIS) on 18.01.2012. 5. Joint Director (S)-ATP awarded letter of Appreciation to Shri Arun Kumar Kanojia, SA-I for his prompt action and presence of mind shown in identifying and restricting an unauthorized person trying to gain access into the Parliament House Complex by introducing himself as a Member of Parliament at the Reception Office, PHA on 14th December 2011. 6. A proposal for creation of additional posts of Security Officers in the Parliament Security Service of the Rajya Sabha Secretariat was forwarded to senior officers.

295 7. With reference to the Departmental Inquiry against Shri Pradeep Kumar Yadav, SA-I vide Memorandum No. RS/18/8/2/2010-Perl dated 02.05.2011, the desired information was sent to Sh. Swarabji B., Joint Director & Inquiry Officer. 8. An RTI application of Sh. Subhash Chandra Agarwal was received from RTI Cell seeking information regarding role of Marshal in the Rajya Sabha Chamber. After approval, the desired information has been sent to DD-RTI Cell. 9. With reference to the letter received from Sh. Satish Chandra Misra, MP, Rajya Sabha dated 20.12.2011, through the office of the Secretary General; Rajya Sabha regarding personal security arrangements, necessary notes was forwarded to the concerned departments for up gradation of security arrangements. 10. As suggested by JD (E), the invoices forwarded for providing security services at Flat No. 19, North Avenue, New Delhi (O/o the RSTV) may be processed under a different budget head as RSTV was provided different budget. Subsequently, M/s E.A.T.S. (P) Ltd. was asked to break up the bill and send separate bills for flat No. 19 and flats Nos. 75, 193 & 223. Accordingly, fresh administrative approval and expenditure sanction amounting to ` 1,59,492/- for providing security services for flats Nos. 75, 193 & 223 and ` 53,164/- for Flat No 19 North Avenue offices of the Rajya Sabha TV. 11. A note regarding termination of contract with M/s V.K. Engineers & Contractors which provided sanitation service to the Rajya Sabha Secretariay, at Vigyan Bhavan and to provide ‘No Dues Certificate’ was forwarded Estt. A/c Section for further necessary action. 12. A note along with application of Sh. Shambhu Prasad Nautiyal under RTI Act has been received from D.D, RTI Cell for providing details of Martyrs of attack on Parliament House on 13.12.2001. After approval, the desired information was forwarded to DD, RTI Cell on 07.02.2012. 13. On 08.02.2012, a letter regarding renewal of contract for providing security guards at the offices of the Rajya Sabha Secretariat at North Avenue (Flat No. 19, 75, 193 & 223) was sent to M/s E.A.T.S. Ltd. for submitting required documents. 14. On 08.02.2012, the approved copy of the agreement between the Rajya Sabha Secretariat and M/s E.A.T.S. Ltd. for providing security services at the offices of the Rajya Sabha Secretariat at North Avenue (Flat No. 19, 75, 193 & 223) was forwarded to J.S (AM) and J.D-E. 15. The ‘Training Policy for the newly recruited Security Assistants’ as approved by the Secretary General, Lok Sabha was forwarded to Senior Officers for perusal and approval. 16. As approved by the competent authority, the Office Orders regarding work allocation of D.D (S), A.D (S) and S.O were issued. Accordingly, Office Orders for sitting arrangements of the Officers were also issued. 17. As desired by the A.S (S), a letter for inquiry against the complaint of Sh. Satish Chandra Mishra, MP, Rajya Sabha regarding misbehavior by a traffic constable was sent to the ACP-Security and Inspector-Traffic/ Delhi Police on 16.02.2012. 18. After approval, the information as desired by Sh. Ravi Kumar Bhatnagar through an application under RTI Act was forwarded to D.D, RTI Cell for necessary action at their end. 19. With reference to the letter received from M/s E.A.T.S. Ltd., a note for Renewal of contract for providing security services at the official residence of the Secretary General, Rajya Sabha was forwarded to senior officers for approval. 20. A note along with application of Sh. Arun Kumar under RTI Act was received from D.D, RTI Cell. Consequently, the desired information was forwarded to senior officers for approval. 21. On 02.03.2012, Dir. (L) forwarded a note for permission to carry mobile phone by Sh. Aslam, Computer Engineer on medical grounds. The same was been forwarded to AS(S) for perusal. 22. On 05.03.2012, a letter was received from AIG (SPG) regarding issue of passes for SPG personnel for 225th Session of the Rajya Sabha and same was forwarded to CPIA for necessary action at their end.

On 09.03.2012, a note was received from JD(S)/Ops-PHA regarding matter pertaining to the space (cabin) for Reception Officer, Rajya Sabha in R.O-PHA and the same was forwarded to AS(S) for perusal. 24. On 09.03.2012, a note was received from JD(S)/Ops-I regarding information sought by IT Section in respect of the norms set up for carrying pen drives inside the Parliament House Complex and the same was forwarded to Director (S)/LSS. 25. A request was forwarded to the competent authority for appointing Shri Vicky S/o Late Shri Lakhmi Chand who after approval was empanelled as 'Casual Safaiwala' on daily wages on compassionate grounds w.e.f. 09.03.2012. 26. As desired, ATP wing coordinated with all the concerned sections/ branches of the Rajya Sabha Secretariat as well as outer agencies for successful conduct of Farewell Function in honour of the Retired/ Retiring Members of the Rajya Sabha held on 21st March, 2012 at Hotel Ashok, New Delhi. Necessary security/ access control arrangements was also provided. 27. As approved by the competent authority, a letter regarding termination of contract between M/s E.A.T.S (P) Ltd. and Parliament Security Service for providing security arrangements at office of RSTV (12, G.R.G Road & 19, North Avenue) was sent M/s E.A.T.S Pvt. Ltd., JD(Admin)- RSTV and G.A Section for information and necessary action at their ends. 28. As desired by the A.S (S), the suggestions/ views regarding manpower assessment of the Parliament Security Service, Rajya Sabha Secretariat was forwarded to JD(S)/Ops-I for onward compilation/ incorporating the same in the final report. The final report as submitted by the JD(S)/Ops-I was forwarded to AS (S) on 28.03.2012 for perusal. 29. A note was received from AD(S)-Trg./LSS regarding financial sanction for Best Indoor Trophy by SG, Rajya Sabha for trainees at NISA, CISF. The same was forwarded to senior officers for perusal and approval. 30. On 23.03.2012, reply against the RTI application of Sh. Gaurav. K. Gupta seeking information regarding Smoking in Parliament House Complex was forwarded to DD-RTI Cell Rajya Sabha Secretariat. 31. On 26.03.2012, Translation Section was requested to translate the information to be furnished to Sh. Vijay Kumar Garg under the RTI Act and the same was to DD-RTI Cell on 28.03.2012. 32. On 29.03.2012, note regarding transfer/ posting policy of officials of Parliament Security Service, Rajya Sabha Secretariat was forwarded to DD-P for perusal. 33. On 01.03.2012, reply for Appeal RTI of Sh. Arun Kumar, SA-I was forwarded to RTI Cell. 34. The information as sought by Sh. Sushil Kumar under RTI Act was forwarded to DD-RTI on 04.04.2012. 35. On 09.04.2012, Original Invoice Nos. 10480 & 10481 of M/s EATS Pvt. Ltd. in respect of 12, G.R.G Road and 19, North Avenue (for January, 2012) were sent to Sh. Narendra Kumar, JD-Press & Media Unit. 36. On 20.04.2012, a letter from SG, RS was sent to Sh. R.K. Singh, Home Secretary regarding revival of ‘Z’ Category Security of Shri Satish Chandra Misra, Member of Parliament, Rajya Sabha. 37. The information as sought by Dr. J. P. Gaur under RTI Act was forwarded to DD-RTI on 20.04.2012. 38. As requested by Sh. Anil Kumar, he was permitted to appear to before the Court on 20.04.2012 in the case of impersonation as Sh. Satrughan Sinha, MP. 39. On 19.04.2012, a note along with letter of Medical Officer regarding suggestions for improving hygienic conditions in Parliament House Complex was sent to the officers of CPWD namely Sh. Hemant Kumar Badola, A.E-I, Sh. Vimal Rai, A.E-II, Sh. Rajeshwar Sharma, A.E and Sh. Neeraj Kumar Vasundani, Executive Engineer. 40. A note furnishing ‘Nil Report’ regarding expenditure on procurement in last 3 years by Parliament Security Service was sent to A.D, Estt. (A/c) and Budget Section on 23.04.2012. 41. On 25.04.2012, updated contact details of Delhi Police officials were forwarded to AD- Table Office for incorporating the same in the List of Members of the Rajya Sabha.

297 42. As desired, Sh. Maneesh Kumar, AD(S)-Protocol was nominated to promptly report any cause of disturbance/ adjournment of the the Rajya Sabha House to the office of the A.S (S). 43. Referring to the note of Mrs. Sharada Subramaniam, JS (S) dated 13.04.2012 regarding cleanliness of toilets at 2nd floor, PHA, JD(S)-F&T was directed to furnish the desired information. 44. A letter was received from Sh. Md. Nadimul Haque, MP, Rajya Sabha reg. loss of hir sister's Voter I.D. Card and Press Accreditation Card in the Parliament. A complete search in the Rajya Sabha Chamber, Lobbies & Galleries was conducted and reply was forwarded stating that no such cards were found during the search. 45. The services of 12 security guards (round the clock) was obtained from M/s. Ex- Servicemens Airlink Transport Services (P) Ltd. [E.A.T.S. (P) Ltd.], 62 Yashwant Place, Chankyapuri, New Delhi to provide access control at the offices of the Rajya Sabha Secretariat at North Avenue (Flat Nos. 19, 75, 193 & 223), New Delhi. An agreement to this effect was made between the Rajya Sabha Secretariat and M/s E.A.T.S. (P) Ltd. w.e.f. 1st February, 2012 to 31st January, 2013. After allotment of Flat No-19 to the office of the Rajya Sabha TV, the contract between the Rajya Sabha and M/s E.A.T.S. (P) Ltd was terminated and the agency was asked to enter into a fresh agreement with the Rajya Sabha for Flat Nos. 75, 193 & 223. after approval from the competent authority the agreement was extended w.e.f. 16th March 2012 to 31st January, 2013. 46. A file was forwarded to the personnel section regarding recommendations for the post of SSA & SA-I in Technical Wing of the Parliament Security Service, Rajya Sabha Secretariat. 47. A letter was received frpm Shri Satish Chandra Mishra, Member of Parliament, Rajya Sabha dated 05.05.2012 addressed to the Hon’ble Chairman, Rajya Sabha along with copies of letters written to Shri R.K. Singh, Home Secretary and Shri Javed Usmani, Chief Secretary, Government of U.P regarding the ‘Z’ Category security in view of the threat perception to his life and lives of his family Members. In this regard a communication was sent to the Home Secretary to provide “Y” security to the Honb’le MP in the State of UP to prevent any untoward incident 48. With reference to a correspondence from Sh. Rajiv Pratap Rudy, MP RS dated 3rd of May, 2012 addressed to the Hon’ble Chairman, Rajya Sabha regarding the process of identification of the occupants of the vehicles gaining access into the Parliament Complex is delayed due to inadequate visibility inside the vehicle and hence, had suggested that those gaining access may roll down the window glasses of their vehicle before approaching the Checking Point at the gates. In this regard the suggestion made by the Honb’le MP was implemented and a paragraph in Bulletin Part-II, dated May 10, 2012 was brought out for the information of the Members. 49. A letter was received from Shri Brijlal Khabri, Member of Parliament, Rajya Sabha dated 04.05.2012 addressed to the Hon’ble Chairman, Rajya Sabha regarding providing appropriate security. In this regard a communication was sent to the Home Secretary for necessary action. 50. The services of 3 security guards from M/s. Ex-Servicemens Airlink Transport Services (P) provides access control at AB-93, Shahjahan Road, New Delhi, the official residence of Secretary General, Rajya Sabha. An agreement to this effect was made between the Rajya Sabha Secretariat and M/s E.A.T.S. (P) Ltd. In this regard the ATP Wing of the Parliament Security Service received a letter from M/s E.A.T.S. (P) Ltd regarding renewal of contract for providing security guards at the above-mentioned flat for a further period of two years on the existing terms and conditions. However after approval from the competent authority the contract was further renewed for a period of one year w.e.f. 24th March, 2012 to 23rd March, 2013 on the same terms and conditions. 51. M/s E.A.T.S. (P) Ltd. had submitted the revised Invoice after revision of service tax from 10 % (10.30 % including Cess) to 12% (12.36 % including Cess) w.e.f. 1st April, 2012 shifting the monthly wages from ` 1,59,492/- (Rupees One Lack Fifty Nine Thousand Four Hundred Ninety Two Only) to ` 162471/- (One Lakh Sixty Two Thousand Four Hundred Seventy One Only). In this regard a one time administrative approval and expenditure

298 sanction amounting to ` 162471/- (One Lakh Sixty Two Thousand Four Hundred Seventy One Only) towards providing security services provided at Flat Nos. 75, 193 & 223 Office of the Rajya Sabha Secretariat at North Avenue, New Delhi for the period of the agreement between M/s E.A.T.S. (P) Ltd. and the Rajya Sabha Secretariat or till the revision of wages, whichever is earlier was accorded out of the Budget for the year 2012-2013 under the Head “2011- Parliament/State/ U.T./Leg-01.105-Rajya Sabha Secretariat 01.00.13-Office Expenses”. 52. After the renewal of contract M/s E.A.T.S. (P) Ltd. for providing security services provided at Flat Nos. 75, 193 & 223 Office of the Rajya Sabha Secretariat at North Avenue, New Delhi w.e.f. 16th March 2012 to 31st January, 2013. Invoice No. 10600 dated 31.03.2012 amounting to ` 77174/- (Rupees Seventy Seven Thousand One Hundred Seventy Four Only) for the period 1st March, 2012 to 15th March, 2012 and Invoice No. 10602 dated 31.03.2012 amounting to ` 82319/- (Rupees Eighty Two Thousand Three Hundred Nineteen Only) for the period 16th March, 2012 to 31st March, 2012 breaking the monthly bill into two parts towards the security services provided at Flat Nos. 75, 193 & 223 North Avenue, New Delhi for the month of March, 2012. financial approval for the bill were accorded out of the Budget allotted to the Rajya Sabha Secretariat for the year 2012- 13 under the “Head 2011 Parliament, State and Union Territories Legislatures,01.105- Rajya Sabha Secretariat 01.00.13-Office Expenses " 53. Throughout the year the office of the JD(S)ATP received Invoices from M/s E.A.T.S. Ltd. for providing security services. After certifying the Invoices, preparing Sanction Order and TDS was forwarded to DDO Rajya Sabha Secretariat for approval. After the approval the same were forwarded to to Estt. (A/C) and Budget Section for further necessary action at their end. a. Invoices total amounting to Rs. 538591 for the months of January to December- 2012 were received from M/s E.A.T.S (P) Ltd. for providing security service at the official residence of the Secretary-General, Rajya Sabha. b. Invoices total amounting to Rs. 1615774 for the months of January to December- 2012 were received from M/s E.A.T.S (P) Ltd. for providing security service at the offices of the Rajya Sabha Secretariat at North Avenue, New Delhi 54. A Note was received from the personnel Section where in it was mentioned that, a total number of 7416 candidates have been called for the interview for empanelment of Casual Labourers in the Secretariat, which was scheduled to be held from 28th May, 2012 to 8th June, 2012 in Flat Nos. 19 & 75, North Avenue, New Delhi. Approximately 700 candidates would be interviewed by the Interview Boards each day during the above-mentioned period. As desired 10 Security Assistant one Security Officer and 1 Assistant Director(s) were deployed for the smooth running of the interview. Further, in order to maintain cleanliness, 2 Safaiwalas/ Farash were also deputed at the interview venues during the period. 55. A note was forwarded to the competent authority with a proposal to outsource the sanitation services after receiving a complaint from J.S (S) dated 13.04.2012. 56. The matter regarding the emanation of the foul smell in the Chamber of the Rajya Sabha was inspected and a letter from Special Director General, CPWD was received with certain measures vide their letter dated 08.05.2012 to overcome the problem of foul smell which was forwarded to the senior officers for perusal. 57. A note was received from Deputy Director, RTI Cell dated 24.05.2012, wherein it is mentioned that an application has been received from Sh. Santosh Kumar seeking information under the RTI Act regarding the process to visit the Parliament House Complex. The said information after approval from the competent authority was forwarded to the RTI Cell for further necessary action at their end. 58. A correspondence was received from M/s E.A.T.S. (P) Ltd. regarding the cheque which was deposited by M/s Ex-Servicemens Airlink Transport Services (P) Ltd. [M/s E.A.T.S. (P) Ltd.] towards security deposit for the official residence of Secretary-General, Rajya Sabha, Offices of the Rajya Sabha Secretariat at North Avenue, New Delhi and at 12A, GRG Road, New Delhi. The information containing copies and information of the cheques were forwarded to the Estt A/c Section so that the necessary certificate could be prepared.

299 59. An Application was received from Sh. Rahul Kr. Singh, SA-II reg. intimation the office that he has applied (online) for the post of Manager (Economic Planning) in Airport Authority of India, was forwarded to Estt(G) Section for further necessary at their end. 60. An application was received from Sh. M.L. Meena, SSA seeking permission to apply for the post of SSA in Lok Sabha Secretariat on deputation (through proper channel). After approval from the competent authority the application was forwarded to Estt(G) Section for further necessary action at their end. 61. An Application was received from Sh. M.S Jalwania, SA-I seeking permission to pursue Higher education. After approval from the competent authority the application was forwarded to Estt(G) Section for further necessary at their end. 62. Two application was received fro Sh. V.PS Yadav and Manoj Kumar SA-II requesting for seeking NOC to make Indian Passort. After approval from the competent authority the application was forwarded to Estt(G) Section for further necessary at their end. 63. Notes were received from JD(S) Ops-II & JD(S)-IP, wherein they had requested to deploy suitable Security Assistants in their respective wings. Sh Kiran Pal, SSA was attached with both the JD(S) for carrying out the official work of their wing. 64. A Note was received from DD/personal regarding relieving of Sh. Himmat Singh, SSA to be placed at the disposal of Government of Haryana, Haryana Bhawan, New Delhi, for appointment to the post of Senior Protocol-cum-Liaison Officer in the Pay Band of Rs. 9300-34800 + Grade Pay of Rs. 5400 plus Special Allowance of Rs. 3000/- p.m. on transfer on deputation basis on standard terms of deputation. After approval from the competent authority a reply was sent to DD/Personal for the necessary action at their end. 65. A meeting was convened by Election Commission of India on 11.07.2012 at 1100 hrs at the Secretariat of the Commission to discuss the security arrangements to be made and finalize the plans. The meeting was presided over by Sh. Vinod Zuthshi, Deputy Election Commissioner. A detail report in this regard was forwarded to the Returning Officer, President Election 2012. 66. (Point no 37 & 66 combined) As required by Sh. Brajesh Pathak MP, on 27.04.2012, a letter through SG, RS was sent to Sh. R.K. Singh, Home Secretary regarding revival of ‘Z’ Category Security for the Member .A reply was received from the Under Secretary, VS Division/MHA No. VI-23014/174/2004-VS dated the 3rd July, 2012 regarding the ‘Y’ category security is provided to Sh. Brajesh Pathak, Hon’ble MP/RS. Furthermore, a letter was also received from the Sh. Brajesh Pathak to review the matter keeping the security threat upon him and enhanced the security category to ‘Z’ category. In this regard a UO letter was sent to US, P P Division/MHA to examine his request to upgrade the security category from ‘Y’ to ‘Z’. 67. A directive note of JD(S)/ATP to all the Supervisory Officers was issued directing them to maintain effective access control and to take regular rounds of their respective areas/ points and brief the staff to remain alert & not to involve in unwanted activities. 68. A note was received from Estt(G) section requesting to deploy One Security official at 19th North Avenue for the interview of casual Labourers from 12th to 20th July, 2012. As requested a security personal was deployed for the smooth functioning of the interview process. 69. A note was received from Deputy Director, RTI Cell dated, wherein it was mentioned that an application has been received from Sh. Lal Bahadur, seeking information under the RTI Act. The said information after approval from the competent authority was forwarded to the RTI Cell for further necessary action at their end 70. A Note was received from JD(S)/Ops-I wherein it was mentioned that an application was received from Ms. Madhubala, SA-I, in which she had sought permission to grant study leave for a year to pursue Diploma in Yoga science from MDNIY, New Delhi. After approval from the competent authority a note was sent to Esstt(G). Section for further necessary action at their end. 71. Fresh Administrative Approval and Expenditure Sanction was sought from the competent authority, for the bill pertaining to the months of January and February for the payment to M/s E.A.T.S. Pvt Ltd. after the objection from the Audit Section as the approvals for payment were from the previous financial year.

300 72. An E-mail was received by Additional Secretary (D) from Mr. Earl R. Johnson, CII, President regarding information pertaining to the training needs of the Parliament Security Service, Rajya Sabha Secretariat. A detailed report in this regard was forwarded to AS(D). 73. Two application was received from Sh. S. K. Pandey, SO and Sh. Aryender Tomar SA-I requesting for seeking NOC to make Indian Passort. After approval from the competent authority the application was forwarded to Estt(G) Section for further necessary at their end. 74. Information pertaining to the organizational structure, list of officers with their work allocation and the in-position strength of the officials of the Parliament Security Service of the Rajya Sabha Secretariat was prepared and forwarded for appraising JS(M) 75. A note was received from JD(S) CPIA wherein it was requested to change the Assistants posted under CPIC Wing. It was suggested that the above-said request received from CPIA to transfer the officials posted in CPIC may be considered only after the Session. 76. A letter was received from Shri Brijlal Khabri, Member of Parliament, Rajya Sabha dated 04.05.2012 addressed to the Hon’ble Chairman, Rajya Sabha requesting for providing appropriate security to him. In this regard, a note was send to the Home Secretary, MHA forwarding the request as made by the Hon'ble Member. In this regard a letter No. VI.23014/113/2012-VS dated 8th August 2012 received from the Under Secretary (VS), MHA, wherein, it was stated that the security arrangements for Shri Brijlal Khabri, MP, Rajya Sabha has been examined and only adequate security based on the local threat perception for him may be provided. 77. The bills received from the officials of the Parliament Security Service and Staff Car Drivers, regarding reimbursement of refreshment for the duties performed at the Delhi Airport for Presidential Election-2012, total amounting to Rs. 1740/- (Rupees One Thousand Seven Hundred forty only). In this regard, the Administrative/Financial approval from the competent Authority was sought from the competent authority. 78. With reference to the circular of IT Sections (H&S) , No. RS. 2/16/2012-I.T, Dated 14th August, 2012 in which IT Sections (H&S) undertook preparation of the Information Technology Plan for the Rajya Sabha Secretariat for the years 2013-15 and for this purpose, an exercise for identifying the computerization needs of each Section, in terms of customized software requirements. As desired, suggestions in this regard in a prescribed Performa was prepared and forwarded to the IT. Section for further necessary action at their end. 79. A representation was received from Shri Ajay Kumar, Security Officer regarding consideration of his name for the one year Post-Graduate Diploma Course in Disaster Preparedness and Rehabilitation (part-time programme) 2012-2013 against vacant slots for the said course. A note was forwarded to the seniors for considering his nomination as this course is more suitable for the officials of the Parliament Security Service, since officials work on the ground level and are well acquainted with the topography of the Parliament House Complex. 80. Eight representations were received from Sanitary Attendant Gr-I of Parliament Security Service, Rajya Sabha Secretariat regarding promotion to the grade of Sanitary Attendant. In the representations all of the Sanitary Attendant Gr-I had referred about an Office order Part II no. 21403 dated 11th March, 2008 issued by Lok Sabha Secretariat wherein ten person from the post of Sanitary Attendant, Gr-I (Pre revised scale of pay Rs. 3220- 4000- ) were been elevated to the post of sanitary Attendant (Special Grade) in the scale of Rs.4000- 100-6000. a note in this regard was forwarded to the senior officers. 81. A summon was received to Sh. Jagbir Singh, SA-II, wherein it was mentioned the he needs to appear as a witness (Case initiated when he was employed under Delhi Police for FIR No. 382/10/u/s 302/34/IPC on 21.08.2012. Necessary approval from the competent Authority was sought to relieve Sh Jagbir Singh to attend the Court. 82. A letter was received from SHO- PS, Parliament Street, New Delhi seeking Complaint U/s 195 CrPC to prosecute Sh. Anil Kumar Singh in Case FIR No. 204/11 dated 24.11.2011 U/s 186/ 353 IPC, PS Parliament Street, New Delhi. It was further requested to provide a complaint signed by Sh Rajeev Sharma, DD(S)-Ops-I, as Reporting Officer of Sh Benoy Singh, so that necessary action against Sh. Anil Kumar Singh can be initiated by the

301 concerned authority through an Assistant Public Prosecutor. Necessary documents in this regard were prepared and after approval from the competent authority were forwarded to SHO. PS Parliament Street. 83. Annual Performance Appraisal Report forms pertaining to the officers of the Parliament Security Service, All JD’s(S) and DD’s(S) for the period from 1st January to 31st July, 2012 was received from the Personnel Section. After identifying the Reporting, Reviewing and accepting officers of the individuals, the forms were forwarded to the respective officers. 84. Annual Performance Appraisal Report (APAR) forms pertaining to Four Officers and 4 Security Assistants (OPS-PHA) were received from the Personnel Section. After identifying the Reporting, Reviewing and Accepting officers of the individuals, the forms were forwarded to the respective officers. 85. Consequent upon the superannuation of Shri Mahinder Singh, JD(S)/Ops-PHA on 31st August 2012, a proposed allocation / re-allocation in respect of the officers of the Parliament Security Service w.e.f. 1st September, 2012 was forwarded for the approval form the competent authority. After approval Sh. R.K Varma JD(S) was allocated the Charge of OPS-II and Inner Percents (I.P.) Sh. S.K Bakshi, JD(S) was given the charge of Ops- PHA. 86. A note was received on 04.09.2012 from JD/RTI cell regarding RTI application of Sh. Patel Suchak Dasharathbhai seeking information under RTI Act 2005. After seeking reply from JD(S)/Ops-II, the same was forwarded to JD/RTI Cell. 87. A letter was received from DD/MSA dated 05.09.2012 regarding running monkey menace in PHA building. After taking relevant fact the matter had been forwarded to Dir(S)/LSS for n/a at their end. 88. A letter was received from CO, 12 Rastriya Rifles for a Show round for under deprived children from J & K under operation sadhabhavana. After taking necessary permission for show round including refreshment for them from competent authority information was forwarded to JD(S)/Ops-I for n/a at their end. 89. A request letter was sent to Store section dated 07.09.2012 for change of Xerox machines located at room no 103 & 104/PH as both the machines are very old. 90. A note dated 10.09.2012 regarding review of security arrangement at Secretary General's residence was sent to competent authority for their view after the completion of term of outgoing SG. 91. File regarding Application of J Rajesh Kumar, SA-I was sent to Personal section to join Territorial Army on 12.09.2012. 92. A note was received on 25.09.2012 from JD/RTI cell regarding RTI application of Sh. Aseem Takyar seeking information under RTI Act 2005. Reply to this was sent to JD/RTI cell after the approval of competent authority. 93. A letter was received on 26.09.2012 from Goa Legislature regarding information required about security arrangement in Parliament House Complex and their pay structure. A note regarding this was sent to Personnel Section for furnishing the information pertaining to them. 94. A function to pay Floral Tributes to the martyrs, who sacrificed their life during the attack on Parliament House on the 13th December, 2001 was organized on Thursday, the 13th of December, 2012 at 1030 hours at the plaque placed between Building Gate Nos. 11 & 12, Parliament House. In this regard several notes regarding Invitation/Construction/Arrangements/Advertisement were forwarded to the concerned authorities/sections. 95. A note was circulated amongst the Officers/Assistants of the Parliament Security Service seeking their willingness for empanelment/training in the role of Marshal in PSS, RSS. After scrutinizing the applications received in this regard, a list of eligible PSS officials was prepared and an interview was held in the office of Director (S), RSS. 96. A circular was initiated and circulated regarding mandatory procedure of security checks to be followed while entry in the Parliament House Complex. 97. As per the Advertisement published by the Personnel Section regarding Deputation in the Technical Wing of the Rajya Sabha Secretariat, applications which were received from the

302 officials of the Parliament Security Service, were forwarded to the Personal section after taking approval from the competent authority. 98. A note was received from the Director (E) regarding verification of address of a staff of Parliament Security Service. In this regard physical verification was carried out by an officer of the PSS, RSS. 99. Several notes were received from the Office of the Joint Director, R.S.T.V. wherein requests were made for allowing the Members of BASIL/SHAF & VIZART in connection with the installation of the Rajya Sabha Television. Character and antecedents of the Indian nationals were done through the Special Branch of Delhi Police and the FRRO was contacted for the foreigner Members of the team.

56.6.2 New Initiatives: First time a special training programme was organized to train the shortlisted officers of the Parliament Security Service for empanelment to perform the duties of the Marshal.

56.6.3 Shortcomings: Shortages of space i.e. change/ rest rooms affect the efficiency of Security Assistants, as they are not able to take proper rest and refresh themselves for a longer stint of duty.

56.7 TRAINING AND PLANNING WING

In order to plan specific training programmes for Parliament Security Service for the up- gradation of knowledge and professional skills of its personnel and to enhance organizational efficiency, a Training & Planning Wing [T&P Wing] was constituted. The objective of this wing is to explore and come out with innovative ideas in the field of training, planning, knowledge up- gradation and welfare of the security personnel. The basic thrust is to enhance organizational efficiency by improving professional skills of the security personnel, developing the right attitude in an individual so that his/ her skills can be utilized in the best possible way.

In addition, a total number of 48 Security officials from Parliament Security Service, Lok Sabha Secretariat had attended the “Members Identification & Familiarization Programme” which was conducted prior to Session during the year 2012.

56.7.2 Planning: The Planning Wing of Parliament Security Service has been entrusted with the task of planning and projecting the future needs and requirements of security in Parliament House in view of the prevailing security scenario, with an ultimate aim of countering the threats, dangers and coping with future workload through a strategy of planned preparedness. The following plans,

304 policies and proposals were prepared through extensive research and threadbare discussions and submitted:  Action Plan of Parliament Security Service for the year 2013 was prepared and forward to the O&M Section for necessary action at their end.  Status of Annual Action Plan for the period from Jan-Oct 2012 was prepared and forward to the O&M Section for necessary action at their end.  No weeding out of the old records was carried out during the year.

56.7.3 Research and Development (R&D): The Research and Development (R&D) Cell of the T&P wing provided the intelligence inputs and required study material to the security personnel. Weekly Intelligence reports of the security scenario prevailing worldwide, particularly in the South Asian countries/ India’s neighboring countries, was briefed and circulated among the officers and staff which facilitated in the preparation of contingency plans based on the latest modus operandi of the terrorists.

56.8 FIRE & TECHNICAL WING (F&T)

This wing has been entrusted with the task of looking after the fire prevention measures in the Rajya Sabha sectors; verification of character/ antecedents of Visitors, Journalists and Casual Labourers. This wing also deals with cases of loss of Passes, Identity Cards, Parking Labels and Training regarding fire prevention.

56.8.1 Fire Preventive Measures: The F&T wing conducts a routine checking of fire fighting appliances viz., Fire- Hydrants, Fire Extinguishers, Sirens, and Sensors, etc. installed in the Parliament House Complex. An elaborated checking of all the appliances installed in PH is conducted usually on the first Saturday of every month in co-ordination with the staff of the Parliament Security Service, Lok Sabha, CPWD, Fire Unit/PH and WG Branch/LSS. On noticing any sort of fault/short-coming, this wing immediately informed the concerned officers/staff of CPWD i.e., Exe. Eng. / AE/JE (Civil/Electrical) for rectification and proper maintenance of fire fighting equipment.

56.8.2 Annual Fire-Fighting Drill A Lecture cum Practical Demonstration programme on Fire-Fighting was conducted by F&T Wing on 2nd April 2012 in Parliament House. The said programme was attended by 120 officials of PSS (LS/RS), CRPF, Delhi Police and CPWD. The officials from CPWD (Fire) delivered a lecture on fire prevention & safety. A practical demonstration on proper handling of different types of Fire Extinguishers, as per the classification of fire, was given by the CPWD (Fire) Officials.

56.8.3 Fire-Incidence

305 56.8.4 Verification of character/antecedents: Verifications of character/antecedents of casual Staff, PA/PS attached with Hon’ble MP’s, Journalists were got conducted through the concerned Police Authority. Instant Verifications of visitors of Public Gallery/ DVG/ Press Gallery were also got conducted from DCP, Special Branch through Fax Machine during session. Regarding the Casual Laborers engaged for some tenting/ repair works etc. in PH / PHA, the same procedure was adopted.

56.8.5 Loss of Pass/Identity Cards/Parking Labels/RF-Tags:

On receipt of information regarding loss of Passes/Identity Cards/Parking Labels /RF-Tags from Hon’ble MP’s /Ex-MP’s/Officers/Staff of secretariat and other agencies, the required particulars of the lost item along with the copy of FIR/NCR were conveyed to Security Control Room for making an announcement for information of all concerned so that misuse of the same could be prevented. Comprehensive list of the above losses were sent to the concerned officers for their information and necessary action. The details of I-Cards/Passes/Parking Labels/RF Tags reported lost during the year-2012 are as follows:

56.8.6 Correspondence/Liaison: The required correspondence and liaisons were carried out with different offices of the Secretariat and CPWD authorities/other agencies for proper maintenance of fire-fighting equipments and speedy rectification of the short-comings.

56.8.7 Special moves pertaining to the process of verification of character/ antecedents of Press Correspondents and Casual Labourer: Verifications of Character/Antecedents in respect of Press Correspondents and Casual Labourer were got conducted as per the usual process. The verifications of Journalists visiting Press Gallery during session and the Casual Labourers engaged for miscellaneous work was conducted

306 through special move at the same time from Special Branch, Delhi Police through Fax Machine and the report thereof was received in the same manner and immediately sent to the concerned.

56.9 INNER PRECINCTS WING

The IP Wing was entrusted with the responsibilities of providing security in the Galleries of the Rajya Sabha. This Wing deals with the following tasks:

Providing security in Galleries of the Rajya Sabha Chamber and Central Hall, first floor (Area between Room No. 63 to 73), Second floor (Area between Room No. 92 to 98 and 103 & 104), Third floor (Area between Room No. 110 to 124) and Jhanda floor, Central Hall /Rajya Sabha & Parliament House rooftop (Including Parda gallery & false ceiling), committee meetings in Room No. 63 & 67, Interrogation and Investigation in the matters of petty theft in his area, carrying out of ‘Contingency Plan Drills’ and regular briefing of staff.

56.9.1 Visitors witnessed the proceedings of the Rajya Sabha: Total 10,326 visitors witnessed the proceedings of the Rajya Sabha from Public Gallery during the year 2012 and 462 visitors witnessed the proceedings of the Rajya Sabha from Distinguished Visitors Gallery during the year 2012.

56.9.2 Attendance of Journalist/ officials of Ministries in the respective galleries of the Rajya Sabha: The Journalists recorded a total of 3025 attendance in the Press gallery to cover the proceedings of the House and 4976 officers and staff from various Ministries visited the Official Gallery during the year 2012.

56.9.3 Committee meetings in Room Nos. 63

Committee meeting in Room No. 63: - The total sixty meeting [including four Cabinet Committee Meetings] of Departmentally Related Parliamentary Standing Committees were held in the Committee Room No.-63. An ‘All Party Meeting’ presided over by Minister of Parliamentary Affairs was held on Monday, the 23rd November, 2012 in Committee Room No. 63.

Press Briefing:- The Chairman of Parliamentary Standing Committee on Personnel, Public Grievances, Law & Justice had convened a press conference / briefing of Select Committee on Lok Pal Bill, 2011 on Friday, the 23rd November, 2012 in Committee Room No. 63.

56.10 SANITATION WING The Sanitation Wing is entrusted with the responsibility of providing clean and hygienic area under the jurisdiction of the Rajya Sabha Secretariat. The Sanitation Wing's primary responsibility is to dust and mop, collect waste generated during the course of the day and provide and clean and hygienic environment in the Rajya Sabha Sector. The Sanitation Wing deployed the sanitation staff on regular basis, in two shifts, in PH/ PHA/ PLB/ North Avenue & 12A, GRG Road, New Delhi.

56.10.1 Functional Duties performed by the Sanitation Wing: 1. Opening & closing of rooms which comes under the domain of the Rajya Sabha Secretariat (round the clock). 2. Opening/ dusting/ cleaning/ closing of rooms, toilets and entire area comes under the jurisdiction of the Rajya Sabha Secretariat on daily basis. 3. Washing of corridors and toilets on every Saturday and Sunday. 4. Spraying of finit, room freshener etc. 5. Cleaning of canteen adjacent to Room No. 30, Parliament House was done on daily basis by CPWD staff which is monitored by the staff of Sanitation Wing and Patrolling Assistant of Parliament Security Service, the Rajya Sabha Secretariat. 6. To conduct inquiry in case of theft/ missing of articles reported.

307 7. To maintain the records of lost & found items. 8. The Sanitation Wing deployed Farashs in PH/ PHA round the clock in shifts to facilitate the opening and closing of rooms comes under the domain of the Rajya Sabha. 9. Opening/ closing/ dusting and cleaning work performed by Sanitation staff in Committee Room-A, PHA round the year on daily basis. 10. Cleaning and Dusting of the offices of the Rajya Sabha Secretariat at North Avenue, New Delhi (Flat Nos. 19, 75, 193 and 223) and Flat No 12-A, GRG Road (Rajya Sabha TV Unit) was done on regular basis.

56.10.3 Briefings during the year: 1. Sanitation staff was regularly briefed about the sanitary work for good hygiene and maintaining high standards. 2. Sanitation staff was regularly briefed to ensure that the staff must wear the uniform and maintain proper decorum while on duty. 3. Sanitation staff was regularly briefed to ensure that all rooms were closed properly in the evening and in case, if any item of officers and staff is found, it should be deposited in the office immediately. 4. Sanitary Staff was also advised not to indulge in any unsocial activities.

56.10.4 Welfare measures: 1. Bonus was paid to Casual staff. 2. Wages were paid to the Casual staff well on time.
