This, my second formal re-inspection of the Agency’s visa operation in these locations, examined the work of entry clearance staff, with a particular focus on the findings and recommendations from my previous inspection. Overall I noted considerable improvement had been made since my previous inspection. -

US foreign policy from Baghdad to Tehran: US fears of nuclear proliferation may lead to anticipatory defence measures against Iran Lynne O’Sullivan & Ian Davis Basic Notes, 16 June 2003 Introduction Since the release of the Bush administration’s “National Strategy to Combat Weapons of Mass Destruction” in December 2002, US foreign policy has been focused on Iraq. In recent weeks, however, the US-led military intervention in Iraq and the subsequent search for Weapons of Mass Destruction to justify this invasion have been overshadowed by the new focal point of the Bush administration - Iran. When President Bush spoke of the US ‘War on Terror’ in January 2002, he labelled Iran as part of “an axis of evil, arming to threaten the peace of the world”[i]. Lately, a volley of accusations by Washington against Iran has increased the pressure on the Iranian regime to declare its political intentions and military capabilities. There are four main issues under discussion: • the alleged sanctuary given to al-Queda operatives in Iran; • the potential influence of Iranian clerics in the new Iraqi regime; • the strategic and economic value of Iran; and • Iran’s suspected nuclear programme. The latter is the main focus of this Note, which begins with a brief overview of the other three issues of contention in US-Iranian relations. Iran and Terrorism The relationship between the US and Iran has been increasingly acrimonious since the Iranian Revolution and hostage crisis in 1979. The conservative religious elements within Iran have referred to the US as ‘The Great Satan’ and have tacitly condoned the actions of terrorist groups such as Hezbollah and Hamas. -

In Kazakhstan between 2014 and 2019, every third marriage ended in divorce. By examining how Muslim Kazakhs’ support for divorce and casual sex is related to their consumption of information obtained on the Internet, mobile phone, and social media, this study contributes to the growing body of literature on the transformative forces of information and communication technology (ICT) in Kazakhstan and Central Asia. It uses a mixed-method approach that contrasts wider statistical trends from the World Values Survey Wave 7 country dataset on Kazakhstan with empirical data from focus groups conducted in five different regions of the country in 2019, involving a total of 96 respondents. The findings from the statistical and non-statistical analysis show that frequent exposure to information online influences Muslim Kazakhs’ support for extramarital affairs and divorce. Yet, frequent use of ICTs does not necessarily weaken the institution of marriage. Apart from its effect on university-educated female Kazakh youth, it seems to reinforce traditional understanding of marriage obligations among older generations and young men. Please also consult AFG29678.E of 14 July 1998, AFG28173.E of 27 November 1997 and AFG27853.E of 21 November 1997 for information relating to tazkara issued before 2001, which Afghan citizens may currently use as identification. Additional information published since December 2002 is limited; however, the Danish Immigration Service (DIS) reported in March 2003 that since the end of the Taliban period, the Afghan authorities have been issuing a new form instead of the previously issued identity forms because they have run out of the latter (Denmark Mar. 2003, 55). The Research Directorate did not find a description of the new form or reports indicating that the Interim Islamic Administration of Afghanistan (IIAA) was intending to replace older tazkara with these new forms among the sources consulted. Citizens can obtain a tazkara from the Ministry of Interior in Kabul, provincial governors in the provinces, a "'District Commissioner'" in the Afghan districts or at embassies abroad by showing a birth certificate or having another person certify their identity (ibid., 54).
