The land of Gour Banga has been held in high esteem as a seat of learning from the hoary antiquity of the history of Bengal. Hence the foundation of the University of Gour Banga on this illuminated land in a momentous moment of 2008 is one of the memorable events in the educational and the social history of . The occurrence inevitably plays a vital role of a catalyst to bring about social changes especially among educationally backward and economically diffident Muslims and other tribal communities of the region. The University, in fact, started its journey with a firm vision to enkindle the ever effulgent light of knowledge and research intent of the students of underprivileged class and communities so that they can achieve high academic standing and redeem their innate potential. Being surrounded by a rural setting with enormous human resource and diverse Nature, our beloved University is determined to pay back something significant to the society by means of rendering a centre for its faculties who will embody the spirit of excellence in teaching, research, scholarship, creative activities, and community engagement. And the mission of all sections of faculty members of this University, so far I believe, is to contribute their best for fostering morally distinguished, ethically grounded and socially compassionate students who will evolve a breakthrough in regard to varied social evils and problems. Even more, in search of attaining the status of one of the leading centres of learning, research and professional training, the University looks forward to its future with a note of confidence. UNIVERSITY OF GOUR BANGA AT A GLANCE

The establishment of University of Gour Banga marks one of the most important events in the educational and social history of the Gour Banga region. It is an important catalyst in the process of social change among educationally backward people, especially, economically diffident Muslim and tribal communities of the region. The University has aroused hope for better future in the young people of the region and is going from strength to strength with concerted effort, strong commitment and promises to offer suitable facilities to the students and the faculty in a vibrant and intellectually stimulating ambience.

The University is situated at the outskirt of the English Bazar Municipality (Malda) on an area of land measuring 30.51 acres. All the colleges of the districts of North Dinajpur, South Dinajpur and Malda except Islampur College and University College are under the purview of University of Gour Banga, Malda. Currently, there are 53 (Fifty Three) affiliated Colleges out of which 24 (Twenty Four) General Degree Colleges, providing B.A. /B.Sc. /B.Com. / B.C.A. courses, 28 (Twenty Eight) Colleges for B.Ed. course and 01 (One) College offering five years integrated L.L.B. course. The total student strength of the affiliated General Degree Colleges at present stands 1,25,000 approximately. In 2015-2016 academic session two new Government General Degree Colleges, namely, S.B.S. Government College, Hilly and Government General Degree, Kusumundi in the district of Dakshin Dinajpur has been established . The only one Law College is running with 250 nos. of students in five semesters.

Presently there are two Affiliated General Degree Colleges offering PG Courses on self- financing basis. , Malda is offering PG courses on English, History and Bengali and , Dakshin Dinajpur is offering PG courses on Bengali, History and Sanskrit.

The ‘First Statutes’ of the University has already been given assent by his Excellency the Chancellor to which sequel the much coveted ‘Appointed Day’ has been notified by the order of his Excellency the Governor of West Bengal, vide, Notification No. 472-Edn(U)/1U(GB- 02/15, Dated 14th May, 2015.

The University hold its First Convocation Programme in December 10, 2015. The drafts ordinances and rules and regulations of the University are to be prepared immediately after the implantation of Statutes of the University of Gour Banga.

PG Departments like Botany, Chemistry and Zoology have recently received three research projects funded by DST (Department of Science and Technology), Government of .

The University is looking forward to introduce Post Graduate Studies through Distance Education. In view of the importance of needs and aspirations of the youth of the local region, it is also proposed to introduce the job-oriented courses which have already been sanctioned, but not yet implemented.

The University has constituted a unique debating and quizzing society, namely ‘Polyphony’ comprising of students, faculty members and other staff members of the University. Quiz and debate competitions are organized by the University among the students in a very amiable and open environment.

Being a growing University with limited resources, the University of Gour Banga has achieved notable success with regard to holding of University Sports Meet on regular intervals.

In these coming years, the University will be looking for ways in which it can provide the services and benefits which it offers to students and research scholars who will in future prove to be skilled and qualified personnel fit to service in a very difficult global environment of competition in a globalized economy. This University looks forward to the future with confidence.

Special features of innovation:

A. Centralized On-line Admission process to B.Ed. Courses for the Affiliated Colleges: The University of Gour Banga is the pioneer in West Bengal to introduce ‘Centralized On-line Admission’ process to B.Ed. Courses for all the Affiliated Colleges. From the very inception the University of Gour Banga has been successfully conducting On-line Admission process.

B. Introduction of ‘Multiple Choice Question’ (MCQ) pattern at the Under Graduate Level Examinations For the first time in the State of West Bengal the University of Gour Banga has introduced ‘Multiple Choice Question’ (MCQ) pattern at the Under Graduate Level Examinations.

C. Adoption of a Backward Village The 4th Unit of the NSS of the University of Gour Banga has taken an innovative endeavour of adoption of an isolated village situated 6 K.M. away from the main campus of the University. This is quite innovative from the view point that the students of the said NSS Unit have unearthed a lot of surprising facts lying with residence of the village. In spite of being situated 6 K.M. away from the district town most of the villagers do not have any electric connection so far. Even 99% of the households do not have any individual sanitary latrines as such. Most of the villagers have to take pond water as there is no scope for getting drinking water supplied from the P.H.E. The students are trying their best to redress the deplorable state of the villagers.

 Eligibility Norms for Applicants:

Both Fresher and Deputed Candidates with at least 50% Marks in the Bachelor’s Degree or in the Master’s Degree are eligible to apply. In case of Bachelor Degree with Honours, 50% marks in Bachelor’s Degree means 50% marks in aggregate of Honours Subject + Pass Subjects (5% relaxation for SC and ST candidates). Maximum 38 (Thirty Eight) Years (as on 30.06.2016) of age for the Fresher Category and for Deputed Teachers from any West Bengal Govt./Govt. Aided/ Govt. Sponsored institution having at least one year teaching experience as on 30.06.2016 will be considered. (Service confirmation is the eligibility criteria for the Deputed Candidates). Candidates pursuing any other Course of Studies/Job/Full-time Research Work will not be allowed to pursue this course simultaneously.

A candidate having Valid Registration Certificate of University of Gour Banga will be treated as HOME UNIVERSITY CANDIDATE.

 Admission Norms for deputed candidates:

Teachers seeking admission on deputation shall submit along with the application an attested copy of Resolution of the Managing Committee of the Institution concerned approving the deputation for the session and mentioning the order of priority in case of more than one candidate. The names of the 1st and the 2nd Candidate as recorded in Institution Managing Committee resolutions will be accepted. Date of joining of the deputed candidates and length of service (as on 30.06.2016) as approved teacher must be made in the resolution of the Managing Committee. No teacher is to be deputed by any institution not approved by the Govt. of West Bengal. The application form must be forwarded by head of the concerned Institution / School and duly countersigned by the concerned D.I. of Schools. If selected one must submit the LPC (Last Pay Certificate) to the Principal/Teacher-in-charge of the concerned B.Ed. College where admitted. Only the untrained in-service teachers, teaching classes IX-XII in Govt. aided institutions will be treated as eligible.

College wise 22%, 6% & 3% seats are reserved for SC, ST & Physically Handicapped (PH) Candidates respectively as per G.O. The Ratio for Home University Students and Other University students shall be 80:20 (vide G.O No. 330-Edn(CS)/ES/EE/10M-16/15, dated-06.04.2015).

** To get admission under ‘Management Quota’, candidates are to fill up the form under Centralized Admission, i.e. College are to take admission under Management Quota from the Merit List of Eligible Candidates published by the University.

Selection of Candidate:

Deputed Candidates: Candidates will be selected on the basis of Experience (Length of Continuous Service). Only the untrained in-service teachers, teaching classes IX-XII in Govt. aided institutions will be treated as eligible.

Fresher Candidates: Selection of fresher candidates will be made on calculation of score marks on the basis of their academic qualification as per G.O.

Issue of application form to a candidate does not automatically ensure his/her eligibility for admission to the course. Candidates, engaged in any other Course of Studies/ Job/ Full-time Research Work, shall not be allowed to pursue this course simultaneously. Fresher candidates must verify the eligibility, age limit before filling up the application form because the application fee is non- refundable.

Physically Handicapped Candidates: Selection of Candidates belonging to Physically Handicapped (PH) category will be on the basis of (a) Percentage of disability (40%) for threshold criteria and (b) score/marks marks according to their qualification as per G.O. of D.P.I. [G.O. No.: 158-Edn(CS)/14A-4/81, Dated- 12.02.1990.]

In case of candidates obtaining equal grade marks preference will be given to Postgraduate/ Master Degree holders and higher percentage of marks obtained in the last examination. After admission to the colleges if a candidate is found absent during first 15 (Fifteen) days from the commencement of the classes his/her name will be struck off from the attendance register without any further information to him/her and the seat will be treated as vacant and allotted to the subsequent candidate in the waiting list in the order of merit. ***** The University also reserves the right to drop or include any name if any suppression of facts on the part of the applicants or any mistake in the calculation of grade point is detected at any stage before and after admission. ****** Resultant vacancy, if any, will be notified later on. ****** Rules of The University of Gour Banga, Govt. of West Bengal & NCTE will be followed in case of admission to the above mentioned course of studies.

 Counselling Procedure: Final merit list for counseling will be published along with the counseling programme schedule at the Notice Board of University of Gour Banga and in the website www.ugb.ac.in / www.ugbadmission.com. On the COUNSELLING date the candidate must be present 30 minutes before commencement of counseling with print out of Online Application Form alongwith all the original testimonials for verification by the authority. During counselling, after booking a college, all candidates have to deposit Rs. 2,000.00 (Rupees Two Thousand Only) as “Counselling Fees” to the college authority which will be refunded at the time of admission. The “Counselling Fees” is non-refundable to those candidates who will not take admission after counselling. Candidates are to bring Original Photo Identity Card for verification. Untrained in-service candidates, teaching class IX-XII in Govt. aided schools only, shall be treated as deputed. If the seats, reserved for deputed teachers, remain vacant, those seats will be de-reserved and offered to the fresh candidates.

Publication of Advertisement in news paper: March 3, 2016 in the in the Uttar Banga Sambad (All Edition), the Ananda Bazar Patrika (All Bengal), the Bartaman (All Bengal) and the English Daily the Statesman (All Bengal). 2. Date of Issue of Form (Online): April 4, 2016 to April 28, 2016. 3. Date of deposition of Fees at Bank Branches and Online Mode: April 4, 2016 to April 30, 2016. 4. Date of Provisional Publication of Merit List: May 10, 2016 (Tentative). 5. Counseling: May 24, 2016 onwards (to be notified later in the University Notice Board and Website). 6. Date of Commencement of Classes in the respective colleges: July 1, 2016.

 Application Fees: Application Fees: Rs. 700.00 (Rupees Seven Hundred Only) + Rs. 40.00 (Rupees Twenty Two) for Offline Mode, who will deposit fees at the UBI Branches through Challan OR Online Mode, who will pay the fees through Debit Card/Credit Card/Internet Banking etc will pay extra processing charges.

The colleges aim at maintaining high academic standards and insist on regular attendance in Lectures. Tutorials, Demonstration lessons and Criticism lessons, Survey works etc. There will be test Examination during the session and absentees in the Examination will be not be allowed to take the B.Ed. Examination.

Students attending less than 75% of the total lectures delivered are not eligible to appear at the University Examination. Students coming from other Universities will have to submit Migration Certificate within 30 (Thirty) days from the date of admission to the Principal/Teacher in Charge of the respective colleges for registration under Gour Banga University on payment of requisite Registration fees failing which their admission is liable to be cancelled without further notice.

Deputed teachers can avail themselves of all leave according to rules. Leave rules are applicable to all fresher trainees also (During the whole training period). Application for leave of absence should be submitted to concerned college authority in advance and sanction in advance be obtained before proceeding on leave.
