APPEALS ANNUAL REPORT FOR FINANCIAL YEAR 2003/2004: PLANNING AND ENFORCEMENT APPEALS Background 1. The purpose of this report is to advise Members of the Council’s performance in respect of all appeals dealt with in relation to planning and enforcement during the course of the last financial year. 2. In addition, for information purposes, a schedule of all appeal decisions received, together with a separate list of all appeals outstanding on 1st April 2004, are listed as Appendices to the report. Appeal statistics: Appeals Received 3. Between April 1st 2003 and 31st March 2004, the department received a total of 91 appeals, of which 79 related to planning appeals made primarily under Section 78 of the Town and Country Planning Act 1990, and 12 were appeals against the service of Enforcement Notices (Section 174). 4. As shown in Table 1 below, the number of appeals has significantly increased over the course of the last financial year by some 22 appeals, or 32%. This increase is considered to be largely attributable to the significant increase in applications workload over the same period. CF10 3BY ) TESCO STORE, CULVERHOUSE CROSS Replacement Class A1 retail store with car parking alterations, replacement planting and ancillary works SITE DESCRIPTION The site relates to the existing retail store, car park, service road and associated landscaping areas. The site lies in the north-west quadrant of the Culverhouse Cross Interchange. The site access is off the A48, which access also serves the adjoining store (Marks and Spencer). DESCRIPTION OF DEVELOPMENT The application seeks consent to demolish the existing store and construct a replacement store, in the same location, but on an enlarged footprint. The store will have a flat roof and will be finished with “smooth self colour panels : white”. PVC roof covering is indicated. The external building elevation will also have steel columns. The floor area of the building will be: • retail trading 6,583 sq. m; • and 2,947 sq. m of ‘other’. The height of the building will be 27m maximum with lesser height buildings to the service yard. The number of parking spaces is indicated as being 725 on the application forms. Recycling facilities are also indicated as being provided. Roof plant will be provided but details are not confirmed as only indicative positions are provided within the submission. Tree felling and landscaping details, including a landscape statement, have been submitted. The application also relates to the erection of a temporary store. The store will be constructed of insulated composite flat panel cladding with fabric roof covering, to be white in colour. -

Indeed, the Vale of Glamorgan has over 100 Scheduled Ancient Monuments, over 700 Listed Buildings and 38 Conservation Areas that are afforded statutory protection by legislation. However, this system of statutory recognition, by its nature, only takes account of items of exceptional significance. Often there are locally important buildings that although acknowledged not to be of ‘national’ or ‘exceptional’ importance, are considered key examples of vernacular architecture or buildings, which have an important local history. It is these buildings which are often the main contributors to local distinctiveness, but which have to date, remained un-surveyed and afforded little recognition or protection. The original County Treasures project was published by the then South Glamorgan County Council in the late 1970’s. It was conceived as a locally adopted inventory of ‘special features’ in the former County area. However, as a result of local government restructuring, the changes to local authority boundaries, as well as changes in responsibilities and funding mechanisms the survey was never completed, and as a consequence was not comprehensive in its coverage. -

Members of the public: Christine Evans, Roger Helliwell ITEM 1 (636) PUBLIC FORUM Roger Helliwell was concerned about the absence and condition of existing footway to Cowbridge from Ystradowen. Rhodri confirmed that the 106 agreement through the Edenbrook development in Ystradowen would provide funds to complete the footway. Problems with overhanging branches and the condition of the existing footway should be reported to the Vale through the Clerk. Christine Evans reported that Christmas Celebrations at Hendrewennol had been cancelled and the covers on the poly tunnels had not all been removed, as advised in the planning approval notice. Clerk to report to Enforcement Unit. ITEM 2 (637) RECEIVE APOLOGIES Bill Fawcett, Glyn Jenkins, Nick Craddock and PCSO Kieran Byrne . ITEM 3 (638) DECLARATION OF MEMBERS’ INTERESTS Andrew Foyle declared an interest in the planning application for Maendy Ganol, completed a pro forma and left the meeting for any discussions concerning this application. 9 “Murder in the Storm” The death of David Thomas in Cowbridge, 1885 In 1885, a farmer and cattle dealer named David Thomas resided at Stallcourt Farm, Llanblethian. Llanblethian is a picturesque hamlet on the outskirts of Cowbridge in the Vale of Glamorgan. David was well-known and popular within the district, and had a reputation for generosity. However, David was also shrewd and not one to be taken advantage of. He was fond of alcohol, but did not drink to excess. David was married and had several children. He had spent some years in America and was often referred to as ‘The Yankee’ in the parts of South Wales where he was known. Community Profile – Western Vale Introduction For the purposes of the Well-being Assessment and to gain a better understanding of our communities in the Vale of Glamorgan we have divided the area in to three communities, Barry, Western Vale and Eastern Vale. These community profiles have been developed to complement the Vale of Glamorgan profile and we will continue to enhance these profiles as part of our ongoing engagement through the Public Services Board. The profile brings together a range of information about the area including population data, details of projects and assets within the community, it is not intended to be a directory of services but provides some key information about the area The purpose of this community profile is to provide information with regards to key statistics and projects in the area and to highlight the many assets within the Vale of Glamorgan, ranging from natural assets, community groups and services. It is intended that further work will be undertaken to enhance the community profiles for the Vale of Glamorgan and each of the three community areas, Barry, the Eastern Vale and the Western Vale. This will include key findings from across the assessment for the community and where possible identification of gaps and areas for improvement.
