NOTICE INVITING EXPRESSION OF INTEREST (EOI) FOR HIRING OF PREMISES FOR BRANCH OFFICE AT PIRANGUT.

Competent Authority, Employees’ State Insurance Corporation, Sub Regional Office Pune invites EOI for hiring of office premises having approximate carpet area of around 800 - 1000 sq. ft. excluding parking, lift, corridors, common area, balcony, lobbies etc. for its Branch Offices within the limits of PIRANGUT Municipal Council for a period of 5 years on monthly rental basis. Accommodation on ground floor is preferred. Applications are to be submitted in the prescribed proforma.

SCHEDULE OF EOI:

Interested owners of premises may submit duly filled and signed Prescribed Proforma along with self- attested Xerox copies of all the relevant required documents in a closed / sealed envelope in this office at the above-mentioned address on or before 22/10/2020 up to 01.00 P.M. The envelope must be superscribed with the words “Offer for Hiring of Premises for ESIC Branch office at PIRANGUT”. All envelopes must be dropped in the Tender box kept at reception of the office for this purpose and should not be sent by post in any case. Applications received after due date & time will not be considered in any circumstances. Received applications will be opened on 22/10/2020 at 03.00 P.M. Eligibility Conditions for premises: -

Self-attested copies of following documents should be submitted with the application: -

1) 7/12 or 8A Extract or Index II of the building offered.

2) Address Proof like Electricity Bill or Property Tax Document.

3) Copy of the Pan card.

4) GST Registration Certificate, If Applicable.

General Terms & Conditions: -

1. Sufficient parking space. 2. Proximity to Auto / Tempo / Rickshaw / Bus Stop. 3. The rooms of premises should be fixed with vitrified tiles. 4. At least 3 separate Tiled Toilets for Ladies/Gents / Staff with Western Commode, washbasin and Mirror. 5. Sufficient Space to display office sign boards along with permission of owner. 6. Three phase Separate Electric Meter, 5KVA Electricity connection with chemical earthing. 7. 24 hours water facility. 8. Sufficient waiting area for visitors. 9. Building / Land should not be disputed and should be with clear title. 10. No statutory dues on building/ Land should be there. if found, the same are to be paid by the owner. 11. Permission for antenna, data cabling, power cabling, Internet Connection, etc. must be given by the building owner. 12. If any modification in infrastructure is required, the same is to be done by the owner at his own cost.

13. Availability of generator shall be an added advantage. 14. The premises offered should have construction approval/clearances as may be necessary from all Central/State Government and local authorities and should be legally free from all encumbrances.

15. The net carpet area should be in a single independent building preferably on ground floor with ample parking area. 16. The offered property should have 24 hours electricity supply. A separate electric meter (commercial) should be installed exclusively for the use of ESIC. Availability of generator will be an added advantage.

17. The rates quoted in the Financial Bid shall remain valid for not less than 90 days from the date of opening of Financial Bid.

18. The owner shall permit ESIC to install satellite dishes/communication towers etc., without demur or additional charges, As deemed necessary for facilitating electronic communication as also installation of power generating/amplifying devices including but not restricted to Power transformers, Power Generators etc. as well as placing of ESIC sign boards, hoardings/publicity materials, ACs etc. for its working activities and the owner/landlord will have no objection of any kind whatsoever and shall not claim any compensation or additional rent.

19. Painting of the premises and painting or polishing of all doors, windows, ventilators, grills etc. as may be desired by SRO-Pune will be carried out by the owner/landlord once in Three years within the lease period and also before handing over of possession. In case the owner/landlord fails to do so, SRO-Pune shall have the right to arrange it at the cost of the owner/landlord and deduct the amount from the rent payable or that may become payable, or otherwise recover from the owner/landlord. There should be vitrified tile/ marble flooring /Granite flooring in the entire area of the building.

20. The owner /landlord has to construct aluminum partitions | cabins | chambers, stationery |record room, rest room, toilets etc., as per ESI Corporation's requirement at his own cost before handing over possession to the ESI Corporation. After opening of the technical bid, physical inspection of the premises shall be carried out by a designated committee to verify whether the offer complies with the needs of the ESIC. Only those bidders who qualify in technical bid shall be considered for financial bid.

21. Rate of rent must be furnished clearly in the prescribed application form.

22. Except rent and Electricity bill as on actual consumption, ESIC is not liable to pay any other charges or Electricity charges shall be paid by landlord which shall be reimbursed by ESIC. The owner / landlord shall provide adequate electric power load as per requirement of ESIC at his own cost.

23. No Advance rent will be paid by ESIC to the owner offering the premises.

24. All existing and future rates, taxes including property taxes etc., in respect of the said premises shall be borne by the owner/offerer only.

25. The premises offered should be in ready condition and the owner of the premises will have to hand over the possession of premises within 30 days of acceptance of offer by Competent Authority positively.

26. The Selected Offerers shall enter into a proper and valid Lease agreement with ESIC. The registration charges, for lease deed shall be divided between the landlord and ESIC on 50% basis. The original copy of the lease document shall be retained by the lessee. Payment of rent shall be made on monthly basis after deducting the tax (TDS) as applicable from time-to-time. Rent shall be payable by ESIC from the date of possession of the building.

27. The internal partitions and all other interior work as per the requirements should be completed within a maximum period of 15 days and civil work if any, should be completed within a maximum period of 30 days from the date of award of contract. 28. Premises of the selected Building will be physically verified by a team of officers nominated by the Competent Authority, ESIC, Pune to see the feasibility and if the premises is found fit in all respect, then only the building or part of the building, as per requirement, will be hired on monthly rental basis.

29. In case the offer is found acceptable, the selected party will be required to furnish the original copy of Title Deed of property along with proof of identity of the owner.

30. The Leave and License Agreement for hiring of premises with successful owner will be done for a period of Five Years which is extendable as per ESIC Terms & Conditions. Draft Agreement would be provided by ESIC.

31. ESIC at any time during the Lease Period/extended Lease Period may make temporary alterations like partitions, office fixtures and fittings to suit office requirement.

32. ESIC shall have the right to terminate/ surrender the lease prematurely to the owner / landlord by giving one months’ notice without giving any reason. However, the owner will have to give 3 months’ notice if he wishes to get the premises vacated before the expiry period.

33. During the period of the lease agreement the owner/landlord shall not transfer, mortgage, sell or otherwise create any interest in the premises leased to ESIC with any party affecting ESIC’s right of occupation and any of the terms of the lease without written consent of ESIC.

34. The Competent Authority, ESIC Pune has the right to accept or reject any application or cancel this tender at any stage without furnishing any reasons. Participation in the EOI process does not entail the offerers any commitment from ESIC. ESIC will not be liable for any damage/loss caused to the offerers during the EOI process and before signing of the contract. ESIC reserves the right to reject any/all offers without assigning any reasons and reserves the right to amend these terms and conditions as it may deem necessary.

AGREEMENT:

The successful offerer shall have to sign and submit a leased agreement deed in presence of witness and competent authority of ESIC before commencement of the contract. All terms and conditions of this EOI document shall deem to be a part and parcel of the said agreement.

DISPUTE SETTLEMENT:

1. It is mutually agreed that all differences and disputes arising out of or in connection with this agreement shall be settled by mutual discussions and negotiations. If such disputes and differences cannot be settled and resolved by discussions and negotiations then the same shall be referred to the Sole Arbitrator appointed by the Dy. Director I/C / Competent Authority of ESIC, SRO- Pune whose decision shall be final and binding on both the parties.
