Local Government Leaders’ Climate Change Declaration In 2015, Mayors and Chairs of New Zealand declared an urgent need for responsive leadership and a holistic approach to climate change. We, the Mayors and Chairs of 2017, wholeheartedly support that call for action. Climate change presents significant opportunities, challenges and risks to communities throughout the world and in New Zealand. Local and regional government undertakes a wide range of activities that will be impacted by climate change and provides infrastructure and services useful in reducing greenhouse gas emissions and enhancing resilience. We have come together, as a group of Mayors and Chairs representing local government from across New Zealand to: 1. acknowledge the importance and urgent need to address climate change for the benefit of current and future generations; 2. give our support to the New Zealand Government for developing and implementing, in collaboration with councils, communities and businesses, an ambitious transition plan toward a low carbon and resilient New Zealand; 3. encourage Government to be more ambitious with climate change mitigation measures; 4. outline key commitments our councils will take in responding to the opportunities and risks posed by climate change; and 5. recommend important guiding principles for responding to climate change. We ask that the New Zealand Government make it a priority to develop and implement an ambitious transition plan for a low carbon and resilient New Zealand. We stress the benefits of early action to moderate the costs of adaptation to our communities. We are all too aware of challenges we face shoring up infrastructure and managing insurance costs. -

COVENANTS 1. INTERPRETATION 1.1 Definitions: In this deed: "Notes Subscription Agreement" means the notes subscription agreement dated 7 December 2011 (as amended and restated on 4 June 2015) between the Issuer and the Subscribers. Waitomo District Council Submission on Local Government Regulatory Performance Issues Paper Inquiry into Local Government Regulatory Performance New Zealand Productivity Commission PO Box 8036 The Terrace Wellington 6143 Waitomo District Council Submission on Local Government Regulatory Performance Issues Paper Introduction 1.1 Waitomo District Council (WDC) welcomes the opportunity to submit on the Local government regulatory performance Issues Paper. 1.2 The submission starts by presenting relevant information about the Waitomo District in order to provide some context to the points made in our feedback. A picture of the District is important, as it is these characteristics – environmental, economic, social and cultural, that have played a role in shaping the regulatory regime developed by Waitomo District Council. 1.3 This submission then goes on to address the five topic areas explored in the Commission’s Issues Paper being • Regulatory responsibilities of local government • Regulatory Variation and its need and importance • Allocation of regulatory roles • Adequacy of regulation-making processes • Assessment of regulatory performance 1.4 This submission does not seek to directly answer each of the 62 questions raised in the Issues Paper. Context 1.5 The Waitomo District encompasses 354,649 hectares of mostly rural land on the west coast of the Central North Island. The District is predominantly contained within the Waikato Region but a small part in the south-eastern corner of the District is within the Manawatu-Wanganui (Horizons) Regional Council’s jurisdiction. It is adjacent to the Otorohanga District to the north, Taupo District to the east and Ruapehu Districts to the south. 1.6 The usual resident population for the District was 9,441 for the 2006 census. -

1 Document No: A410549 Report To: Council Meeting Date: 30 October 2018 Subject: Waikato Region Cycle Trails Network – Programme Business Case Type: Decision Required Purpose of Report 1.1 The purpose of this business paper is to present the Waikato Regional Cycle Trails Network Programme Business Case to Council for consideration. Background 2.1 Cycle trails attract local, national and international visitors who contribute to the regional economy. 2.2 Discussions regarding opportunities for regional cycle trail trusts, their partners and key stakeholders to collaborate and grow economic benefit across the Waikato region began in 2016. This was led by Waikato Regional Council. 2.3 The Waikato Regional Cycle Trails Network (WRCTN) was subsequently formed comprising representation from the Timber Trail, Hauraki Rail Trail, Waikato River Trails, Great Lakes Trail, Te Awa River Ride (and through them their key funding partners), Territorial Authorities, Waikato Regional Council, NZ Transport Agency, Hamilton and Waikato Tourism, Destination Coromandel and Destination Great Lake Taupo. 2.4 In 2017 WRCTN agreed to develop a Business Case for a regional network of trails. The focus – to grow economic benefits of increased visitors across the region by leveraging new and existing cycle trails investment. 2.5 It was agreed the Business Case should canvass all aspects of a cycle trail including the physical asset, local business and community involvement, and the capability and capacity required to deliver a great customer experience. 2.6 Co-funding was provided via Waikato Means Business, the Ministry of Business Innovation and Employment, and Waikato Regional Council to develop the Business Case. -

LONG TERM PLAN STATEMENT OF WAIKATO REGIONAL AIRPORT LIMITED In December 1995, the Council along with four other local authorities purchased the Crown’s 50% shareholding in the Waikato Regional Airport Limited. The purchase increased the Council’s shareholding to 15.625%. At the time the Council considered the airport to be COUNCIL CONTROLLED a significant infrastructural asset for the region and important to economic growth and development. The Council’s shareholding is considered a strategic asset. The airport also operates a tourism subsidiary which aims to promote the region to tourists. The Council contributes separately to this entity. The Airport has the following Key Objectives of the Group 5.
