Introduction

The Illinois Environmental Protection Agency (IEPA) requires that all construction Projects, which disturb more than 1 acre develop a storm water pollution prevention plan. The purpose of the plan is to control the amounts of pollutants from construction sites entering the waters of the State of Illinois. The plan must be kept on site and abided by during the entire construction process. After the site is permanently stabilized, the permit may be terminated with the IEPA. A copy of the General NPDES Permit No. ILR10 is attached for review. Failure to comply with the provisions of this Storm Water Pollution Prevention Plan will place the Owner and Contractor in violation of the Environmental Protection Act and the Clean Water Act.

Notification

A Notice of Intent (NOI) General Permit to Discharge Storm Water must be Submitted by certified mail at least 30 days prior to commencing construction activities. See the attached NOI to confirm the date on which it was submitted to the IEPA. The annual fee for the general permit is $500.00. The annual term for the IEPA begins July 01. A notice of termination should be sent for all sites that are completed prior to this date to avoid additional fees for the following year. A copy of the pollution prevention plan DOES NOT need to be submitted along with the NOI. The plan must be submitted only if requested by the IEPA after they Receive the NOI. This plan must however, be on site at all times and available for IEPA officials to review if a site visit occurs. In general, the site superintendent will update the plan with appropriate inspection reports, and make the plan available to IEPA officials should they visit the site. The plan may be kept in the construction office or, in cases where there is no office, the site superintendent should keep the plan in his/her vehicle.

Requirements of the Plan

The IEPA general permit requires a plan to be prepared which contains a description of the site and control measures to prevent or minimize pollution of storm water runoff, tracking of soil onto access roadways, petroleum spills from construction equipment, etc.

Construction Site

Abode Self-storage Phase II consists of the development of approximately 0.44 acres on a parcel with a total area of 3.13 acres. Phase I consists of three existing buildings upon ±0.75 acres of the 3.13 acre total. Constructed items include a detention pond, water main, storm sewer, concrete pavement, and minor general grading. A copy of the site plan is attached showing the proposed construction boundary. No material will be transported offsite. Final grading will require establishment of permanent seeding. The facility location is:

Permeability of existing soils is low due to the high clay content and larger slopes. Storm water will flow west and southwest to the proposed detention pond with flow from the detention pond outletting into a manhole in an existing drainage system. The detention pond release rate is that of the 2 year event with the volume of the detention pond able to accommodate a 100 year event for Phase II with a reserve capacity of 1700 Cu.Ft. This is intended to actually reduce flow volume off-site.

Further, compliance with the Illinois Historic Preservation Agency and the Illinois Department of Natural Resources for endangered species has been met for this project. See attached correspondence.

Sequence of Major Construction Activities

Construction is expected to begin in September/October of 2008 and end November/December 2008. The order of construction activities is as follows:

1. Construct Construction Entrance 2. Install silt fences 3. Construct Detention Pond 4. Install storm sewer and inlets 5. Install inlet protection 6. Perform site grading 7. Stabilize any stockpiles or denuded areas within 14 days of abandonment. 8. Construct additional utilities, i.e. water main, electric, etc. 9. Construct concrete pavement 10. Erect two 35’ x 110’ metal buildings 11. Regrade after all utility installation 12. Install permanent seeding 13. Terminate general permit with IEPA

Measures and Controls

The following measures and controls to prevent or minimize pollution of storm water discharges must be followed in regards to the following three areas:

1. Erosion and Sediment Controls

All disturbed areas must be stabilized to prevent erosion, etc. Permanent seeding of all affected areas will be performed to stabilize the soil. If at any time, construction will temporarily cease for more than 21 days, the disturbed areas must be stabilized within 14 days of the last disturbance. Areas that will be re-disturbed within 21 days do not have to be temporarily seeded.

Temporary Stabilization shall be class 3 per IDOT “Standard Specifications for Road and Bridge Construction”. After seeding, the areas shall be mulched with straw at a rate of 2 tons per acre using mulch method 2, procedure 2.

Permanent Stabilization shall be class 1 per IDOT “Standard Specifications for Road and Bridge Construction”. Seeding shall be performed no later than 14 days after the last disturbance. The fertilization, permanent seeding, and mulching shall conform to the applicable sections of the “Standard Specifications for Road and Bridge Construction”, by IDOT, latest edition.

2. Storm Water Management Controls

Where construction results in an increase of storm water runoff from the existing Conditions, temporary measures must be taken to slow the runoff to the existing Conditions runoff rate. The following controls shall be taken to accomplish this.

Erosion Control Fence (Silt Fence) shall be installed as per the Erosion, Sediment, and Storm Water Control sheets attached to this document. All control measures shall be inspected by the contractor weekly and after ½” or greater rainfall events. Any sediment buildup shall be removed from the silt fence and any damage repaired by the contractor at his/her expense.

Detention Pond: the contractor shall employ all means necessary to ensure that polluted storm water is not allowed to enter the proposed detention pond once construction is completed. The contractor shall clean the detention pond and re- grade to the lines and grades on the plans, if excess siltation occurs during construction.

3. Other Controls

The plan must ensure that solid wastes are not carried by storm water runoff to Waters of the state. The contractor must comply with all Local, State, and Federal laws concerning sanitary sewer or septic system regulations. All solid waste must be properly stored and disposed of per applicable regulations. Sanitary waste shall be collected from portable units by a licensed sanitary waste management contractor as required by applicable regulations.

A stabilized construction entrance shall be installed to prevent transport of material to roadways adjacent to the construction activities. The minimum requirements of the entrance are as follows:

Length: 60 ft Width: 16 ft Rock Size: 2” reject Depth: 8”

It is suggested that the contractor review the latest requirements from Local and State regulations on the exact construction methods concerning the construction entrance.

When the entrance becomes filled with material and is no longer effective at Minimizing the transport of material off-site, the contractor shall remove and replace, at his/her own expense, the rock as necessary to meet these requirements again. practical or within 4 hours, whichever is sooner. Dust control shall be provided by watering or other means, as required. The expense shall be included in the cost of the entire project.

Inspection & Maintenance

The contractor shall inspect the construction site at least once weekly (once every 7 days) and within 24 hours of a rainfall event of ½” or more. The inspector shall prepare a report documenting his/her findings on the condition of the controlled and stabilized areas.

The following is a list of inspection and maintenance practices that shall be used To maintain erosion and sediment controls:

- Weekly inspections - Inspections within 24 hours of a rainfall event of ½” or more - All erosion control measures will be maintained in good working order. If a Repair is required, it shall be completed as soon as possible or no later than 7 Days after inspection has uncovered it - Inspections will include all disturbed areas of the site, areas for material Storage, locations where vehicles enter/exit the site, and all erosion controls. - Built up sediment will be removed from silt fences when it has reached 1/3 the Height of the fence - Silt fences will be inspected for depth of sediment, tightness, and stability so that the posts and fabric are firmly in the ground per standards. - Temporary and permanent seeding and planting will be inspected for bare spots, washouts, and healthy growth. - A maintenance inspection report will be made after each inspection and record all damages or deficiencies. - The owner will delegate responsibilities for inspection and maintenance to Contractors as deemed appropriate so that erosion and sediment controls used on site function as intended.

Records of Construction Activities

The following shall be recorded as a minimum:

- Dates when major grading activities occur in a particular part of the site - Dates when construction activities cease in an area, temporarily and/or permanently - Dates when seeding is performed temporarily and/or permanently

The IEPA has issued regulations that define reportable quantity (RQ) levels for oil and hazardous substances. If there is an RQ release during the construction period, the following steps must be taken.

1. Notify the National Response Center immediately at 800-424-8802 2. Within 14 days, submit a written description of the release to the IEPA Regional office providing the date and circumstances of the release and Steps to be taken to prevent another release 3. Modify this SWPPP to include the above information

THIS PLAN MUST BE KEPT ON-SITE ( construction trailer or superintendent vehicle) From the beginning of construction until the site is finally stabilized. The plan and Records must be kept for 3 years after the completion of final site stabilization. The plans and associated records must be made available upon request to the IEPA director or any state and local agency that is approving plans.

Notice of Termination

Operators of a construction site must continue to comply with permit conditions until:

1. They no longer meet the definition of an operator of a construction site, or 2. The construction activity is complete, all disturbed areas have been stabilized, and temporary erosion and sediment controls have been or will be removed

A Notice of Termination (NOT) should be submitted to the IEPA to inform them That the owner/contractor is no longer an operator of a construction activity.

Final stabilization is defined by the IEPA General Permit as meaning that all soil disturbing activities at the site have been completed and that a uniform perennial vegetation cover with a density of 70% for unpaved areas not covered by permanent structures has been established or the equivalent permanent stabilization measures (such as use of rip rap, detention ponds, geo-textiles, etc.) have been employed.

IMPORTANT DATES & NUMBERS

July 1st – Date which new fees for General Permit holders are assessed. NOT must be turned in prior to July 1st to prevent additional $500.00 charge.
