The Tender schedule will be issued from 13.12.2019 to 23.12.2019 and sealed tender will be received on 23.12.2019 up to 01.00 P.M. and the tenders will be opened by the Joint Collector / Chairman, District Purchase Committee, West Godavari District, Eluru on 23.12.2019 at 06.00 P.M at Mini Meeting Hall, Collectorate, Eluru, West Godavari District. 2. Agencies/Firms are only eligible to participate in the Tender. 3. The Tender Schedule cost is Rs.10,000/- for each items Demand Draft obtained from any Nationalized Bank in favour of the “Project Director, Dist. Women & Child Dev. Agency, Eluru” payable at Eluru. 4. The tender document is available on the internet on the website www.apeprocuremnt.gov.in. The same can be downloaded from the internet. 5. DOCUMENTS COMPRISING THE BID The Bid prepared by the Bidder shall be submitted in „Threestages’ through online comprising the following components: THE THREE STAGES ARE: I. Pre-qualification Bid (First cover), indicating “Pre-Qualification Bid” Should contain: a. The Demand Draft relating to tender schedule/ Demand Draft relating to EMD obtained from any Nationalized Bank in favour of the “Project Director, Dist. Women & Child Dev. Agency, Eluru” payable at Eluru. b. Copies of original documents defining the constitution or legal status, place of registration and principal place of business of the company/ Organization with a firm with certification etc. c. The bidder should submit the undertaking that the firm is not blacklisted by any Govt./Quasi- Government Department / Organizations. d. Details of similar Projects executed / implemented. e. Income Tax Registration Certificate along with returns for last 3 years and related certificates. f. A valid Tax registration certificates, turnover of past 3 years, trade license, wherever applicable. g. Any other certificate, specified in eligibility conditions. Technical Bid (Second Cover) Indicating “Technical Bid” Should Contain: a. Detailed Technical Specifications of Food Stocks, proposed to be supplied under this contract. b. Sample of Food Stocks mentioned as per Annexure-II (at least four) must be submitted along with ISI Brand Marking on it. The offer of the bidder will be rejected if either the sample(s) or the demonstration is found to be not complying with the requirement of the tender. Financial Bid (Third Cover)Indicating “Financial Bid” Should Contain: a. The rate quoted for supply of food stocks mentioned as per Ammexure-II under Y.S.R. Sampurna Poshana to AWCs points of the 8 Tribal & Schedule Mandals as per Annexure-I of West Godavari District. The rates quoted shall be inclusive of all taxes levied by the State & Central Govts., Packing charges, destination charges, Transportation Charges, Loading and unloading Charges along with stamping charges etc. b. The rate quoted for supply of food stocks mentioned as per Ammexure-II under Y.S.R. Sampurna Poshana (includindg all taxes and packing charges along with stamping charges) shall be mentioned clearly both in words & figures. Any corrections in price will not be accepted and such bids will be treated as invalid All the covers i.e. Part-I (Pre-Qualification Bid), Part-II (Technical Bid) and Part III (Financial Bid) should first be sealed separately, and then the three covers should be kept in a single sealed bigger cover. This cover should be submitted to the bidding Authority before the due date and time of tender. In case of any missing information on the above, the bid is likely to be rejected. All the covers should be clearly marked “Bids for supply of food stocks under Y.S.R. Sampurna Poshana to 8 Tribal & Schedule Mandals of West Godavari District to beneficiaries under the SNP (ICDS) – 2019-20 for a period of one year from the date of Award of Contract in West Godavari district”. NOTE: The price should not be indicated/mentioned in the Technical Bid; it should be submitted in the financial bid only. If this is violated the bid will be treated as invalid. The Bids must reach the tendering Authority on or before the due date, specified. Bids received after the due date & time will be rejected. In the event of due date being a National or public or declared Holiday for State Government offices, the due date for above scheduled activities will be the following working day at the appointed time & venue. The prospective bidders requiring any clarification about the contents detailed in the Tender document may notify the bidding Authority in writing (Through letters by hand in letter head of the firms only). NOTE: The queries will be received only within specified period as scheduled above. Any communication after due date and time shall not be entertained in any manner. Any attempt of negotiation direct or indirect on the part of the bidder with the Authority, to whom he has submitted the tender or Authority, who is competent finally to accept it after he has submitted his tender or any endeavor to secure any interest for an actual or prospective bidder or to influence by any means the acceptance of a particular tender will render the tender liable to be excluded from consideration. The decision of the Tender Inviting Authority in this regard will be final & conclusive and no queries/communication will be entertained in this regard. The bidders should give clause-by-clause compliance for the technical specification (organic/physical composition) in their technical bids. They should also give compliance of all the terms & conditions as mentioned in the Tender document. Conditional bids / partial compliance shall not be accepted on any ground and shall be rejected straightway. CONTACT PERIOD: The period of contract for supply of food stocks under Y.S.R. Sampurna Poshana to 8 Tribal & Schedule Mandals of West Godavari District is for one year i.e. from 1st January, 2020 to 31st December, 2020 (One Year). FIXED PRICE Prices quoted by the Bidder shall be fixed during the total period of contract and not subject to variation on any account. A Bid submitted with an adjustable price quotation will be treated as non-responsive and rejected. 6. The Food Stocks mentioned in Annexure-II should be supplied as per the weight proportions to all the AWC points of 8 Tribal & Schedule Mandals as mentioned in Annexure-I. 7. All the food stocks packets should have the stamping as “ICDS only Not For Sale”. 8. In case of Food Stocks under Y.S.R Sampurna Poshana supplied without stamping the supplier will automatically be subjected to commitment of violation of contract and the contractor will be blacklisted. 9. The tenders received within the prescribed time at the place indicated in the tender notice shall only taken into consideration for opening in the presence of tenderers or their authorized persons. 10. The Chairman of the committee will open sealed tenders on 23.12.2019 at 06.00 PM in the presence of D.P.C. Members and tenderers. 11. All the parties or their authorized representatives should be present 15 minutes before the time stipulated for opening of tenders along with samples of all items so that they can witness tenders proceedings when the tenders are opened. 12. The lowest rates quoted / obtained in the tender may either be considered for acceptance or rejection by the chairman without assigning any reasons thereof. 13. The Chairman reserves the right to negotiate with the agencies who attend at the time of opening of tenders, if necessary. 14. It is open for the chairman to take up negotiations with one after another immediately after opening of the tenders. 15. The Chairman of DPC reserves the right to postpone the tender process or to reject any tender or any items in the tender or all the tenders without assigning any reason thereof at any point of time. 16.

His entire life style veers round the bounties that nature offers in the vicinity. The passage of the time has put tremendous pressure on the farmer and the environment around him. Levelling of the areas, cultivating whatever land is available and satisfying with what the land gives are all but a few indications of the hazards the man of the soil is put to. Unemployment looms large on the agriculture laborer in West Godavari and Krishna Districts with de-escalation of working opportunities.
