VICARI The Ocean County Office of Senior Services is the county planning agency for matters relating to aging. We serve as a focal point that older adults and their families can turn to for information and assistance regarding programs and services. Our mission is to lead the way in advancing the well-being of older adults through the following goals: Improve Access to Services, Promote Healthy Aging, Foster Greater Independ- ence for Frail Older Adults, Support Family Caregivers and Advocate for Older Adults at the federal, state and local level.

Access to Services is provided through six (6) Information and Assistance Representatives at the Office of Senior Services at 1027 Hooper Ave., Building #2, Toms River and one (1) Senior Services Information and Assistance representatives at the County Connection at the Ocean County Mall. Staff assist callers/walk-ins with applications for numerous benefits. The priority issue areas are: Prescriptions, Medicare, Caregiver Information, In-Home Services, Utility Assistance, Transportation and Nutrition Assistance.

Additionally, Information and Assistance and Options Counseling are provided at various funded Outreach locations throughout Ocean County. The Office of Senior Services has toll-free telephone numbers, a website at www.co.ocean.nj.us and we have a Facebook page. The Ocean County Office of Senior Services resource directory is also available online. Not only can the resource directory be viewed on the Internet; documents can be viewed and printed. This is a helpful tool for working or long distance caregivers. Since 2012 our office has also functioned as the Aging and Disability Resource Connection in this County working to connect clients to a wide variety of community resources.

Version 3/2021 Our department administers a comprehensive system of community based services including Access Services such as transportation, options counseling and care management; Community Support such as education, recreation, physical and mental health screenings, physical fitness, adult day services, legal assistance; Home Support such as friendly visitor, telephone reassurance, residential maintenance, certified home health aide; Nutrition Support such as congregate meals, home delivered meals, nutrition counseling and education, Caregiver Support such as Respite, Caregiver Information and Assistance, Caregiver Support Groups, In-Home Education and Support, etc.

Our office coordinates the State Health Insurance Assistance Program (SHIP) locally and leads New Jersey in consumer activity. SHIP is designed to assist Medicare enrollees, potential enrollees and caregivers with their questions regarding Part A, B, C and D benefits/claims and supplemental policies; this is one of the most frequently used services in our department.

The 2018 census population estimates show Ocean County’s 60+ population at 29.6% of the total with 178,047 individuals. The 65+ cohort accounts for 22.7% of the total with 136,278, 75+ accounts for 10.7% with 64,254, and 85+ is 3.1% with 18,574. We are committed to providing programs and services at all stages of the aging continuum.

Applications can be obtained from your local pharmacy or by calling the Ocean County Office of Senior Services at (732) 929-2091.

- HAAAD Program (Hearing Aid Assistance to the Aged and Disabled): Persons eligible for the HAAAD Program are entitled to receive a rebate of $100 with proof of purchase of a hearing aid. Persons must meet PAAD eligibility requirements. For information regarding this program, call 1-800- 792-9745.

- Lifeline Utility Assistance Program: This program provides $225 a year credit for utilities to residents who are eligible for the PAAD Program. You or your spouse must be customers of record with an electric or gas company at your principle place of residence (utility bill must bear your name and address). This program does not cover bottled gas, propane or oil. The credit can be divided between (2) two utility companies. For information regarding this program, call 1-800-792-9745.

- Tenants’ Lifeline Utility Assistance Program: This program is available to tenants who meet the eligibility requirements of the PAAD Program and who do not pay their own utility bills. If you are a tenant at your principle place of residence and the cost of your utilities are included in your rent, you may be entitled to this benefit. (732) 929-2032 As a convenience to Ocean County residents the County Clerk’s Office can assist you in obtaining a United States Passport for foreign travel. The following requirements are essential to obtain a passport: a. Submit a completed Form DS-11 in person. b. Submit evidence of U.S. citizenship like a certified Birth Certificate filed within one year of the date of birth, listing both parents and issued by Vital Statistics with a seal. You can submit a Naturalization Certificate or an old Passport as evidence of U.S. citizenship. c. Present identification such as a valid Driver’s License. d. The requirements to obtain a U.S. Passport card are the same as the requirements to secure a U.S. Passport. The Passport Card is only valid for land and sea crossings between the U.S. and Canada, Mexico, Bermuda and the Caribbean – Not for travel by air to these destinations.

You may apply for a Vote By Mail-In Ballot if you are a qualified registered voter by written application.
