In completing the Stage 6A Audit in accordance with EPA Publication 759, the Auditor has assumed that groundwater at the site is polluted. Previously completed Environmental Audits of land to the north and east of the Stage 6A Audit site have concluded that the beneficial uses “primary contact recreation” and/or “stock watering” are precluded by the presence of TCE (“primary contact recreation” and “stock watering”) and Hg (“Stock watering). The Auditor has been engaged to undertake an Environmental Audit of the site known as Stage 6A, Williams Landing Development, located at Palmers Road, Williams Landing, Victoria (the site) (see Figure 1). The site occupies an area of approximately 19.22 ha and is part of the former Royal Australian Air Force (RAAF) Laverton Air Base (more recently known as RAAF Williams) which occupied approximately 275 ha. The former RAAF Laverton Air Base operated from the 1920’s until the early 1990’s, when it was decommissioned. Prior to this time, the land of the former RAAF Laverton Air Base was used for pastoral activities (ES, November 2013). Environmental assessment and remediation works were undertaken at the site between April and November 2013. Under the provisions of the Wyndham City Council Planning Scheme (Local Provision), the site is currently located within a Priority Development Zone Schedule 1 (PDZ1). The future intended land use of the site (Stage 6A) is envisaged to be mixed use, including educational, commercial and
