Impact of Township Shopping Centres – July, 2010 CHAPTER NINE: IN-DEPTH CASE STUDY ANALYSIS – UMLAZI MEGA CITY 9.1 INTRODUCTION Umlazi Mega City represents a minor regional centre located in Umlazi, KwaZulu Natal. The purpose of this chapter is multi-fold: Firstly, to provide a profile of the centre under investigation and its location in relation to surrounding supply; Secondly, to provide a socio-economic profile of the primary consumer market of the centre; Thirdly, to provide an overview of past and present consumer market behaviour, overall levels of satisfaction, perceived needs and preferences; Fourthly, to determine the overall impact that the development of the centre had on the local community and economy. 9.2 UMLAZI MEGA CITY PROFILE AND LOCATION WITH REFERENCE TO COMPETITION 9.2.1 UMLAZI MEGA CITY PROFILE Table 9.1 provides a condensed profile of Umlazi Mega City. Overall it is evident that it represents a minor regional centre of 28 000m2 retail GLA, located at 50 Mangosuthu Highway, Umlazi. It was developed in 2006 and consists of a single retail floor with 102 shops and 465 parking bays. It is anchored by Super Spar, Woolworths, Jet and Mr Price. PROPOSED UPGRADE AND REALIGNMENT OF THE UMBUMBULU M30 ROAD, ETHEKWINI METROPOLITAN MUNICIPALITY, KWAZULU-NATAL Phase 1 Heritage Impact Assessment August 2017 For: KSEMS Kavilan Naidoo Author: Jean Beater JLB Consulting EXECUTIVE SUMMARY Introduction: The eThekwini Municipality proposes to upgrade the M30 road. The proposed road upgrade is situated within the town of Umbumbulu, which is located within the eThekwini Metropolitan Municipality. The proposed upgrade of the M30 Road forms part of a larger intention to upgrade Umbumbulu Town in order to improve local businesses, services and infrastructure in the area. The project involves the upgrade and widening of the tar road as well as the construction of a short stretch of new tarred road. This report is the Phase 1 Heritage Impact Assessment (HIA) for the proposed upgrade and realignment of the M30 Umbumbulu road. The length of the M30 road to be upgraded is approximately 1 km in length hence it triggers Section 38 (1) (a) of the National Heritage Resources Act, 1999 (Act No 25 of 1999) which refers to the construction of a road, wall, power line, pipeline, canal or other similar form of linear development or barrier exceeding 300m in length. Location: The M30 road runs through the small community of Umbumbulu which is located approx. 20 km west of and inland of Amanzimtoti. An inspection of the section of the road to be upgraded was undertaken on 16 August 2017. Results of site inspection: From the R603, the M30 has a Puma service station on one side and businesses on the other side. However, when the road bends towards the north-west, four structures on its north-eastern side are well over 60 years old. -

The scourge of post-apartheid housing in Umlazi. Mthembu N. (2007) Abstract Umlazi is part of the townships that form the new city demarcation of eThekwini Municipality (“eThekwini ”) as they were redrawn after 2000 local government elections and implemented in terms of the Municipal Structures Act, when Durban Municipality started to unify different six local councils that were previously divided under apartheid state into as administrative entities. A transformation of the administrative component of eThekwini Unicity was initiated in 2002, with a specific focus on improving service delivery, and driving economic growth and employment within the region (Joffe, 2006). eThekwini is surrounded by the iLembe to the north, the Indian ocean to the east, Ugu to south and UMgungundlovu to the west. Its population is estimated at over 2.5 million. Umlazi township is the outcome of the 1845 British occupation of what was renamed Natal after land was stolen from the indigenous populace - Zulus. It is situated 17km south west of central Durban. The Umlazi Reserve was established in 1862 by the Church of England to provide for a progressive rural life for “natives” in pursuit of pastoral and agricultural occupation. It was proclaimed a township in 1962 to house residents of Cato Manor who were moved under the slums law. Today, Umlazi (situated 17km southwest of Durban) has a population of about 400 000. Some estimates indicate a higher population figure – up to 1 million people. There are shack settlements surrounding Umlazi as well as backyard shacks in the township (Mahomed, 2002). When the ANC came to power in 1994, 'homes for all' was a key election promise. -

EXECUTIVE SUMMARY UMLAZI LOCAL ECONOMIC DEVELOPMENT PLAN 2008 KA ECONOMIC DEVELOPMENT CONSULTING CC 1 EXECUTIVE SUMMARY UMLAZI LOCAL ECONOMIC DEVELOPMENT PLAN 2008 EXECUTIVE SUMMARY The Umlazi LED Plan is developed by the Economic Development Unit through assistance by the Neighbourhood Development Partnership Grant (NDPG) and KwaZulu-Natal Provincial Department of Economic Development (DED). This report presents a summary of the Umlazi Local Economic Development Plan. The Umlazi LED Plan eThekwini Municipality (EM) is committed to transforming service delivery, socioeconomic and spatial characteristics in Umlazi Township. Aligned to this commitment is the development of the Umlazi LED Plan which is an outcome of the eThekwini’s Eight Point Plan and specifically, local economic development which seeks to incorporate the wider eThekwini Municipal Areas into the economy. As such, the Local Economic Development plan lays the roadmap for the development of strategic economic sectors and subsectors in Umlazi towards achieving an integrated economy and a better quality of life for the people in Umlazi. This report presents key findings and recommendations for a strategic economic development framework and institutional arrangement are necessary to champion local economic development in Umlazi in an integrated and systematic way. The outline of this report is as follows, section one presents the introduction and background. Section two presents the characteristics of nodal/spatial areas in Umalzi. Section three summarises the status quo findings. Section four presents the recommendations for the strategic economic sectors followed by the institutional arrangements in section five. Lastly, ten catalytic projects are recommended to immediately jumpstart the LED process as part of an extensive implementation plan which identifies specific sector projects, budget, potential funder and implementer(s). -
