Page 4 NAAC Self Study Report, Track Id: MHCOGN 12234 Preface It gives me immense pleasure to present this Self-Study Report of our college to National Assessment & Accreditation Council for Re-Accreditation (Cycle II). The Re-Accreditation process would help us to know our limitations and how to overcome them. It also gives us an opportunity to introspect. The report contains two major parts: i) Institutional data and ii) Criteria wise evaluative reports. Shikshanmaharshi Shri Krushnarao Zoting Patil Arts and Commerce College is located in rural area of Wardha district of Maharashtra. Wardha district is one of the most backward districts where many farmers committed suicide. S. M. K. Zoting Patil Arts and Commerce College was established at Samudrapur in 1990, to provide higher education to the children of poor, laborer and farming society. The college was established with this clear vision. We have the students from poor background only. Right now we are running this institution with only Arts faculty, as the Commerce stream was closed in 1997. That was the time when the Commerce stream faced hardships and many commerce colleges were closed down. Though we are not blessed by any financial aid from external sources, the institution have created sufficient infrastructure for enrichment of teaching learning process. The first assessment and accreditation of our college was done by NAAC in February 2005. The institution is very much aware that the dimensions and quality of education keeps on changing with a time. Keeping this in mind, the college has acquired 2f recognition by UGC and now decided to go for permanent affiliation and later to get 12B status. We are very happy to submit this Self Study Report of our college for accreditation. By this humble submission, we offer ourselves for quality inspection and to get accredited. The self-study report has been prepared as per the norms of NAAC. It gives an insight into our efforts to provide higher education to the underprivileged class against all odds. Dr. Shankar P. Mahajan Principal Gramin Vikas Sanstha Hinganghat's Shikshan Maharshi Shri Krushnarao Zoting Patil Arts & Commerce College, Samudrapur, Dist. Wardha (MS) 442305. Page 6 NAAC Self Study Report, Track Id: MHCOGN 12234 The Mouth Piece of President… Education teaches us to strengthen the downtrodden in the society and to make the world a better place than when we found it. Late Shri Krushnarao Zoting Patil, founder of Gramin Vikas Sanstha, Hinganghat, was such a person who embodied this purposefully and carried through in his whole life. His heart was in education and his roots were in education. He taught us how education can be made available to rural & tribal students from diverse backgrounds, irrespective of religion, caste, economic strata and academic performance in earlier years, of to make them competent, in this competitive & global world. Our visionary leader has credit in establishment of dozens of schools in extreme rural area of Hinganghat and Samudrapur Tahsil. He Started R. S. Bidkar Mahavidyalay at Hinganghat on 20th June 1961, with finger counted quantity of students, to extent the higher education in this, rural & undeveloped area. Later, after his death in 1987, our college was established at Samudrapur in 1990 and is named after him. This year Shikshanmaharshi Shri Krushnarao Zoting Patil Arts and Commerce College steps into 26th year of its existence and serving rural and backward students. We are committed not just to teach but to educate, not just to mould the minds but to develop generations. It gives me immense pleasure that the college is submitting SSR for the NAAC accreditation to develop and enlarge quality education of institution. I congratulate the Principal, Dr. S. P. Mahajan & his team who are devoted to achieve the purpose. I firmly believe that the college shall scale new heights in the times to come for the achievement of our goal of the institution. Dr. Smt. Ushakiran A. Thute President, Gramin Vikas Sanstha, Hinganghat. Now the college has decided to apply for permanent affiliation to the parent university and get recognition under section 12(B). The college offers a three year UG course in the Faculty of Arts leading to the Degree of Bachelor of Arts. The medium of instruction is Marathi. The college does not design course or syllabus. The college has to follow university syllabus. The students can choose any three optional subjects out of five subjects offered. We have permanent and highly qualified teachers for all subjects. Some of our staff members were on the Board of Studies in Parent University. • Characterizing Regional Development in Vidarbha with Special Focus on Water Use
Understanding underdevelopment: Characterizing Regional development in Vidarbha With special focus on water use SJ Phaosalkar· Abstract: Vidarbha comprises of the eleven districts at the Eastern end ofMaharashtra state. The region is underdeveloped in absolute and relative sense. This has often led to a strongly held perception of deliberate state neglect in the minds ofpeople in Vidarbha. All attempt is made here to look at relative development of talukas within Vidarbha. We find that there is significant variation in per capita incomes across talukas in Vidarbha. This variation is associated with the differences in the nature and composition of t~e talukas, the crop mix obtaining in the talulm and most importantly on the extent of grollnd water use. Surface water use seems to have less influence on the income variations. While abundant unused ground water potential exists in some of the most backward talukas, their exploitation seems to be discouraged by a combination of both supply and demand factors. On ·the supply side, it is possible to argue that ground water exploitation is both uncertain and expensive. On the demand side, the associated factors are a weak demand for irrigation caused by a dominance of cotton cultivation that has been sustained all these years by artificial props ofthe monopoly cotton scheme, absence of understanding or skills for cultivation of alternate crops and possibly also a weak drive among the people. 10 Vnderstanding underdevelopment: Characterizing Regional development in Vidarbha With special focus on water use 1. Intt'oduction: . · This paper is based on the work done by author in the research project on "Water Use in Agriculture iI4 Vidarbha" under the IWMI-SRTT resear~h programme.
