Emergency Alert System Plan (EAS) Lewis County Emergency Alert System Plan (EAS) For the Local Emergency Communications Committee (LECC) Revised 2016 (Created 2002, revised 2004, 2005, 2006, 2013, 2016) Lewis County Department of Emergency Management 351 NW North Street Chehalis, WA 98532 Phone: (360) 740-1151 Fax: (360) 740-1471 E-mail: [email protected] Lewis County Emergency Alert System (EAS) Plan PREFACE The Emergency Alert System (EAS) is a national alerting system that is capable of providing emergency information from the national, state, and local governmental entities to the general public. This information is disseminated to the public through radio and television broadcast stations. EAS protocol allows the encoding of emergency messages using standard codes for various types of emergencies. It also allows messages to be tailored to specific geographical areas that are affected by the emergency. The Federal Communications Commission (FCC) requires broadcasters and subject cable operators to have EAS encode/decode devices at their facilities to receive and forward national EAS messages and perform required weekly and monthly tests. These same devices may be used, at the broadcaster’s or cable operator’s discretion, for local emergencies. The Washington State Emergency Communications Committee (SECC) is responsible for administering the EAS at the state level. The SECC has divided Washington State into several Local Operational Areas. A Local Emergency Communications Committee (LECC) administers each Local Area. The LECCs are responsible for designing and writing a Local Plan that will become part of the Washington State Plan. This Local Plan contains policy and procedures for emergency officials and local broadcasters to activate the EAS and transmit emergency information to the public during a local emergency. All local EAS activity is subject to the authority of the LECC and the guidelines presented in this plan. This plan is written in accordance with Title 47 U.S.C. 151, 154 (i) and (o), 303 (r), 524 (g) and 606; and 47 C.F.R. Part 11, FCC Rules and Regulations, Emergency Alert System (EAS). Batiste for the 2011 Washington State Patrol Memorial Service and Award Ceremony on May 3, 2011, at the Training Academy in Shelton. The ceremony was held to honor the Patrol’s fallen troopers who gave their lives while serving the citizens of the state of Washington, as well as to recognize current employees who distinguished themselves by extraordinary conduct during the previous year. The day’s event included the reading of the names of the fallen, placing a wreath at WSP’s Fallen Officer Memorial, a 21-gun salute from the WSP Honor Guard, and a moment of silence to remember the fallen officers who died in the line of duty. The event also included the Governor and Chief presenting awards to WSP employees who distinguished themselves in 2010. Awards were for personal who were best in the agency and within their detachment. The bell tolls as the names of the fallen are read during the annual WSP Memorial Service. District 5 Trooper Receives the 2010 Chief Will Bachofner Award Trooper Michael B. Johnson, District 5 Vancouver, received the 2010 Chief Will Bachofner Award, this award is given to the trooper who scores the highest in the following nine categories: seniority, complaint history, appearance, driving history, citizenship, additional job responsibilities, awards and commendations, support of department programs, and law enforcement activities. Johnson competed against the other seven 2010 Detachment Troopers of the Year for the award.

    Thurston County Comprehensive Emergency Management Plan Thurston County Comprehensive Emergency Management Plan ESF 15 Annex - Appendix A Limited English Proficiency (LEP) Emergency Communications Plan I. INTRODUCTION A. Purpose To ensure that sufficient assets are mobilized during emergencies or disasters to provide accurate, coordinated, and timely life safety information to impacted individuals with limited English proficiency (LEP). B. Scope This Plan is an attachment to the Thurston County Comprehensive Emergency Management Plan (CEMP), including but not limited to Emergency Support Function 2 (ESF-2), Communication, Information, and Warning Systems; ESF-6, Mass Care, Emergency Assistance, Housing and Human Services; ESF-8, Public Health and Medical Services; and ESF-15, External Affairs. This Plan does not relieve local city, town and tribal emergency management organizations or other agencies of their responsibility to communicate and provide information on the emergency or disaster to their residents including LEP populations during times of emergency or disaster. C. Legal Authority This Plan meets requirements of Washington State Substitute Senate Bill (SSB) 5046, which passed the legislature in 2017 and was codified in chapter 38.52 RCW. This Plan will assist with addressing requirements of Title VI of the Civil Rights Act of 1964 concerning access to services for people with LEP, and Executive Order 13166, Improving Access to Services for Persons with Limited English Proficiency, which directs recipients of federal funding to take reasonable steps to ensure that people with LEP have meaningful access to their programs and activities. D. Process to Develop Plan This Plan was developed by Thurston County Emergency Management with assistance from a contractor and input from the Thurston County Emergency Management Council (EMC) and Disaster Assistance Council (DAC).

    State Agencies Overview and Table of Contents This section includes background, program, and funding information about state agencies whose missions relate to the oversight, maintenance, or improvement of the state's transportation system. The agencies described in this section receive appropriations from the transportation budget bill. The Department of Licensing, the State Patrol, the Public Employees Relations Commission, and the Utilities and Transportation Commission receive funding from both the transportation budget bill for transportation-related programs and the omnibus budget bill for all other programs. Some general government agencies, not described in this section, receive appropriations in the transportation budget to fund transportation-related activities. In the 2011-13 biennium, these agencies included: State Parks and Recreation, Archaeology and Historic Preservation, Office of Financial Management, the Department of Enterprise Services, the Legislative Evaluation and Accountability Program Committee, and the Department of Agriculture.
