The committee will examine the provisions of the bill and in particular the desirability of the enactment of the provisions, the constitutional implication for the territories of the enactment of those provisions, the impact of the enactment of the provisions on the Northern Territory criminal code and the impact and attitudes of the Aboriginal communities. WILLIAMS Politics and Public Policy, Griffith University The first half of 2004 saw newly installed Labor leader, Mark Latham, carve out a distinctive — if quasi-populist — leadership style while also exerting upon John Howard a heightened level of public questioning as to the honesty of his Government. Indeed, the Prime Minister had never appeared more “rattled”. The politics of personal abuse then plumbed new depths as each leader defended his integrity. The major parties’ public opinion standing fluctuated accordingly. A generous Government Budget was matched by Labor’s flight of numerous populist policy kites that saw election speculation become a journalistic sport. National Economy The Australian economy was at no time a liability for the Government. In March, national growth topped an annual rate of 4 per cent. After falling to a 23 year low of 5.5 per cent, the unemployment rate closed the period at 5.7 per cent, while inflation, too, remained low at an annual rate, by June, of 2.5 per cent. Housing costs largely dominated economic discussion, with a general agreement the housing “bubble” had at last burst. January alone saw a 10 per cent decline in home loan approvals (Weekend Australian, 13-14 March 2004). When, in April, the Productivity Commission released its report into housing affordability, few were surprised when it found that “negative gearing” was largely responsible. The Commission’s recommendation to review generous investor tax breaks was ignored by the Treasurer.

    The Estimates Committee of the Northern Territory Legislative Assembly convened at 8.30 am. Mr CHAIRMAN: I call the Committee to order. Good morning, everyone. As Chairman of the Estimates Committee, I formally declare open this meeting of the Estimates Committee of the Legislative Assembly of the Northern Territory on this Tuesday 26 June 2007, and I extend a welcome to everyone present. While this is the 6th sitting of the Estimates Committee and procedures adopted throughout the sittings have become accepted practice, there are a number of areas regarding the conduct of the public hearings I should place on record. I table a copy of the Resolution of the Legislative Assembly dated 20 June 2007 which refers to the Schedule of the Appropriation Bill No 2 2007-08 and related budget documents. The role of the committee is to now examine and report on the estimates of proposed expenditure contained in that bill. Members of the Public Accounts Committee are considered to be members of the Estimates Committee. Other members of the Assembly may participate in the public hearings provided that the composition of the committee never exceeds seven members. The membership shall always consist of three government members, three opposition members and one Independent member. To assist Hansard, I will advise the membership of the committee at the commencement of every session, and I will acknowledge for the record when there is a change of membership of the committee throughout the hearings. At the first meeting of the Estimates Committee, the member for Port Darwin, Ms Kerry Sacilotto, was appointed Deputy Chair of the committee in accordance with paragraph 8 of the Terms of Reference.

  • Participation and Power: Aboriginal Representation And
    PARTICIPATION AND POWER Aboriginal Representation and Members of the Northern Territory Legislative Assembly 1974 - 2014 Michael Tatham 1 Background and Introduction The starting point for this paper was inspired by an opinion piece in the Australian Financial Review where the political editor Laura Tingle wrote in 2013 as follows: Take Prime Minister Julia Gillard's move to get Nova Peris onto Labor's Northern Territory Senate ticket. What a shock it was to see the local ALP establishment which has singularly and disgracefully failed to promote any Indigenous candidates expressing outrage at the PM's move. Quelle surprise! 2 How does this claim sit against the reality that on 34 occasions in the Northern Territory over 12 Assemblies since 1974, a person of Aboriginal heritage has been elected as a Member of the Legislative Assembly? In each of the twelve Assemblies there has been at least one Aboriginal Member and a number of candidates at each election. On that basis, the comment deserves some analysis as to why it is so framed and whether it is fair in the overall context of representation in the jurisdiction. This paper does not analyse whether Aboriginal Members of Parliaments achieve results for Aboriginal peoples. For analysis on that matter see Sarah Maddison’s 2010 article 3. The dismissive comment arguably undervalues and diminishes the contributions made by so many Aboriginal people as candidates, potential Members and Members in the Northern Territory. The theme of the 2014 Australasian Study of Parliament Group conference - ‘representation’, lends itself well to developing this discussion looking factually (as far as possible) rather than critically, at what ‘Aboriginal representation’ is and what people think it should mean, in the context of the Northern Territory of Australia.
