To approve the Secretary’s and Treasurer’s Reports for April, 2012, as per the attached, in the amount of $1,139,719.69 Pursuant to N.J.A.C. 6A:23-2.11(a), the West Essex Regional School District Board of Education acknowledges receipt of the secretary’s certification, and after review of the monthly financial report (appropriations section) certifies that, to the best of its knowledge, as of April, 2012, no major account or fund has been over expended in violation of N.J.A.C. 6A:23-2.11(b), and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year.

WHEREAS, NJSA 18A:21-2 and NJSA 18A:7G-13 permit a Board of Education to establish and/or deposit into certain reserve accounts at year end, and WHEREAS, the aforementioned statutes authorize procedures, under the authority of the Commissioner of Education, which permit a board of education to transfer anticipated excess current revenue or unexpended appropriations into reserve accounts during the month of June by board resolution, and WHEREAS, the West Essex Regional Board of Education wishes to deposit anticipated current year surplus into a Maintenance Reserve Account at year end, and WHEREAS, the West Essex Regional Board of Education has determined that an amount not to exceed $1,250,000 is available for such purpose of transfer; NOW THEREFORE BE IT RESOLVED by the West Essex Regional Board of Education that it hereby authorizes the district’s School Business Administrator to make this transfer consistent with all applicable laws and regulations.

8. To authorize the West Essex Board of Education to enter into a cooperative pricing agreement with Middlesex Regional Educational Services Commission, as follows: WHEREAS, N.J.S.A. 40A:11-11(5) authorizes contracting units to establish a Cooperative Pricing System and to enter into Cooperative Pricing Agreements for its administration; and WHEREAS, the Middlesex Regional Educational Services Commission, hereinafter referred to as the ―Lead Agency " has offered voluntary participation in a Cooperative Pricing System for the purchase of goods and services; and WHEREAS, on June 18, 2012 the governing body of the West Essex Regional Board of Education, County of Essex, State of New Jersey duly considered participation in a Cooperative Pricing System for the provision and performance of goods and services; NOW, THEREFORE BE IT RESOLVED, that this resolution shall be known and may be cited as the Cooperative Pricing Resolution of the West Essex Regional Board of Education; and BE IT FURTHER RESOLVED, that pursuant to the provisions of N.J.S.A. 40A:11-11(5), the Business Administrator is hereby authorized to enter into a Cooperative Pricing Agreement with the Lead Agency; and BE IT FURTHER RESOLVED, that the Lead Agency shall be responsible for complying with the provisions of the Local Public Contracts Law (N.J.S.A. 40A:11- 1 et seq.) and all other provisions of the revised statutes of the State of New Jersey; and BE IT FURTHER RESOLVED, that this resolution shall take effect immediately upon passage.

Anything placed on this agenda, Items 1-8, will be voted upon in one motion. Motion by ______Seconded by ______to approve the following motions:

1. WHEREAS, the Board of Education of West Essex Regional School District in the County of Essex, New Jersey (the ―Board‖), desires to proceed with a school facilities project consisting generally of:

Renovations to Building ―O‖ at West Essex High School; and

WHEREAS, the Board now seeks to take the initial steps in order to proceed with the Project; NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the West Essex Regional School District in the County of Essex, State of New Jersey, as follows: Section 1. In accordance with the requirements of Section 6A:26-3 of the New Jersey Administrative Code, the Board hereby approves the Schematic Plans prepared in connection with the Project and the Board further authorizes the submission of same to the Essex County Superintendent of Schools and the New Jersey Department of Education for approval. The Board further authorizes the submission of the Schematic Plans to the Municipal planning board for its review; and Section 2. The School Administration and such other officers and agents of the Board as are necessary, including the Board attorney, bond counsel and architect, are hereby authorized to perform such other acts, to execute such other documents and to do such other things as are necessary to implement the determinations of the Board set forth in this resolution, including the submission of Information to the New Jersey Department of Education as applicable to the proposed Project; and Section 3. This resolution shall take effect immediately.

2. WHEREAS, the Board of Education of West Essex Regional School District in the County of Essex, New Jersey (the ―Board‖), desires to proceed with a school facilities project consisting generally of:

New Board of Education Toilet Room at West Essex Junior High School; and

WHEREAS, the Board now seeks to take the initial steps in order to proceed with the Project; NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the West Essex Regional School District in the County of Essex, State of New Jersey, as follows:

BE IT RESOLVED, that the West Essex Regional Board of Education (hereinafter referred to as the ―Board‖) hereby adopts and approves the Settlement Agreement and Release by and between the Board and L.G. II, Inc., which is incorporated herein by reference, and agrees to be bound thereby. The Board President and Board Secretary are hereby authorized and directed to execute the attached Settlement Agreement and Release and any other documents necessary to effectuate said Settlement Agreement.

[NOTE: Ms. Goudreau replaces Patricia Pawlikowski, who was changed in status to Substance Awareness Coordinator.]

To approve the appointment of Marion Callahan (MA) as a Science Teacher assigned to West Essex High School effective September 1, 2012 through June 30, 2013, at an annual salary of $65,556, which is Step 6 of the 2012/2013 Master’s Degree Teacher’s Salary Guide. [NOTE: Ms. Callahan replaces Elizabeth Ricafort, who was changed in status to Teaching Instructional Supervisor of Science and Environmental Safety.]

4. To approve the appointment of Timothy Cullen (MA) as a Science Teacher assigned to West Essex High School effective September 1, 2012 through June 30, 2013, at an annual salary of $62,087, which is Step 4 of the 2012/2013 Master’s Degree Teacher’s Salary Guide. [NOTE: Mr. Cullen replaces Erica Elfenbein, who resigned.]

5. To approve the appointment of Sueanne Pace (BA) as a Spanish Teacher assigned to West Essex High School effective September 1, 2012 through June 30, 2013, at an annual salary of $64,339, which is Step 7 of the 2012/2013 Bachelor’s Degree Teacher’s Salary Guide.

6. To approve the appointment of Henri Fromageot as a substitute teacher/certificated aide assigned to West Essex Regional School District effective September 1, 2011, for the 2011/2012 school year, at the rate of $90 per day.

7. To approve the appointment of Elizabeth J. HoAire as a part-time 10-month secretary, four hours per day, three days per week, assigned to West Essex Middle School effective August 27, 2012, for the 2012/2013 school year, pending receipt of appropriate paperwork, at an annual salary of $20.94 per hour, which is Step 4 of the 2012/2013 Secretarial Salary Guide. Ms. HoAire will also attend one (1) day of new teacher orientation on August 23, 2012 at her hourly rate. [NOTE: Ms. HoAire replaces Melissa Coco, who was changed in status to full-time 12-month secretary at the April 23, 2012 regular Board meeting.]

8. To approve the appointment of Sarah Royse as a substitute teacher/certificated aide assigned to West Essex Regional School District effective September 1, 2012, for the 2012/2013 school year, at the rate of $90 per day, pending receipt of appropriate paperwork.

9. To approve the appointment of Mia Valente as a substitute teacher/certificated aide assigned to West Essex Regional School District effective September 1, 2012, for the 2012/2013 school year, at the rate of $90 per day, pending receipt of appropriate paperwork.

10. To approve payment to Patricia DiChiara, Guidance secretary assigned to West Essex Middle School, of six (6) unused vacation days for the 2011/2012 school year.

11. To appoint Juliann Hoebee, High School Vice-Principal, to serve as the Harassment, Intimidation & Bullying (HIB) Officer in the West Essex Regional School District for the 2012/2013 school year.

12. To approve Vickie Mirsik for the position of District Substitute Caller for the 2012/2013 school year at an annual stipend rate of $7,988.17.

13. To approve the appointments of Nick Campione, Rudi Hughes, David Inga and Robert Pordon to work in the Technology Department in the West Essex Regional School District, as needed, from Monday, June 18, 2012 through Friday, August 31, 2012, from 8:30 a.m. - 3:30 p.m., at the rate of $10.00 per hour.

14. To approve the appointments of Lee Oberg, at the rate of $42.00 per hour, Anthony Minnella, at the rate of $22.00 per hour, and Patrick McGlynn, at the rate of $17.00 per hour, to help complete the various miscellaneous summer construction projects, as needed, from June 25, 2012 through August 31, 2012.

15. To approve the appointment of Peter Davis, at the rate of $15.00 per hour, for summer maintenance work in the West Essex Regional School District, as needed, from Monday, June 18, 2012 through Friday, August 31, 2012, from 7:00 a.m. - 3:00 p.m.

To approve Linda Grancagnolo and Barbara Cieremans, high school Guidance Counselors, to work a maximum of fifteen (15) total shared additional days in the summer, between June 18, 2012 - August 31, 2012, at 1/200th of their annual contracted salaries, with the days to be assigned at the discretion of the Superintendent of Schools.
