A full set of guidelines is available at: www.iucn.org/pa_guidelines Complementary resources are available at: www.cbd.int/protected/tools/ Contribute to developing capacity for a Protected Planet at: www.protectedplanet.net/ IUCN PROTECTED AREA DEFINITION, MANAGEMENT CATEGORIES AND GOVERNANCE TYPES IUCN defines a protected area as: A clearly defined geographical space, recognised, dedicated and managed, through legal or other effective means, to achieve the long-term conservation of nature with associated ecosystem services and cultural values. The definition is expanded by six management categories (one with a sub-division), summarized below. Ia Strict nature reserve: Strictly protected for biodiversity and also possibly geological/ geomorphological features, where human visitation, use and impacts are controlled and limited to ensure protection of the conservation values Ib Wilderness area: Usually large unmodified or slightly modified areas, retaining their natural character and influence, without permanent or significant human habitation, protected and managed to preserve their natural condition II National park: Large natural or near-natural areas protecting large-scale ecological processes with characteristic species and ecosystems, which also have environmentally and culturally compatible spiritual, scientific, educational, recreational and visitor opportunities III Natural monument or feature: Areas set aside to protect a specific natural monument, which can be a landform, sea mount, marine cavern, geological feature such as a cave, or a living feature such as an ancient grove IV Habitat/species management area: Areas to protect particular species or habitats, where management reflects this priority. Many will need regular, active interventions to meet the needs of particular species or habitats, but this is not a requirement of the category V Protected landscape or seascape: Where the interaction of people and nature over time has produced a distinct character with significant ecological, biological, cultural and scenic value: and where safeguarding the integrity of this interaction is vital to protecting and sustaining the area and its associated nature conservation and other values VI Protected areas with sustainable use of natural resources: Areas which conserve ecosystems, together with associated cultural values and traditional natural resource management systems. Generally large, mainly in a natural condition, with a proportion under sustainable natural resource management and where low-level non-industrial natural resource use compatible with nature conservation is seen as one of the main aims The category should be based around the primary management objective(s), which should apply to at least three-quarters of the protected area – the 75 per cent rule. The management categories are applied with a typology of governance types – a description of who holds authority and responsibility for the protected area. IUCN defines four governance types. EMASCULATING THE EXECUTIVE: THE FEDERAL COURT AND CIVIL LIBERTIES IN LATE COLONIAL INDIA: 1942-1944 Rohit De1 On the 7th of September, 1944 the Chief Secretary of Bengal wrote an agitated letter to Leo Amery, the Secretary of State for India, complaining that recent decisions of the Federal Court were bringing the governance of the province to a standstill. “In war condition, such emasculation of the executive is intolerable”, he thundered2. It is the nature and the reasons for this “emasculation” that the paper hopes to uncover. This paper focuses on a series of confrontations between the colonial state and the colonial judiciary during the years 1942 to 1944 when the newly established Federal Court struck down a number of emergency wartime legislations. The courts decisions were unexpected and took both the colonial officials and the Indian public by surprise, particularly because the courts in Britain had upheld the legality of identical legislation during the same period. I hope use this episode to revisit the discussion on the rule of law in colonial India as well as literature on judicial behavior. Despite the prominence of this confrontation in the public consciousness of the 1940’s, its role has been downplayed in both historical and legal accounts. As I hope to show this is a result of a disciplinary divide in the historical engagement with law and legal institutions. Legal scholarship has defined the field of legal history as largely an account of constitutional and administrative developments paralleling political developments3.

    NATURE RESERVE OF ORANGE COUNTY NEWS RELEASE For Immediate Release June 13, 2016 Irvine, California-- Between June 18 to June 24 and July 5 to July 12, the Nature Communities Coalition (NCC), in collaboration with OC Parks, Irvine Ranch Conservancy, and The Nature Conservancy will conduct an aerial weed survey during daylight hours using a small, low-flying helicopter to document and map the distribution of over 30 weed species located within selected inland parks and open space areas. The resulting information will provide details about the abundance and distribution of invasive weeds and help land managers evaluate the effectiveness of current weed monitoring practices, identify emerging weed problems, and strategically plan future weed management actions. Notices describing the aerial weed survey will be posted at trailheads at participating parks and open space areas during the project period. The aerial weed survey will be focused on mapping the distribution of artichoke thistle and a minimum of 30 other established and emerging invasive weeds which degrade natural habitat values important to wildlife and the park visitor experience. This visit took place on the eve of the Chancellor’s trip to three African countries, namely Kenya, Nigeria and Angola. Chancellor Merkel and Chairperson Ping had extensive discussions on issues of mutual interest, including Libya, Sudan and other situations on the Continent, as well as bilateral cooperation between the AU and Germany. The Chairperson briefed his interlocutor on AU’s efforts to find a political solution to the Libyan crisis on the basis of the proposals contained in the Draft Framework Agreement endorsed by the Malabo Summit. The Chairperson also stressed the encouraging developments in Cote d’Ivoire and Sudan and the need for adequate international support to assist these two countries and consolidate the gains made. On her part, Chancellor Merkel emphasized the importance Germany attaches to the AU and its key role in promoting peace, security and development in Africa. She pledged continued support to the AU’s efforts aimed at achieving these goals. The Chairperson also met the Federal Foreign Minister, Dr Guido Westerwelle, and the Federal Minister for Economic Cooperation and Development, Mr. Dirk Niebel.     Van Long Nature Reserve Vietnam Van Long – local fishers cast nets in the limestone fringed community wetland By Dao Nguyen May 2008 Executive summary Van Long Nature Reserve is situated in Gia Vien district along the Northeastern border of Ninh Binh Province. Van Long straddles seven communes (local Government administrative units) and is in the heartland of the populated centre of north-eastern Vietnam, 85km south of the capitol, Hanoi. All the 45,000 or so people who live in these seven communes in the buffer zone of Van Long are of the Kinh ethnic Vietnamese majority. Van Long itself covers some 3,000 hectares and comprises two major geographic features. Firstly, Van Long is a large wetland and freshwater system. Secondly, the canals, lakes and streams wend through an island-like landscape of karst limestone mountains that harbour the only viable population of the Delacour Langur - one of the world’s most critically endangered species of primate (with less than 200 individuals remaining, globally). Without the protection afforded Van Long by the local community, and now by the Government and local authorities, it is highly probable that the Delacour langur would be the first primate extinction of the 21st Century. The name Van Long dates back centuries, and the community has evidenced a robust capacity to harness the natural resources of Van Long through decades of intense conflict and change, without diminishing their resource base. The cultural significance of the wetland-karst landscape is a vital part of local folklore and sense of place. With the outside discovery of the population of Delacour’s Langur in 1993, external attention to Van Long began to increase.

The German Economic Situation Economic Growth Perspectives and Employment After the downturn in 2008–09, there has been a strong economic recovery in Germany in 2010 and the first half of 2011. But in the context of an economic deceleration expected for the OECD countries, also the German economy will probably slow down considerably in the second half of 2011 and in 2012. Export growth is likely to weaken as key export markets cool down, partly due to fiscal tightening in Germany’s main trading partners. Export growth scored a high 14.4 percent in 2010 and is likely to decelerate to 8 percent in 2011, as a consequence of fiscal tightening and the flattening of the stock cycle in most major markets. Meanwhile, import growth is expected to decrease from 12.8 percent in 2010 to a still strong 6.6 percent in 2011. Domestic demand is also expected to decline as consumers and business are becoming more cautious. Private consumption growth is forecast to accelerate to 1.6 percent in 2011 from 0.4 percent in 2010, but will then stay at around 1.4 percent on average in 2012 to 2015. Employment is expected to expand which will support domestic demand, but real wages are expected to grow only slowly.
