U93 Public Participation Councillors John & Mary McCartney attended the meeting to discuss: - The planning application at 1 The Bungalow as this is in Parish This is an agenda item

-The missing litter bin at Water Lane The Clerk is already aware of this and has contacted Yorvik

-Anti social behaviour in the village The Parish Council has already contacted the Police several times on this issue and a meeting was held last week to discuss the problem with them.

A resident attended the meeting to discuss: -The report received by the Methodist Chapel on the state of the noticeboard This will be repaired by Councillor White

-An invitation was given to the Parish Council for Councillors to attend the Remembrance Day Service at the Chapel on 11th November commencing at 10.30am

U97 To consider the following planning applications and decisions:

Applications: -Section 73 application to vary condition 12 (plans) and modify conditions 4 (site enclosure), 5 (landscaping and 10 (highways) in response to submission of pre-commencement 1 requirements of approval 2017/0336/FUL for proposed erection of 1 no. detached dwelling at Shirley Dene, 23 Weeland Road, Eggborough Resolved To advise the following concern:

-By extending into the loft space the property will impact on the personal amenity of residents in the surrounding buildings as some of the properties are bungalows with bedrooms at the rear.

-Proposed installation of a 30m HEL CF31 Lattice tower on reinforced concrete base and associated works at Whitworth Bros. Ltd, Bowmans Mill, Northside Industrial Park Resolved To object to the planning application for the following reasons:

- It is not in keeping with the architecture of the village

- No consideration has been given to nearby properties

- The proposed location may have an impact on passing traffic on the A19

-The mast is currently sited on an existing building making it less intrusive. A possible acceptable option is to site it on a temporary structure, should the planning application for the new mill be successful, and then resite on the new mill.

-Outline application for up to 6 dwellings including access with all other matters reserved at 1 The Bungalow, Weeland Road, Eggborough Resolved To object to the planning application for the following reasons:

- The site lies outside of the development limits and is in Kellington Parish

- The site location plan shows ghost properties on a site to the west that are not yet built and the site does not have full planning permission. The applicant must provide accurate plans showing the reality of the existing site.

- The existing site layout is inaccurate and suggests that the properties could be classed as infill when they are not

- District Council already has a five year supply of deliverable residential land

-Proposed two storey side extension at Annex, 1 Weeland Road, Eggborough Resolved To advise the following concern:

- The proposed boundary gable window will impact on neighbouring properties and the personal amenities of residents

-Retrospective application for raised decking to the rear of the property at 40 Kellington Lane, Eggborough Application granted

Resolved To make all the above payments

The Limited Assurance Review has been received from the external auditor as the full review is not completed yet

Councillor Stone will undertake a 6 month audit of the accounts

The Clerk advised Councillors of the latest CIL statement The Clerk will forward all information received to Councillors and this will be an agenda item at the next meeting

U99 To discuss the Proposed Consent Form for the Christmas Parcels A copy of the draft Consent Form was circulated to all Councillors prior to the meeting along with the draft note for the Christmas Parcels Resolved Councillors agreed on both the Consent Form and note for the Christmas Parcels

U100 To discuss the Community Payback Scheme Councillor Stone is to arrange a meeting with the Coordinator

U101 To discuss the siting of a new litter bin at Foxdales Council have advised that they are unable to install a bin at the entrance to the field due to the distance from the road. Two different locations have been suggested instead Resolved To agree to option 2

U102 To discuss the public footpath at Sycamore Avenue The Clerk contacted NYCC regarding the possible installation of a stile between the public footpath at Sycamore Avenue and the private field to replace the previous stile that was removed. They have advised that as the stile is not a recorded structure they cannot authorise a crossing point unless it is for livestock control. The same applies for a gate. To authorise a new structure an application needs to be made under Section 147 of the Highways Act to NYCC, however if the reason was to reduce use by the public they would not be authorised Resolved Not to progress this

U103 To discuss the purchase of the Christmas Tree, the installation of the Christmas Lights, hire of the chapel and to confirm the date for singing around the Christmas Tree A budget of £1200 for Christmas was agreed at the last budget meeting to cover the cost of the Christmas events this year

Knottingley Silver Band has been booked for 15th December at 6pm and the cost is the same as last year at £125 The Xmas tree was purchased last year from Ian Jackson at a cost of £190 The installation and removal of the tree lights last year by David Sykes cost £511.20 A donation of £50 was made to the chapel last year for the hire of the chapel on the night and the provision of refreshments Christmas cards were sent out last year Bedford Mowing Services cost £50 last year to install tree Resolved The Clerk will contact Ian Jackson to discuss the purchase of an 18 foot Xmas Tree To send out Christmas Cards again this year To obtain a quote from Bedfords to install the tree To donate £50 to the Chapel again this year and confirm booking date To contact David Sykes to install the lights once a date for the delivery of the Christmas Tree is known

U104 To discuss the OAP Christmas Parcels Councillors were given a list of the food items in the parcel So far there are 61 names on the list Last year there were 70 names on the list and the cost from the Premier was £1517.08 Resolved To request a quote from the Spar shop To deliver the parcels on 16th December

U105 To discuss Parish Council Maps Councillor Wright is still looking into this 4

U106 To discuss the purchase of spare pads for the Defibrillator at the Police House The spare pads come in packs of 2 at a cost of £90 + vat or £45 + vat each with £5 + vat p & p. The Clerk could not see an expiry date on the pads in the defibrillator at the Police House Resolved To purchase a spare pad at a cost of £45 + vat

U107 To discuss current highway matters NYCC have advised: The priority signage for Selby Road is being prepared and will be placed along with other items when the contractor has booked road space.

The yellow lines at Water Lane are not part of the S278 work and will be advertised in January 2019 as they do a bulk Traffic Restriction advert once a year to save costs.

To reduce a speed limit isn’t just about moving the signs. A Traffic Regulation Order (TRO) is required which involves consultation, legal notice, then if the Order is signed, the official work to move the signs can take place.

However, creating a 30mph on Moor Lee Lane does not comply with the Department for Transport recommendations because it is necessary to follow the published guidelines when setting speed limits to ensure that they are appropriate for the environment and be effective so as to gain support from the Police should enforcement be required.

The request for Horses in Carriageway will be passed onto the Engineer for the area so they will contact on their return to discuss locations etc.

Resolved Councillor Cotter will progress the 30mph speed limit on Moor Lee Lane

U108 To receive reports on meetings attended Councillors discussed the meeting held by the Police in the Village Hall on 27th September regarding anti-social behaviour
