This spring marked the physical start to a long-planned collaboration between the NOAA Channel Islands National Marine Sanctuary and the Marine Science Institute with work beginning on the Outreach Center for Teaching Ocean Sciences. Located adjacent to the Marine Science Research Building on Lagoon Road, this building will provide a state-of-the-art facility for teaching marine science. The first phase of the building’s construction, office space for NOAA employees, is scheduled to be completed in September 2011. Established in 1995, the National Center for Ecological Analysis and Synthesis (NCEAS) has become a leader in developing collaborations and technical solutions to overcome obstacles related to the dispersed and heterogeneous nature of ecological data. This very successful partnership between the National Science Foundation, the State of California, the Marine Science Institute and UCSB brings hundreds of participants annually to its location in downtown Santa Barbara. Recently appointed NCEAS Director Dr. Edward McCauley leads the center and its efforts to enhance and extend its contributions to the global science community. You can read much more about NCEAS inside this report. Many thanks to NCEAS Interim Director Dr. William Murdoch for providing the vision to create NCEAS and his dedication to nurturing it over the years. It’s no exaggeration to say that the fiscal health of the University of California has seen better days. I am hopeful that it will improve in the near future but like other departments on our campus, the Marine Science Institute continues to suffer significant cuts to its operating budget. This year we also received a handful of stop work orders from the State of California, essentially requiring some of our research projects to shut down overnight due to the on going budget crisis. This can be devastating to the projects and the people they employ. Despite this adversity, MSI remains a growing and robust community. An example of this is a new project that Drs. Waite and Israelachvili received funding for from the Dental and Craniofacial Directorate of the National Institutes of Health. In dental and biomedical restorations, water is the nemesis of true adhesion between solid surfaces and polymers. The strong underwater adhesion of marine organisms such as mussels is based on an adaptive set of molecular and biophysical properties that may be systematically translated into medically relevant strategies. I look forward to following the progress of this project, and all of the projects, administered by MSI. MSI researchers are conducting world-class, cutting edge research in a wide-range of disciplines. It is an honor to be a part of these efforts as both a scientist and the head of the administrative support functions. These four mountains supportislands of coniferousforest separated by otherhabitats at lower elevations. Little information on the birds of the first three has been publishedpreviously. From 1981 to 1993, I, withthe helpof a numberof observers,censused the summer residentbirds of these four mountains,paying particular attentionto the speciesrestricted to highelevations. By comparingthese avifaunaswith each other, as well as with those of the San Gabriel,San Bernardino,and San Jacinto mountains, and the southernSierra Nevada, I hopeto addto currentknowledge of thestatus and distribution of montane birds in southern California. VEGETATIO51AND GEOGRAPHY The patternof vegetationin the surveyareas is typicalof thatfound on manysouthern California mountains. Generally, the south- and west-facing slopesof the mountainsare coveredwith chaparralor pinyon-juniper woodlandalmost to the summits.On the north-facingslopes, however, coolertemperatures and more mesic conditions support coniferous forest, which often reaches far down the mountainsides. Because the climate is arid, few creeksor streamsflow at high elevations,and most water is availablein the form of seepsor smallsprings. BothFigueroa (4528 feet, 1380 m) andBig Pine (6828 feet,2081 m) mountainsare locatedin the San RafaelRange, the southernmostof the CoastRanges (Figure 1, Norrisand Webb 1990). The San RafaelMoun- tainsare borderedby the SierraMadre, a low chaparral-coveredrange, to the northand the CuyamaValley to the northeast.The SisquocRiver drains west from the San Rafael Mountains and Sierra Madre to the Santa Maria River.To the southlies the foothillgrassland of the SantaYnez Valley.

She has 15 years of experience in natural resource management with the U.S. Forest Service. Chris Collins Wildlife Chris holds a B.S. degree in Wildlife Management from Biologist Humboldt State University. He has 13 years of experience in wildlife management and biological work with the U.S. Forest Service, the National Park Service, and the U.S. Fish and Wildlife Service. Chris is responsible for project coordination, planning, implementation, and monitoring for wildlife issues on the Mt. Hough Ranger District. Michelle Coppoletta Botanist Michelle received a B.S. degree in Plant Biology from the University of California at Berkeley and a Master of Science in Ecology from the University of California at Davis. Prior to working with the Forest Service, Michelle was a rare plant botanist for the National Park Service at Point Reyes National Seashore where she worked on developing conservation and management plans for rare and sensitive plant species. She has also worked as a biological science technician for the USGS in the southern Sierra Nevada. She is currently the assistant botanist on the Mt.     Title Sharing the range: managing wildlife impacts to livestock production in California Coast Range working landscapes Author Sheri Spiegal Ph.D. Candidate, Department of Environmental Science, Policy and Management University of California, Berkeley Abstract Livestock and wildlife share grazed rangelands, and in many cases, they get along fine. Some wildlife species, however, can negatively impact livestock operations by killing livestock, consuming forage, damaging facilities, and transmitting disease. Ranchers have traditionally resorted to lethal wildlife control to reduce these impacts, yet this has been controversial as many people do not want any animal to be harmed for any reason. In addition, some policies designed to protect wildlife may be perceived by ranchers as doing so at the expense of livestock production. It is important to find ways to minimize the conflicts between livestock production and wildlife protection in order to maintain sustainable working landscapes that enjoy broad support among livestock producers and conservationists. Interviews of people connected with livestock production in and adjacent to the California Coast Ranges, from Mendocino County south to Monterey County, and a review of scientific literature were used to identify the main problems ranchers experience with wildlife and the impact reduction strategies they use that are broadly acceptable to the public. Interviewees most commonly described grievances related to the mountain lion, tule elk, coyote, California ground squirrel, and feral pig. For each of these species, a history of popular opinion in California is summarized, ecological and biological characteristics are briefly reviewed, impacts to livestock operations are described, dimensions of lethal control are outlined, and strategies used to reduce impacts with minimal controversy are assessed for their effectiveness.

INTRODUCTION This technical memorandum is prepared as part of the hydrogeologic conceptual model (HCM) for the Western and Central Management Areas (WMA and CMA, respectively) Groundwater Sustainability Agencies1 (GSAs) within the larger Santa Ynez River Valley Groundwater Basin (SYRVGB). This technical memorandum focuses on the geologic units within the SYRVGB, and the subsurface geologic model built to visualize those units. The aquifer characteristics of these units are then considered in a separate study which correlates principal aquifers within the basin. This technical memo describes the modeled geologic units and existing literature that identifies the water-bearing tendency of each unit but does not include an in-depth principal aquifer analysis or discussion. The HCM is the conceptual understanding of the physical characteristics related to the regional hydrology, land use, geologic units and structures, groundwater quality, principal groundwater aquifers, and principle aquitards of the WMA and CMA portions of the SYRVGB (basin). Understanding the regional geologic setting and structural configuration is integral to conducting subsequent technical studies of the basin, including presence, absence and correlation of principal aquifers, identification of an appropriate monitoring network, numerical groundwater modeling, and identification of projects and management actions in accordance with the Sustainable Groundwater Management Act (SGMA). A detailed subsurface three-dimensional model of the geologic units and structures (model) that comprise the basin was developed from publicly available published reports and data sources from the WMA and CMA GSAs.
