THE ART OF ‘GOVERNING NATURE’: ‘GREEN’ GOVERNMENTALITY AND THE MANAGEMENT OF NATURE by KRISTAN JAMES HART A thesis submitted to the Graduate Program in Environmental Studies In conformity with the requirements for the Degree of Masters of Environmental Studies Queen„s University Kingston, Ontario, Canada (September, 2011) Copyright ©Kristan James Hart, 2011 Abstract This thesis seeks to unpack the notions of Michael Foucault's late work on governmentality and what insights it might have for understanding the „governing of nature‟. In doing this it also operates as a critique of what is often termed 'resourcism', a way of evaluating nature which only accounts for its utility for human use and does not give any acceptance to the idea of protecting nature for its own sake, or any conception of a nature that cannot be managed. By utilizing a study of the govern-mentalities emerging throughout liberalism, welfare-liberalism and neoliberalism I argue that this form of 'knowing' nature-as-resource has always been internal to rationalities of liberal government, but that the bracketing out of other moral valuations to the logic of the market is a specific function of neoliberal rationalities of governing. I then seek to offer an analysis of the implications for this form of nature rationality, in that it is becoming increasingly globalized, and with that bringing more aspects of nature into metrics for government, bringing new justifications for intervening in „deficient‟ populations under the rubric of „sustainable development. I argue, that with this a new (global) environmental subject is being constructed; one that can rationally assess nature-as-resource in a cost-benefit logic of wise-use conservation. -

Bron Taylor Has the time come for a massive wave of direct action resistance to acceler- ating rates of environmental degradation around the world—degradation that is only getting worse due to climate change? Is a new wave of direct action resistance emerging, one similar but more widespread than that sparked by Earth First!, the first avowedly “radical” environmental group? The radical environmental movement, which was formed in the United States in 1980, controversially transformed environmental politics by en- gaging in and promoting civil disobedience and sabotage as environmen- talist tactics. By the late 1980s and into the 1990s, when the most militant radical environmentalists adopted the Earth Liberation Front name, arson was increasingly deployed. The targets included gas-guzzling sport utility vehicles, U.S. Forest Service and timber company offices, resorts and com- mercial developments expanding into wildlife habitat, and universities and corporations engaged in research creating genetically modified organisms. -

INTRODUCTION The involvement of a deepwater mobile oil rig in the April 2010 BP oil spill disaster in the United States exclusive economic zone ("EEZ") in the Gulf of Mexico forcefully demonstrated the potential that deepwater mobile oil rigs have to cause catastrophic harm to the coastal state in ways not presented by fixed oil rigs operating in shallow water.' Though coastal states have this great risk of catastrophic harm, their plenary jurisdiction over deepwa- ter mobile oil rigs is currently uncertain. 2 The vagueness of coastal state jurisdictional author- ity over these rigs3 unacceptably increases the risk of accidents,4 as seen with the BP Deepwater Horizon spill. -

Prison Managerialism in an Age of Austerity
Afterword: ‘It’s a New Way, But ...What Have They Lost?’: Prison Managerialism in an Age of Austerity As the original fieldwork for this book was being completed, the financial crisis of 2007 and 2008 was breaking and in its aftermath came a period of economic recession and fiscal austerity. This has touched upon all aspects of life in a myriad of ways, including prisons. This Afterword is intended to explore the impacts of this age of austerity upon the working lives of prison managers and to consider how this has altered the nature of prison managerialism. It draws upon addi- tional fieldwork conducted in one of the original research sites in 2014 and 2015, including five days of observations and 16 interviews. The Afterword opens by outlining the context both in terms of the national economic plan implemented in the wake of the crisis and in particular follow- ing the election of the Coalition Government in 2010. It also outlines the broad approaches adopted by prisons in order to reduce costs and their impact. The next section explores the empirical material generated from the additional fieldwork. This focuses on two major themes. The first is the shift from performance man- agement to change management, examining how managers have had to guide through a series of significant reforms and the effects that this has had. The sec- ond theme considers the changing nature of prison managers’ working world, particularly how it has come to reflect aspects of what has been described as ‘new capitalism’ (Sennett, 2004). The Afterword then concludes with reflections upon the working lives of prison managers and in particular the nature of prison managerialism. -

The debate of climate change has raised the attention and importance of the environment at international, national, and sub-national levels. The environment has been addressed as an afterthought of economic, physical, and demographic growth. Environmental problems are still considered a technical problem in order to avoid addressing, as much as possible, the socioeconomic and political driving forces creating them and their consequences for societies and nature. The current operational model for the environment followed in many countries, including the U.S. and Mexico, favors fragmented perspectives of complex problems. We place the discussion of environmental issues between Mexico and the United States within this context. Environmental issues and the management of natural resources have become a significant element of the binational relationship between Mexico and the United States during the last three decades. -

Ramseur Specialist in Environmental Policy August 29, 2017 Congressional Research Service 7-5700 www.crs.gov R43251 Oil and Chemical Spills: Federal Emergency Response Framework Summary Thousands of oil and chemical spills of varying size and magnitude occur in the United States each year. When a spill occurs, state and local officials located in proximity to the incident generally are the first responders and may elevate an incident for federal attention if greater resources are desired. The National Oil and Hazardous Substances Pollution Contingency Plan, often referred to as the National Contingency Plan (NCP), establishes the procedures for the federal response to oil and chemical spills. The scope of the NCP encompasses discharges of oil into or upon U.S. waters and adjoining shorelines and releases of hazardous substances into the environment. The NCP was developed in 1968 and has been revised on multiple occasions to implement the federal statutory response authorities that Congress has expanded over time. Three federal environmental statutes authorized the development of the NCP: the Clean Water Act, as amended; the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980, as amended; and the Oil Pollution Act of 1990. Several executive orders have delegated the presidential response authorities of these statutes to federal departments and agencies that implement the NCP. The lead federal agency serves as the On-Scene Coordinator to direct the federal response. Generally, EPA leads the federal response within the inland zone, and the U.S.
