The council adds that the state of the pavements is putting shoppers at risk, particularly as Epping hosts its busy Monday market. The town council has asked all shops and businesses to check the areas outside their premises and report any damage to Essex County Council with a view to the whole High Street being improved. Town Clerk Beverley Rumsey said: "We want our High Street to be a pleasant and safe place to shop, where residents don’t have to worry about broken and uneven pavements. "This is particularly important on Market Day when the High Street is extra busy. "We appreciate any support our shops and businesses can give us in reporting any issues to improve things for everyone." Town Mayor Tony Church will be pursuing the matter on behalf of the town.

A 45-year-old man and a 13-year-old boy were arrested on suspicion of attempted murder following an incident at Shelley Close - on the Shelley Estate - on Wednesday afternoon. They have been released on bail until Tuesday, September 19. Police said officers were called following reports of a disturbance during which a 15-year-old boy was stabbed with a screwdriver. A spokesman said a group of teenagers aged between 15 and 17 were reported to have gathered outside an address in the road and a disturbance followed. The victim was airlifted to hospital with serious injuries. His condition at the time was not believed to be life- threatening. An update on his condition is awaited.

WALTHAM ABBEY: Council hails "massive victory" over bus service 4.14pm - 25th August 2017

NEWS that the threatened 250/251 bus route service has been saved has been hailed as a "massive victory" by Town Council. The town council has welcomed the news that another company said it would provide an evening service after the 250/251 operator withdrew the service. Town council leader Liz Webster said: "The evening bus services will be maintained in the town. "After considerable hard work by town councillors working closely with Essex County Council, another bus company is willing to provide an additional evening service via the commercial service 66. (/Waltham Abbey to Loughton/Debden). "This situation arose with the service 250/251 being withdrawn by the previous provider due to costs and low passenger data. "It would have meant that there would have been virtually no bus services in the evenings in the town." Mrs Webster added: "During the consultation in June and July the town council responded robustly against the proposals as we considered it to be totally unacceptable. "Since then local councillors have been working tirelessly to work out a solution and we are pleased to announce this massive victory. "Our work continues to protect our local services, with town and district councillors investigating ways to improve services. "Our county councillor is meeting with county council officials next week to ensure the safe future of our evening bus service."

commitment they have shown. Epping St John’s has continued to thrive and build upon its success and we are looking forward to welcoming many of our students back to our school to begin the next part of their journey at a high quality sixth form provision. “These results do not just happen and are evidence of the hard work and perseverance of staff and students at Epping St John’s. "I wish all of the students ongoing and continued success for the future.” The school is preparing to join a multi-academy trust later this year. Executive Headteacher Allan Osborne said: "These results are nothing less than transformational. They are beyond my wildest dreams. "We use the phrase ‘golden ticket’ in our vision statement. These results clearly show that coming to ESJ means these student have won the golden ticket in their education. "We now go forward with a real sense of pride as we work to further improve these spectacular improvements and create the outstanding school we all dream of and which will become a reality." Chairman of Governors Ben Murphy said: "Early indications suggest this year's results have surpassed expectations and are further evidence of what has been a transformational couple of years at Epping St John's School. "The clarity of vision, the skill and commitment of staff and students, the support of parents and our community all working together as one family has delivered these results. "The impact, of course, is brighter futures and more diverse opportunities for our students who also now have the opportunity to continue their education at our sixth form. DISTRICT: Police helicopter base could relocate to North Weald 3.57pm - 24th August 2017

THE helicopter base - currently at Lippitts Hill, - could relocate to North Weald Airfield, Everything Epping Forest can reveal. The move would bring an additional 20,000 air movements a year, with the police helicopters operating 24 hours a day. The National Police Air Service (NPAS) has approached Epping Forest District Council, which owns the airfield, about the possible move as it has been given notice to leave Lippitts Hill by the time its lease expires at the end of March next year. NPAS, which is initially seeking a temporary site with a view to making the move permanent, would operate three helicopters and a fixed wing aircraft from the airfield. To accommodate the aircraft and have space to store and maintain its fleet NAPS would need at least one acre of land where a 35m x 35m (1,225sq.m) hangar could be built, along with some portable office accommodation for support staff. The airfield is already used as a base by the Herts and Essex Air Ambulance Service which has recently approached the council about establishing a more permanent base at the airfield. It currently operates two helicopters from North Weald. The relocation of NPAS would mean an additional 20,000 movements a year. A report to the district council's cabinet highlights the potential increase in flights and says it is a "key consideration" for any potential relocation. While the air ambulance service currently registers some 1,300 movements a year the NAPS operation would see some 20,000 movements (10,000 up and 10,000 down) per annum with flights 24 hours a day, 365 days a year. The council has requested a comprehensive Environmental Impact Assessment to include a noise assessment covering all proposed hours of operation. The cabinet report state that negotiations with NAPS indicate that the council could receive about £120,000 per annum in ground rent and movement fees (with the number of movements capped at 20,000). The cabinet report concludes: "In reaching a decision on the NPAS proposal, Members (councillors) will need to balance the likely environmental impact against the potential revenue benefits to the council of the proposal, which is in line with the council’s stated objective of intensifying aviation activity. "This also needs to be considered alongside our role as a public body in supporting the Police in ensuring community safety and crime reduction."

Sandie (writing on Everything Epping Forest's Facebook page) - They do a brilliant job. Worth putting up with to keep the airfield going.

Seymour Quilter (writing on the Everything Epping Forest Facebook page) - Great news. It will help keep the historic airfield viable and less likely to be shut by the council!

GCSEs: Roding Valley "extremely proud" of results 3.12pm - 24th August 2017

STAFF and governors at Roding Valley High School have congratulated the Year 11 students on their GCSE results. Head of School Sharon Jenner said: "We are extremely proud of the achievements of all our Year 11 students. Our results reflect the sheer hard work and commitment of both students and staff. "We are very pleased with the number of good passes achieved in Maths and English given that this 2017 summer exam season saw students sit the new Grade 9-1 GCSEs in Maths and English. "These reformed GCSEs were new exams with different content and exam paper styles. Staff worked incredibly hard to prepare students for examinations that no one had previously sat or seen. "This dramatic break from what has gone before means that any comparison of this year’s GCSE Maths and English scores is meaningless." In the new GCSEs, 67 per cent of all Roding Valley High School students achieved a good pass (Grade 4+) in English and 69 per cent of students achieved a good pass in Mathematics. Ms Jenner added: "This new 9-1 grading structure is not directly equivalent to the A*-G system but in this first year we were told to expect broadly similar proportions of students to get grades 1, 4 and 7 and above, as would have achieved grades G, C and A respectively under the old system. "Far fewer grade 9s would be awarded than the A* grade. With this guidance in mind we are absolutely delighted with the number of students who achieved a grade 8/9 in both English and Maths. "We are also delighted with the Triple Science results which were excellent. Many of our students achieved A/A* in all three Sciences. "The GCSE results in Biology, Chemistry and Physics exceeded national averages. "With more of our students achieving the highest levels of attainment, we look forward to these students returning to our Sixth Form to start their A-Levels with us. "Our results at GCSE, along with our excellent A-Level results, represent a significant achievement for everyone involved with the school. It is very exciting to be part of such a successful school community." The Department of Education will use the new 9-1 grades achieved in Maths and English and A*- G grades achieved in other subjects to calculate Attainment 8 and Progress 8 figures for all schools. These will be available sometime in the autumn term. Top achievers include Lorelei Booth, Francesca Cavadino, Zoe Donnelly, Louise Gilbert, Abbie Juniper, Kayley McCorkell, Kara Pleasance, Jodie Simm, Sean Stanfield and Abi Thompson who not only achieved grade 8/9 in English and Maths but also achieved A/A* in all their other subjects.

THE cafe at the Jubilee Pavilion, Love Lane, took £308 in July - with the total takings in the current financial year (April to July) totaling £895, while the April-July wage bill for cafe staff totaled £2,782. The figures were reported to last night's extraordinary meeting of Ongar Town Council's Jubilee Park Steering Committee. Councillor Lawrence Mendoza suggested that the council could get a business to take over the running of the

kitchen but that suggestion was dismissed by committee chairman James Browning who highlighted the proposed transfer of the facility to a community trust. Mr Mendoza added: "We seem to be losing money. It's a commercial kitchen. We have places in the High Street who make money serving food to passers-by. It is an opportunity." Councillor Bruce Freeman said: "It's not a place that's inviting to sit in and eat. It needs a vast improvement. It (a decision over the cafe's future) should be left to the trustees." * Bar takings at the Jubilee Park Pavilion totaled £5,936 in July taking the total bar income for April to July to £31,190. Bar staff wages for July were £3,844 (a total of £14,993 for April-July). * The council has spent £8,549 on grounds maintenance work so far this financial year, out of a current budget for the year of £11,750.

WALTHAM ABBEY: Baby rescued from river 5.38pm - 21st August 2017

FIREFIGHTERS tended to a mother and six-month-old baby after the baby, who was strapped into a pram, fell into the River Lee off Crooked Mile, Waltham Abbey. An Essex Fire and Rescue Service spokesman said the mother managed to rescue the baby and was looked after by two members of the public until the fire service and ambulance Service arrived. The incident happened shortly before 2pm today. Fire crews from Waltham Abbey and Loughton were called to the scene. Sub Officer Macwilliam, based at Waltham Abbey Fire Station, said: "When we arrived the baby had been rescued by the mother but it was clear she was suffering with shock and the baby was wet through and getting colder. "We got the baby out of its wet clothes and wrapped it in a warm blanket. "Two members of the public were comforting the mother and did an excellent job at keeping her calm. "We made sure everyone was okay and then handed them over into the care of the paramedics. "The mother and baby were taken to hospital as a precautionary measure."

WALTHAM ABBEY: Bus cuts 'could cut off town' 4.57pm - 21st August 2017

WALTHAM Abbey could be virtually cut off from neighbouring towns after 7.30pm if evening cuts are made to the 250 and 251 bus services, the town council fears. The town council has voiced its strong objections to the proposed changes in its response to Essex County Council. Councillors fear the cuts will leave areas of the town isolated which would have a number of detrimental effects on peoples' health and well-being, with an adverse effect on "social capital". Council leader councillor Liz Webster said: "There would be an adverse effect on employment, as there would be no available service for the evening economy, or people returning from work further afield. "Waltham Abbey is identified in the Office of National Statistics as having areas of high deprivation. "It is essential to these areas that bus services remain available during the evening as well as during the daytime. It reduces peoples' options when looking for work, as well as those who already work during the evenings." The town council has also highlighted the impact the changes would have on the evening economy with fewer people visiting the town for the evening impacting on restaurants and bars. Mrs Webster added: "The loss of these services means non-driving residents will be stuck in and around their own homes and not be able to go further afield in the evenings. "There may also be an adverse impact on people who use evening transport for health and educational purposes including hospital visits. "As the bus service 505 has been cut completely and now there is the threat to curtail evening service via the 250 and 251, we believe Waltham Abbey is being poorly served by public transport. "At this rate there will be few bus services left. "We are all encouraged to use public transport for a multitude of reasons. "Many residents cannot drive, or own a car, so they are dependent on public transport, but a poor and decreasing service does not encourage public transport usage. It is a downward spiral. "Unlike towns such as Waltham Cross, Debden, , , Epping and Loughton, we do not have either a mainline or station. "We are dependent for our public transport on the bus services, not only to get to destinations themselves but also to access other modes of transport. "These are slowly but surely being eroded to the detriment of our residents."

THEYDON BOIS: Playground appeal for funding votes 5.01pm - 15th August 2017

THE Playground At Theydon charity is calling on people to vote for it as it looks to secure £25,000 in funding. The committee is desperately trying to raise enough money to replace all the equipment on the site, including the rubberised flooring. Half of the £113,000 required has so far been raised but the committee hopes to win a community award from the OneFamily Foundation. The Poplar Row playground gets many visitors from the surrounding area as well as the village. The equipment was installed 25 years ago and as it is wooden much of it is rotten. Two pieces have already had to be removed as they were unsafe. The committee has secured £40,000 from Theydon Bois Parish Council and other smaller donations and hopes to reach the total and replace the equipment by the end of the year. PAT committee chairman Shelley Dix said: "Our playground is desperately in need of some love and attention and we would love to be able to replace the equipment this year. "If we could win this community award it would really help us on our way. We would be very grateful if anyone could vote for us, it only takes a minute but the outcome could make all the difference for us." To vote click here Voting closes on September 6. To donate towards the appeal, ring Shelley Dix on 07919 215465.

#EEF999LIVE: LOUGHTON: Man "encouraged boy into van" 10.03am - 11th August 2017

POLICE are appealing for information after a man was reported to have encouraged a boy to get into a van in Loughton. The incident happened in Vere Road - near the junction with Willingale Road - between 2.15pm and 3.15pm on Tuesday, August 8 , when three boys, aged 11, who were walking along the road, reported that a black or brown van with thin white lines around it pulled up alongside them. The man told the boy that his mum was on the phone and that he should get in the vehicle so he could speak to her. The boy then ran off. Nobody was injured. DC Ben Elliott said: “This is being investigated thoroughly and we want anyone who may have witnessed the incident to get in touch with us. "We urge parents to ensure their children are aware of stranger danger and to report any suspicious activity to us. “It should also be highlighted that this is believed to be an isolated incident and therefore we do not wish to alarm anyone.” Anyone with information is asked to ring Loughton CID on 101 or Crimestoppers anonymously on 0800 555 111.

ONGAR: Town could host petanque tournament 8.30am - 11th August 2017

A PROPOSAL that could see Ongar host a day-long petanque tournament is being supported by the town council. John Adams, of Ongar Twinning Association - having attended such an event in the Cotswolds - says the Ongar event could be held in the Pleasance car park in the High Street on Monday, May 6 next year. Approval would be required from Epping Forest District Council which owns the car park. District and town councillor Paul Keska told last night's planning and environment, public relations and open spaces committee that he had discussed the idea with district council leader Chris Whitbread and district council chairman Dave Stallan who were "more than happy to look at detailed plans when they are put forward". Mr Adams told the meeting: "If it's a success we see it as a possible annual event for the twinning association. "I just see this as an opportunity to raise the profile of petanque and raise some funds for the twinning association, and bring an event to the town which would benefit the town in general." Town councillor Janet Bicknell said: "I like the sound of this. I think it's a good idea."

ONGAR: Call on council to support Neighbourhood Plan work 8.28am - 11th August 2017

A CALL has been made for Ongar Town Council to show "positive support" towards the Neighbourhood Planning Working Group following a public meeting held to attract interest among local people. Some 60 people attended a public meeting at the Budworth Hall. Local resident Jim Padfield told last night's town council planning and environment, public relations and open spaces committee that he saw the public meeting as "the start of something" but added he believed former town councillor Mary Dadd - who is behind the Plan idea - is "facing a rearguard action". Mr Padfield said the Neighbourhood Planning Group needs to be independent of the town council but had to have the council's support. He told the town council meeting: "That group should be independent from this council and this council needs to give her (Mary Dadd) all the support it can. "Anything other than full support for the Neighbourhood Planning Group from this council is a big concern and it's a big mistake if it isn't the case." Committee chairman Lawrence Mendoza invited Mr Padfield to meet with him to discuss the issue.
