Numerous IMPACT programs, designed to grow union mar- ket share for our local unions and signatory contractors, are tak- ing off at the regional level through IMPACT’s ten Regional Advisory Boards (RABs). Each RAB is taking advantage of the new IMPACT Block Grant program approved earlier this year by the 22-member IMPACT Board of Trustees. Through this program, each RAB receives an annual block grant equal to 10% of its contributions made to IMPACT in the previous calendar year. For this inaugural year, the pool of grant money reflects total contributions since 2003, the year IMPACT was founded. Based on those funds, approximately $1.3 million is available for the entire program in 2006. The pool for 2007 will be based on total contributions during the 2006 calendar year. One example of a recent block grant: In New Jersey, IMPACT’s RAB II received $72,855 to develop and publish a quarterly newsletter. Additionally, the grant funds a lobbyist to represent New Jersey ironworkers and contractors in state public affairs matters. Education and training are high priorities. IMPACT works closely with the Ironworkers’ National Training Fund to take advantage of and address challenges affecting the ironworkers’ apprenticeship training program. Rick Sullivan, IMPACT’s Director of Education and Training, is taking the lead in developing and implementing several initiatives to ensure our apprenticeship training and journeyman upgrading programs meet the needs of our signatory contractors. This year the new Foreman Training for Ironworkers course was conducted in the IMPACT regions. The course is designed to develop highly-skilled foremen for our signatory contractors. The training course and materials were developed in 2005 with pilot courses conducted in Colorado, Texas and Missouri. This year, instructor training courses were held in Ohio, California, Colorado, New Jersey, Alaska, Minnesota, Georgia, Massachusetts, Washington, Texas and in the District of Columbia. Approximately 250 instructors from numerous local unions, including several from Canada, participated in the courses. The majority of these students were apprenticeship coordinators and instructors. Several contractor foremen, general foremen and superintendents also attended. IMPACT also facilitated the development of Construction Spanish. This is an English/Spanish construction glossary to assist with Spanish-English communications on the jobsite, in the apprenticeship classroom, during organizing campaigns, and anywhere where both English and Spanish are being spoken. Copies of Construction Spanish were sent to all local unions. The four online Project Tracking Systems available to IMPACT’s local unions and signatory contractor associations are instrumental in helping ironworkers identify and bid commercial, industrial and maintenance projects early in the bidding process. These systems were custom designed for IMPACT by McGraw-Hill Construction’s Dodge Reports and Industrial Information Resources. IMPACT is a joint labor-management trust formed under Section 302 (c) (9) of the Labor-Management Relations (Taft- Hartley) Act. IMPACT is a non-profit, tax-exempt organization under Section 501 (c) of the Internal Revenue Code. The primary mission of IMPACT is to expand job opportunities for union ironworkers and their signatory contractors through progressive and innovative labor-management programs.

eneral President Joseph J. Hunt has appointed David Gornewicz a District GRepresentative for this International Union effective May 1, 2006. Brother Gornewicz was initiated into Local 272, Miami, Florida on June 1, 1980. He served as director of the Local 272 Apprenticeship Program in 1996. After serving as an organizer for Local 272 he became president and director of organizing for the Local in 1998 serving in this capacity until 2002. He served as director of organizing for the Southeastern States District Council from 2002 until the present appointment. President Hunt welcomed him aboard saying, “I have every confidence that you will perform these duties as a district representative representing our entire membership in the same creditable and outstanding manner as you have performed your duties repre- senting the membership of Local 272.”

Donald A. Zampa Appointed General Organizer onald A. Zampa, FST-BM of Local 378, Oakland, California, has been appointed DGeneral Organizer by General President Joseph J. Hunt effective April 17, 2006. Mr. Zampa joined the Local 378 apprenticeship program in October 1978 attaining journeyman status in 1981. He quickly became involved in the leadership of his local union serving as executive board member from 1985-1991. He was elected president of the local in 1991 and was reelected in 1994, 1997 and 2000. He also served as a full time organizer concurrently beginning in 1995. Brother Zampa ascended to business manager in 2002, was re-elected in 2003, serving in that capacity until this appointment. General President Hunt has assigned him to assist with activities regarding Local 846 and the Metal Building Agreement in the western portion of the United States. He will also be assigned to assist the District Councils of the State of California & Vicinity, the Pacific Northwest and the Rocky Mountain Area as well as handling special assignments from International Headquarters.

Steve Parker is appointed Director of the Department of Reinforcing teve Parker, book #876080, was accepted into the apprenticeship program in Local 808, Orlando, Florida in 1971, and became a journeyman in 1974. He was elected to the Sexecutive Board in 1982, and business manager, financial secretary/treasurer in 1988. Recognizing his leadership ability General President Jake West appointed him general organizer on August 1, 2000 to assist in servicing the area of the District Council of the Southeastern States. Brother Parker was later assigned by General President Joseph Hunt to work for the Mid-Atlantic States District Council in Fairfax, Virginia in April 2002. In January 2003, Steve was assigned to International Headquarters in Washington, D.C., where he was coordinator for the very successful J.D. Steel campaign, working with Executive Director of Organizing Bernie Ever’s office. Steve remained at International Headquarters until July 2004, when he was reassigned as Administrator for the new Regional Reinforcing Local 846. On August 1, 2006, General President Hunt took executive action creating the Department of Reinforcing for the purpose of promoting the rebar industry throughout the United States and Canada. In his appointment letter General President Hunt gave Brother Parker high praise stating, “because of your experience, knowledge of the rebar industry and dedication to this International Union, I am appointing you Director of the Department of Reinforcing. I have every confidence you will do your utmost to increase job opportunities for our members in what has become one of the fastest growing segments of our jurisdiction.”
