    Client Update 1 October 30, 2017 Client Update U.S. Issues Guidance on Sanctions Relating to Russia’s Defense and Intelligence Sectors On Friday, October 27, the U.S. Department of State issued public guidance on the implementation of Section 231 of the Countering America’s Adversaries Through Sanctions Act (CAATSA). Section 231 of CAATSA requires the U.S. President to impose potential sanctions against individuals or entities that knowingly engage in “significant transactions” with persons that are a part of, or operating for or on behalf of, Russia’s defense or intelligence sectors. An overview of CAATSA is provided in our Client Update of July 28, 2017. The new guidance is accompanied by a list of entities considered to be operating in Russia’s defense or intelligence sectors. The guidance indicates, however, that not all large transactions with the listed entities will be considered “significant.” Rather, the State Department will focus largely on defense-related or intelligence-related transactions. Section 231 of CAATSA authorizes sanctions for conduct engaged on or after August 2, 2017, with any sanctions imposed becoming effective on or after January 29, 2018. The State Department also has stated that it intends, when possible, to “work with” persons contemplating transactions with the listed persons to help avoid sanctionable transactions. DEFENSE AND INTELLIGENCE SECTORS Over thirty entities, listed in the appendix to this update, are identified in the guidance as persons that are part of, or operating for or on behalf of, Russia’s defense or intelligence sectors. In 2014, according to an analysis by the Violence Policy Center, one in five law enforcement officers slain in the line of duty were killed with an assault weapon.i In addition to the Saiga assault rifle equipped with high‐capacity detachable ammunition magazines, Johnson was reportedly also carrying a Glock pistol and a Fraser 25 caliber pistol. Johnson had reportedly bought an AK‐style assault rifle for $600 in 2014 in a private sale arranged through Facebook with the transfer taking place at a Target parking lot, although it is not clear whether it was the weapon used in the Dallas attack. Johnson told the seller that he wanted the assault rifle because he missed the firepower of such rifles since returning to the U.S. from serving in Afghanistan. The Saiga AK‐74 is a classic assault rifle and incorporates many of the characteristics that make this category of firearm so lethal and distinguish it from sporting rifles (see later section Key Points About Assault Weapons). Data from the federal Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) show that about 25 percent of U.S.- sourced firearms traced in Mexico were first imported into the United States, and the number could perhaps even be higher. A database of illegal firearms trafficking indictments from U.S. court records compiled by the Violence Policy Center indicates that between 2008 and 2014 the majority of Latin America-bound guns seized by U.S. authorities during the trafficking process—59 percent—were imports. THE EXECUTIVE BRANCH HAS A GREAT DEAL OF LATITUDE IN ITS ABILITY TO RESTRICT THE IMPORTATION OF ASSAULT WEAPONS. The president has the authority, granted in the Gun Control Act of 1968, to restrict the importation of firearms that are not “particularly suitable for or readily adaptable to sporting purposes.” This authority has been used by previous presidents from both parties to restrict the importation of semiautomatic assault rifles. The president has the authority to ban the semiautomatic assault rifles that are currently being imported legally and then trafficked illegally to Mexico. CROSS-BORDER FIREARMS TRAFFICKING FROM THE UNITED STATES CONTINUES AT SIGNIFICANT LEVELS. It is widely known that the majority of firearms recovered by authorities in Mexico and submitted to ATF for tracing are U.S.-sourced.1 Between 2009 and 2014, 104,850 firearms were recovered in Mexico and submitted to ATF for tracing; 70 percent (73,684) of those firearms were determined by ATF to be U.S.-sourced.

Forskningsinstituten sysslar i huvudsak med att utveckla forskningsidéer för militär tillämpning. Konstruktionsbyråerna utvecklar och testar prototyper. Vetenskapliga produktionsassociationer kombinerar FoU- verksamhet med egen tillverkningskapacitet. Sammantaget består försvars- industrins FoU-komponent av nästan 600 organisationer. Av dessa är cirka 300 forskningsinstitut, knappt 130 konstruktionsbyråer och ungefär 170 vetenskapliga produktionsassociationer. Geografiskt är FoU-organisationerna koncentrerade till större städer. I och omkring Moskva finns nästan hälften av alla FoU-institut, medan St. Petersburg har en femtedel av instituten. Den militära FoU-strukturen kan indelas i sju huvud- sakliga branscher: flyg, rymdteknologi, skeppsbyggnad, konventionella vapen, radioelektronik och kommunikationssystem, ammunition och speciella kemikalier samt kärnteknik.

    Press release 25.11.2014 Kalashnikov Concern enters market in Malaysia and Thailand Agreements between Kalashnikov Concern, a member of the Rostec state corporation, and partners in Malaysia and Thailand involve the supply of products for civilian use. To date, these are the most extensive international agreements since Concern foundation. Thanks to the new contracts, the Concern was able to neutralize the negative impact of the sanctions on Russia and expand its own presence in the world. Compared with 2012, the volume of deliveries of Kalashnikov Concern weapon production increased by more than 3 times in international markets, excluding the US market. The Concern continues to build partnerships with countries in the Asia-Pacific region and Africa and Latin America as part of a new international development strategy. Along with Malaysia and Thailand, ties between the Concern and partners in other Asian countries are also developing. While earlier these markets were considered closed to Russian export due to the predominance of US products, today the situation has changed, allowing for the arrival and expansion of Izhevsk arms in the region. “In recent years, the increase in the Concern’s civilian products exports is on the rise, which corresponds to the general tendency of Russia strengthening its position in the global arms market. This year, Kalashnikov Concern continues to actively explore new and promising markets. Contracts signed with Asia-Pacific region countries will help to demonstrate the advantages of our arms inventory and the Concern’s outlook in terms of sanctions and the globalization of world markets,” said Kalashnikov Concern CEO Alexei Krivoruchko.
