INTRODUCERE Orice strategie comunală, orăşenească, municipală, trebuie obligatoriu introdusă în contextul Strategiei Naţionale. Din aceste motive la începutul acestei lucrări vom face o scurtă incursiune în Strategia Naţională pentru Dezvoltarea Durabilă a României. Asta, pentru a avea o imagine mai largă despre modul în care am identificat şi ne-am propus să rezolvăm direcţiile principale de acţiune pe termen mediu şi lung în context intern şi european. Elementul definitoriu al acestei Strategii Naţionale este racordarea deplină a României la o nouă filosofie a dezvoltării, proprie Uniunii Europene şi larg împărtăşită pe plan mondial - cea a dezvoltării durabile. Se porneşte de la constatarea că, la sfârşitul primului deceniu al secolului XXI, după o tranziţie prelungită şi traumatizantă la democraţia pluralistă şi economia de piaţă, România mai are de recuperat decalaje considerabile faţă de celelalte state membre ale Uniunii Europene, simultan cu însuşirea şi transpunerea în practică a principiilor şi practicilor dezvoltării durabile în contextul globalizării. Cu toate progresele realizate în ultimii ani, este o realitate că România are încă o economie bazată pe consumul intensiv de resurse, o societate şi o administraţie aflate încă în căutarea unei viziuni unitare şi un capital natural afectat de riscul unor deteriorări ce pot deveni ireversibile. Prezenta Strategie stabileşte obiective concrete pentru trecerea, într-un interval de timp rezonabil şi realist, la modelul de dezvoltare generator de valoare adăugată înaltă, propulsat de interesul pentru cunoaştere şi inovare, orientat spre îmbunătăţirea continuă a calităţii vieţii oamenilor şi a relaţiilor dintre ei în armonie cu mediul natural.

    INTERNATIONAL MIGRATION OF POPULATION FROM BOTOSANI COUNTY The study on international migration of population from Botosani county bring a little light where official data conceal the essential aspects regarding the profound implications that this phenomenon has on the social mentality. If we know how many people go and where, people's personal motivations certainly far exceed the quantitative data that we have. Every emigrant of Botosani hides a story that can be ascertained only through dialogue that too few people are willing to participate. Emigration is customized for each individual case, therefore an overview of the phenomenon locally, especially at regional level it is difficult to play. To what extent can we generalize the phenomenon? Apparently, the same thing happens in all counties but destinations and motivations change depending on education level and social environment in which each individual. To quantify and concludes on some general patterns on emigration from Botosani county we need to study more and rigorous add a personal touch to each case, and such actions are harder taken as analytical approach faces in again, the skepticism of the population involved. International migration from Botosani has produced a demographic transformation of the entire county level. Today is observed a beginning aging population in the eastern part of the county. In recent years, the birth rate and marriage is reduced, resulting a slight population decline. NR. 433/25.11.2009 HOTĂRÂRE privind acordul municipiului Botosani pentru asocierea cu Judetul Botosani si unitatile administrativ teritoriale in vederea constituirii Asociaţiei de Dezvoltare Intercomunitară „ECO PROCES” Botosani CONSILIUL LOCAL MUNICIPIULUI BOTOSANI, văzând expunerea de motive a domnului Primar Cătălin Mugurel Flutur privind acordul municipiului Botosani pentru asocierea cu Judetul Botosani si unitatile administrativ teritoriale in vederea constituirii Asociaţiei de Dezvoltare Intercomunitară „ECO PROCES” Botosani, analizând raportul de specialitate comun al Direcţiei Dezvoltare Locala, Monitorizare Servicii Publice, Programe Internationale şi al Serviciului Juridic – Contencios din cadrul aparatului de specialitate al primarului, înregistrat sub nr. 14972/ 17.07.2008, precum şi raportul de avizare a Comisiei de specialitate a Consiliului Local al municipiului Botosani, având în vedere prevederile: Legii nr. 51/2006, a serviciilor comunitare de utilităţi publice, cu modificarile si completarile ulterioare, ale Legii nr. 101/2006 , Legea serviciului de salubrizare a localitatilor, cu modificarile si completarile ulterioare, ale Ordonatei Guvernului nr. 26/2000 cu privire la asociatii si fundatii, aprobata cu modificari si completari prin Legea nr. 246/2005, precum şi art. 11, art. 36 al. 2 lit. e) si al. 7 lit. c) din Legea nr. 215/2001 republicată, în temeiul art. 45 din Legea administraţiei publice locale nr. 215/2001, republicată, cu modificările şi completările ulterioare, HOTĂRĂŞTE: Art. 1 Se aprobă asocierea municipiuluiBotosani, prin Consiliul Local Botosani, cu judeţul Botosani, municipiul Dorohoi, oraşele si comunele prevazute in anexa nr.1 la prezenta hotărâre, în cadrul Asociaţiei de Dezvoltare Intercomunitară „ECO PROCES” Botosani, persoană juridică de drept român, înfiinţată conform art.

Introduction To establish protected areas together with an efficient management is a necessity as: protected areas are representative of natural and semi-natural ecological ecosystems that can be valued and monitored to a certain degree in relation to their state as well. Such ecosystems are the main components of the natural capital providing resources and services for the socioeconomic development; protected areas are zones where it is possible to develop the knowledge necessary for passing from the transition period to a sustainable development model; protected areas are “out-door lessons” of education on nature’s role and the necessity of nature’s conservation and sustainable development. Differences of terminology can be eliminated simply, by using IUCN system of classification whose main aim is to manage the protected area. In the system there are 6 categories of protected areas, which also involve a varying degree of human intervention – from nonexistent (category I-a and I-b) to a higher degree (category V).
