University President Discourse After an On-Campus Crisis. Published Doctor of Philosophy dissertation, University of Northern Colorado, 2019. The presidents of higher education institutions (HEIs) may, at some point during their tenure, be faced with managing a crisis such as a natural disaster, an individual or group intending to harm the campus community, or a large-scale accident or student protest. While leadership can take on many forms in daily life, leadership after crisis requires communication with stakeholders and the media, and may help or hinder crisis recovery (Hincker, 2014). Understanding the elements included in HEI president post- crisis discourse may help presidents and crisis managers formulate a comprehensive crisis communication strategy, moreover, it provides the higher education community the opportunity to learn from presidents’ experiences so that we may be better prepared to communicate post-crisis. This study focused on university president discourse after an on-campus crisis and explored four crisis types: environmental, intentional, accidental, and student protest. Three cases were considered under each crisis type, for a total of 12 cases. Data included transcripts from speeches, press conferences, press releases and interviews, written statements, authored articles, and emails from the president starting the day the crisis impacted the HEI through one year after. Use of framing devices, recommended strategies from situational crisis communication theory (SCCT), and other emergent themes were explored. Findings were compared within and between each crisis iii type. While framing devices were present in the HEI president discourse of all 12 cases, presidents leading their HEI through an environmental crisis used them most often. Of the four crisis types considered, presidents leading their institution through environmental crises used recommended SCCT strategies in their discourse, while the discourse of presidents leading after the other crisis types included strategies that were misaligned. Major themes identified in the presidents’ discourse included positivity from environmental crisis cases, and messages of family and community from accidental crisis cases, but common themes within intentional and student protest cases were not found. Results from this study can assist current and future HEI presidents who are faced with managing a crisis by creating awareness of framing devices and SCCT recommendations and informing how they can be used to communicate, support, and lead after particular types of crises. iv ACKNOWLEDGEMENTS I would like to thank everyone who helped support me throughout my doctoral journey, especially the dissertation portion. With the development of social media, news of a crisis spreads quickly and may reach large populations even while the crisis is ongoing. Higher Education Institutions (HEIs) are not immune to crises and many campus communities have experienced hurricanes, floods, fires, earthquakes, hazing deaths, mass shootings, large- scale student protests, and catastrophic accidents. Seung-Hui Cho murdered 32 people, wounded 17 others, and took his life at Virginia Polytechnic Institute that day. Although many critical details surrounding the event were unknown or unclear immediately after it took place, local and national media outlets published as much information as possible, even at the risk of inaccurate reporting. For example, one of the first reports published by the media after the rampage described “unimaginable horror as some students were lined up against a wall and shot” by the gunman, who was supposedly not a student and was looking for his girlfriend (Hauser & O’Connor). It was later confirmed that the shooter was 23-year-old Virginia Tech student Seung-Hui Cho, who was not only classified as mentally ill, but was also deemed “an imminent danger to self and others” by a district court in Montgomery County, Virginia, in December of 2005 (Effron).

Financial reports are reviewed by the Executive Committee prior to inclusion in the meeting packet. The Agencywide Revenue and Expense report compares actual year to date receipts and expenses to the FY19-20 budget adopted by the Commission at the June 27, 2019 meeting. The financial operations of the agency are somewhat fluid and projects, added and modified throughout the year, along with the high volume of Workforce program activities, impact the adopted budget. To provide clarity, Commission and Workforce Development Board activities are separated on the agencywide report. As of month-end September 2019 (25% of the fiscal year), Commission year to date revenues are 28.16% and expenses are 27.59% of adopted budget. The two largest budget expense lines, Salary and Fringe, are in line with budget at 26.42% and 28.11%, respectively. Looking at the balance sheet, Accounts Receivable is $581,739. Of this total, Workforce receivables are $265,206 (46%) and current. Fiscal year-end procedures require all outstanding projects at year-end be closed into accounts receivable, resulting in an above average balance at the beginning of the fiscal year, but should return to average levels as the year progresses. The Executive Committee reviews all aged receivables over 60 days and no receivables are deemed uncollectible. Net Projects ($114,156) represents project expenses, primarily benchmark projects, that cannot be invoiced yet and posted to receivables.

    The Annals of Volume 72, Number 3 Iowa Summer 2013 A QUARTERLY JOURNAL OF HISTORY In This Issue KATE HOEY and JOY SMITH analyze the context and consequences of an important legal case decided by the Iowa Supreme Court in 1956, Acuff v. Schmit. The case established a wife’s right to claim loss of consortium. The authors show, however, that although the decision did extend mar- ried women’s legal rights, it rested on a traditional cultural commitment to marriage and did not represent a fundamental change in the courts’ view of the hierarchical relationship between husbands and wives. ANNA L. BOSTWICK FLAMING describes the programs of The Door Opener, a center for displaced homemakers in Mason City. She shows, in particular, that, in a place and time marked by skepticism of both feminism and state-run antipoverty programs, The Door Opener’s success depended on a strategic use of government funds and feminist critiques to better the lives of former homemakers in Iowa.
