1. Introduction.

The Greater Colombo Water and Wastewater Management Improvement Investment Programme (GCWWMIIP) is aided by the Government of Sri Lanka, Asian Development Bank (ADB) and executed by Ministry of Urban Development, Water Supply and Housing Facilities and implemented by National Water Supply & Drainage Board.

The investment program uses a multitranch financing facility (MFF) and delivered in four projects. As per ADB’s safeguard requirements, an environmental assessment and review framework (EARF) was prepared to guide environmental assessment throughout the entire MFF period. Tranche 1 covers water supply service improvement in North Colombo and Tranche 2 covers investments in the south part of Colombo city which aim to deliver better urban water supply services in an effective manner by reducing non-revenue (NRW) in the area. Tranche 3 provide additional financing for Tranche 1 & 2 and offer funds for Project Development Assistance (PDA).

This Bi-annual report consists of status of project Environmental Management and Monitoring progress for the period of 1st of January to 30th of June 2020. Further this report is developed for the components under National Water Supply and Drainage Board (NWSDB).

1.2. Objectives

The main objective of GCWWMIIP is to improve water and wastewater service and management efficiency, security and have an important effect on public health in Greater Colombo.

The Program will:

(i) Reduce NRW in Colombo City from 49% in 2012 to below 18% by 2020 and in critical areas in particular from 60% to below 18% in 2020,

(ii) Enhance the institutional and operational capacity of the Western Central Regional Support Center (RSC-WC) to reach 100%, 24-hour quality water supply in Colombo city;

(iii) Expand wastewater collection, introduce wastewater treatment, enhance the capacity of CMC,

(iv) Sustainability of the wastewater service to have 100% wastewater coverage in Colombo city and 100% sanitation coverage in Greater Colombo.

The wastewater project is considered a separate component under Colombo Municipal Council (CMC) with a different PMU.

1.3. Environmental Category as per ADB Safeguard Policy Statement, 2009.

Greater Colombo Water and Wastewater Management Improvement Investment Programme (GCWWMIIP) has been classified by ADB as environmental assessment category B (some negative impacts but less significant than category A). The environmental impacts of the investments under the south part of Colombo city subproject have been reviewed in accordance with the EARF prepared for the program. Results of the assessment show that the south part of Colombo city subproject is unlikely to cause significant adverse impacts. Thus, this initial environmental examination (IEE) has been prepared in accordance with ADB SPS’s requirements for environment category B projects.

Project components are located in Greater Colombo urban area and there is no natural habitat left at these sites. The project sites are located in existing right of ways (RoWs) and government- owned land. There are no protected areas, wetlands, mangroves, or estuaries in or near the project location. There are no forest areas within or near the project sites. Soils are deep, and do not require cutting of rocks for pipe laying. The main activities of rehabilitation of Colombo city water distribution network is mentioned in the table below.

2. Projects Safeguards Team

The project is implemented by a Project Management Unit (PMU) headed by the Project Director which has been established in NWSDB. PMU has the overall responsibility in monitoring the implementation of EMP by each contractor. The Construction Supervision Consultant/ Engineer {M/s SMEC international & SETEC Engineering GmbH &Co KG (NRWCSC)} working under the PMU directly supervise and monitor the contractor in implementing the EMP. An Environmental Management Specialist (EMS) has been appointed by the consultant to look into the environmental safeguards aspects of the overall project. However, the EMS conducts site visits regularly to monitor the mitigatory measures which have been implemented by the contractor to minimize the environmental impact.

Further representing the PMU, the PIU staffs (Project Managers of NWSDB, Engineers and EAs’) are monitored the mitigatory measures that have implemented by the contractors. The PIU staffs conduct regular site visit and propose mitigatory measures to minimize the negative environmental impact and inconvenience to the general public. The environmental and social safeguard training programs and workshops that are conducted by ADB and consultant, have been enhanced the knowledge and skills of the PIU and contractors’ staffs.

3. Overall project and subproject/package progress and status

As an ADB funded project, it (the project) have need of complying with safeguards policy requirements of the ADB. Therefore, Environmental Assessments (EAs) in the form of Initial Environmental Examinations (IEE) have been completed for projects in Colombo Municipal Council area by the National Water Supply and Drainage Board, Government of Sri Lanka for the Asian Development Bank.

Execution of mitigation measures to minimise environmental impacts during construction period is a responsibility of the contractor. Environmental Management Plans (EMPs) have been developed based on the impacts and mitigation measures.

3.1. Area covered under the project, main activities and progress.

The project area has been divided in to 04 packages as Package (P) 01 – Colombo North (CN), P 02 – Colombo East (CE), P 03 – Colombo West (CW) and P 04 Colombo South (CS). The packages are further divided in to District Meter Area (DMA) as below mentioned.

The cumulative progress of the main activities of the subprojects are presented in table 3.1. Some of the contractor of subprojects were unable to achieved the target of the reporting period due to their cash flow issues and CoviD -19.

The list of contractors of each subproject is presented in below table. The Non-Revenue Water management and Construction Supervision Consultants (NRWCSC) shall also direct the contractor to rectify any non-compliance situation arising at construction sites.

7. Compliance status with Environmental Management plan (EMP)

All the Contractors were submitted SEMP. The table below discussed key activities that have been carried out in each subproject during the reporting period. There are impacts on physical, ecological and social environments for which mitigation measures have been taken by the contractor under the supervision of PIU, PMU and NRWCSC. The effectiveness of mitigation measures has been monitored and recorded by the contractor, PMU and NRWCSC. 7.1. Dust Control Measures:

During dry and windy weather situations, water bowsers were used to spray water on dusty pipe laying sites to suppress the dust emission. Plastic water tanks with elevated iron stands were made available at excavation sites so that site workers can wet the dusty site floor during their work, and also can clean the floor once they completed the work, before leaving the site. Also, site workers were encouraged to use poly ethylene sheets to heap the excavated spoil material on the trench’s side, till they are taken away from the site to dump at approved disposal yards. Construction material such as quarry dust and cold mix were also kept on laid polythene sheets once they were taken to pipe laying sites.

7.2. Water pollution control Measures: Stocks of bituminous construction material such as cold mix were covered with tarpaulin sheets at stockpile yards and pipe laying sites, so that such chemicals would not be washed off into nearby water streams during rainy weather situations.

7.3. Soil erosion and sediment control measures: Sand filled poly sacks were stacked around the boundary of stockpile yard to control the soil erosion and trap the sediments during rainy situations.

7.4. Stockpiles Management: Access road to the stock pile yard and the entrance were kept moist all the time to suppress the emission of dust due to the frequent vehicular movements. Boundary of the yard was stacked with poly sack bags filled with sand so that stocked construction material does not wash off into the surrounding environment. A water sprinkler system was installed at the stock pile yard to control the air pollution due to dust emission while loading and unloading operations are going on.

7.5. Solid waste Management:

Construction waste such as spoil material and cement waste generated at pipe laying sites and chamber casting sites were taken away and dumped at a disposal yard approved by the local authority. Other day to day waste generated at main office premises and labour accommodations, was collected separately and handed over to garbage collection service carried out by the local authority.

7.6. Barricades and Signage: All matters connected with traffic management perform by the contractor in accordance with the guidelines of CMC manual of safety on Road - work management. Below figure shows few signs, notice boards and barricades which are use at sites.

7.7. Workers labour camp:

Labour camps were kept routinely monitored to ensure the environmental hygiene and cleanliness of the premises. Garbage collection and disposal was done with the assistance of local authority. Weekly monitoring was carried out to ensure that there are no any mosquito breeding places at labour camp surrounding.

During the reporting period few minor accident and one major accident occurred. The one and only fatal accident of the project occurred during the reporting period. The cause for the fatal accident, was trench collapse package 3 area.

Seven incident were reported during the period. Those are underground utility (CEB cable, fiber optic cable) damages, trench collapse …etc. The preventive measures taken are, improve utility tracing technique, increase no. of trial trenches, improve shoring system…etc.

Fire extinguishers were made available at due places, with clear visibility as per the fire management plan of the project. Functionality of each fire extinguisher was periodically checked and recorded.

8. Monitoring of Environmental Impacts on Project Surroundings

An Environmental Parameters Survey help to understand existing environmental conditions, thus defining the focus of the environmental impact analysis and resources that need to protection through appropriate and viable mitigation measures. Based on the approved SEMPs, the Tranche 1 & Tranche 2, contractors have to carry out the monitoring of selected environmental parameters such as ambient air quality, noise levels and the water quality periodically.

All the contractors completed the monitoring of the above parameters during the pre-construction phase. Package 1 and Package 2 have completed the construction phase environmental parameters monitoring. Package 3 and package 4 to be conducted the construction phase environmental parameter monitoring program.

As a substitute of that there are stakeholders involved in project implementation of the GCWWMIIP. Therefore, it is necessary to provide a better understanding about the project purpose, intended interventions, expected benefits to the public. As a strategy for achieving above objective, stakeholder awareness through meeting, media and publications were considered.

Once the date and time confirmed for awareness programme, NWSDB-PMU prepare a notice about the awareness programme and distribute all residents in the condominium. The notice is prepared in both Sinhala and Tamil language.

10. Grievance Redress Mechanism

A project-specific grievance redress mechanism (GRM) has been established to receive, evaluate, and facilitate the resolution of affected person’s (AP’s) concerns, complaints and grievances about the social and environmental performance of GCWWMIIP.

Grievance Redress Mechanism for Package I area was established in 14th October 2015 so far including the reporting period it has been functioning in an efficient manner. GRM for Package II area was established on 03rd February 2016 at Thimbirigasyaya divisional Secretariat office and 10th February 2016 at Colombo divisional secretariat office. Up to date it has been functioning in an efficient manner. GRM for Package III area was established on 13th December 2017.up to date it is being functioning in an efficient manner. GRM for Package IV area was established on 27th December 2017 at Thimbirigasyaya divisional secretariat office. Up to the reporting period it is being functioned efficient manner.

Majority of the complaints reported were received via hotline numbers assigned to this particular packages and all received complaints forwarded to the WhatsApp group of the packages for quick response. Project Managers, Engineers and Engineering Assistants of both NWSDB Project Implementation Unit (PIU) and Contractors’ are the member of above groups. The PIU staff follow up the all received complaints on a regularly till them closure.

During the reporting period, all the complaints were settled in the field level which were received to the PIU and PMU. Reported issues were mainly related to reinstatement issue, no water supply, drainage line damages, house connection damages, storm water line damages, dust generation, water leakages and drains block. However, the complaints could be able to solve within the short term period. Received complaints details and action taken are listed in Annexure 01.

11. Health Programs

11.1. HIV/AIDS and STD Prevention program

A health program on HIV / AIDS & STD and mosquitoes breading prevention program was conducted for the employees of the client, consultant and contractor of P 3 on 10th February 2020 at the National Institute of Occupational Safety and Health.

The employees were able to checkup their Body Mass Indicator (BMI), Blood Pressure (BP) and Fasting (or Random) Blood sugar (FBS). Almost all the of workers have checkup their BMI, BP, and FBS as the first time in their life and some are detected as high levels of Blood Pressure and blood sugar. They were referred further medial guidance and followings. The senior Staff members had informed to workers to come with fasting for test fasting blood sugar.

Most of participants didn’t pay attention on their medical conditions. With the measurements of BMI participants get to know how much they want to reduce their weight and the range of BMI. The community physician conducted the lecture on BMI, FBS and BP ratings and how to be healthy after medical checkups. Few photos of the program are attached below.

11.2. CoviD – 19

With the Government of Sri Lanka plans to gradually reopen the economic activities, it was expected to commence the construction work of GCWWMIIP. However, offices, labour camps, yards which have been kept close for nearly a month shall attract stray animals and other disease spreading vectors. Therefore, all these sites need to be cleaned and disinfected before they are reopened for the work force. The preparedness plans for CoviD – 19 were developed by contractors and approved by supervision consultants. It was considered different segments such as. 1. Reopening of sites and mobilizing the key/ core staff 2. Commencement of work, increasing the more work force, equipment and operation of machinery and equipment 3. Awareness creation, routine and regular health/ hygienic practices 4. Emergency preparedness Few photos are attached of the taken measures to curb CoviD – 19. 12. Conclusion and further actions

The ongoing works of sub projects did not make vital impacts to the surrounding environment. However, observations revealed that there were some impacts due to dust emission, noise related issues at night time work, utility damages, soil/quarry dust & ABC erosion and delay of reinstatement activities. It was exposed that construction safety and the occupational safety activities which are poor in few locations of the program. The contractors of Package I, II, III and IV to be further improved their social safeguard measures.

The ongoing construction works have caused traffic congestion due to high volume of traffic and narrow condition of existing roads, therefore a good traffic control plan to be implemented throughout the working period.

The project’s Grievance Redresses Mechanism was established. No significant issues were observed during the reporting period. The contractors should give attention to reduce public nuisances caused by the construction works, especially they involved for rectification activities on utilities, house damages and reinstatement activities too.

The status of the compliance of the environmental conditions in the EMoP were at the acceptable level during the reporting period. No major complaints were received during this period. Therefore, it can be concluded that the public were not affected badly and no serious issues created due to the project activities.
