GUN INDUSTRY TRADE ASSOCIATION RESORTS TO DECEIT AFTER CBS NEWS 60 MINUTES DOCUMENTS DANGER OF FIFTY CALIBER ANTI-ARMOR RIFLES National Shooting Sports Foundation Seeks to Fend Off Oversight Of Ideal Terror Tool By Lying About Federal Records of Firearms Sales Stung by a CBS News 60 Minutes documentary that reported the looming danger of terrorist use of powerful 50 caliber anti-armor sniper rifles that are freely sold to civilians, the National Shooting Sports Foundation (NSSF), a gun industry trade association, has posted an egregiously dishonest misrepresentation regarding the lack of federal records kept on the sale of such firearms. The 60 Minutes report on January 9, 2005, accurately reported that no one in the federal government—much less the federal anti-terrorism establishment—knows who has these powerful long range anti-materiel sniping rifles.1 The 50 caliber anti- armor rifle can blast through armor, set bulk fuel stores on fire, breach chemical storage tanks, shoot down helicopters in flight, and destroy fully-loaded jet airliners on the ground—all from more than a mile away. The NSSF, desperate to fend off a growing state-led grassroots movement to regulate these weapons of war in the wake of indifference by the Bush administration and inaction by the majority leadership of the U.S. Congress, has taken out of context four words spoken by Violence Policy Center (VPC) Senior Policy Analyst Tom Diaz, and attempted by innuendo, half-truth, and outright lie to twist them into a “boldly false assertion.” This desperate smear withers under close examination. In the passage NSSF seeks to distort, 60 Minutes first correctly notes that the VPC’s objective, as articulated by Diaz, is to bring the anti-armor rifles under the existing federal National Firearms Act, under which similar weapons of war—such as machine guns, rockets, and grenades—are individually registered and all transfers recorded by the federal government. -

Introduction to Extreme Long Range (ELR) Shooting By Bryan Litz, Applied Ballistics Introduction Accuracy and precision minded rifle shooters are continuously pushing the limits of long range rifle shooting. Those at the pinnacle of the sport, who routinely score first round hits on steel targets beyond a mile are calling their pursuit Extreme Long Range Shooting – ELR. This article explores the fascinating world of ELR shooting including the special equipment, knowledge and skills required to succeed. The rifle is Mitch’s self built 375 Lethal Magnum that he used to win the event. What is ELR? As stated in the introduction, ELR stands for Extreme Long Range, but what is that, in numbers? ELR may mean something different for a .308 Winchester shooter as compared to a .50 BMG shooter. Where is the threshold between normal long range and Extreme Long Range generally considered to be? The fact is that range becomes extremely long at different distances depending on the performance of the rifle you’re shooting. One way of accounting for this is to consider ELR shooting to be the distance at which your bullets slow to transonic speed. All high performance centerfire bullets start out somewhere around Mach 2 or 3, which is 2 or 3 times the speed of sound. As the bullets fly downrange the loose speed due to aerodynamic drag. Offensive Weapons Bill Written evidence submitted by Simon Edwards Section 28 Proposal to move rifles that can discharge a shot bullet or other missile with kinetic energy of more than 13,600 joules at the muzzle of the weapon to section 5 of the Firearms Act 1968; this amounts to a prohibition of these firearms. In her summing, up Victoria Atkins stated that in one example she was given it was stated that the rifles are large and heavy and were capable of shooting the distance between London Bridge and Trafalgar Square – some 3500 meters. Victoria also stated that there had been a recent increase in seizures at the UK border of higher power weaponry and ordinance, which were assessed to be destined for the criminal marketplace, and that the criminal marketplace is showing a growing demand for more powerful weaponry. 1) Can a rifle with 13,600 joules of Muzzle Energy shoot 3500 meters? The answer is yes but I believe that Victoria Atkins has been misleading in the way she used this information. a. There is a vast difference between an aimed shot at a target and the distance a bullet will travel. At a recent long-range shooting event where 62 of the world’s best target shooters assembled less than one third of the shooters were able to hit a 1m wide target and 1728 meters within 3 shots. An accurate 3500-meter shot is simply not realistic, outside being one of the world’s best shooters supported by extremely expensive instruments and custom-made ammunition. -

Krouse Domestic Social Policy Division Summary In the 109th Congress, legislation has been introduced to more strictly regulate certain .50 caliber rifles, some of which have been adopted by the U.S. military as sniper rifles. These rifles are chambered to fire a relatively large round that was originally designed for the Browning Machine Gun (BMG). Gun control advocates have argued that these firearms have little sporting, hunting, or recreational purpose. They maintain that these rifles could be used to shoot down aircraft, rupture pressurized chemical tanks, or penetrate armored personnel carriers. Gun control opponents counter that these rifles are expensive, cumbersome and rarely, if ever, used in crime. Furthermore, they maintain that these rifles were first developed for long-range marksmanship competitions and, then adopted by the military as sniper rifles. Related amendments may be offered during Senate-consideration of the Protection of Lawful Commerce in Arms Act (S. 397).1 The issue for Congress is whether to regulate these firearms more stringently based on their destructive potential in a post-9/11 environment. And if regulation is pursued, what measures seem most effective and appropriate. This report will be updated as needed. Legislative Proposals in the 109th Congress In the 109th Congress, two proposals have been introduced to more strictly regulate certain long-range .50 caliber rifles. The Fifty Caliber Sniper Weapons Regulation Act of 2005 (S. 935), introduced by Senator Dianne Feinstein, would amend the National Firearms Act (NFA)2 to regulate “.50 caliber sniper weapons” in the same fashion as short-barreled shotguns and silencers, by levying taxes on the manufacture and transfer of such firearms and by requiring owner and firearm registration.
