THE NIGERIAN CRUCIBLE Politics and Governance in a Conglomerate Nation, 1977-2017 RICHARD JOSEPH PART TWO I: Challenges of the Third Republic1 The Guardian (Lagos), (1991) In the final sentences of my book, Democracy and Prebendal Politics in Nigeria: The Rise and Fall of the Second Republic, I spoke of my “moderate optimism” and expressed the wish: “After the completion of the current cycle of political rule by military officers, perhaps some author will have good reason to write of the political triumphs and temporary travails of the Third Republic.” The building of a “democracy that works,” the title of the first chapter of the book, is a very difficult enterprise. It is often easier to restrict debate and discussion, silence critics, issue commands, and insist on absolute fealty to those in charge. This easier route, however compelling it may appear, shares much of the responsibility for the deepening plight of the African continent. Thousands of Africans who would not simply obey, desired to have pride in their work and work-environment, wanted to speak their minds without fearing the official rap on the door, have fled to foreign lands, first a trickle of exiles, then a stream. Economic exiles eventually followed the intellectual political exiles; and soon many of Africa’s finest had drifted to the industrialized world, impoverishing the continent further. Just before I left the University of Ibadan to return to the United States in August 1979, Femi Osofisan, one of Nigeria’s brilliant intellectuals and writers, attended a small dinner party organized by friends and colleagues. -

It will be available online at http://journalsonline.tandf.co.uk/ After independence, the Nigerian government faced a number of choices about how to manage its urban environment, particularly in Lagos, Ni- geria’s capital. By favoring a program of tropical modernist architecture for its prestige buildings in Lagos and British New Town style for its housing estates there, the government sought to demonstrate both its in- dependence from European culture and its ability to perform the func- tions of a modern state. And yet, the hopes of government officials and elites for Lagos were frustrated as Lagosians, in response to new eco- nomic and demographic forces, shaped a very different sort of city from below. The Nigerian government’s retreat to Abuja and its abandonment of Lagos mark the failures of urban policymaking in Nigeria. 1. Colonial and Postcolonial Cities In the past twenty-five years, historians have devoted a good deal of attention to the spatial aspects of colonial rule. The ―colonial city‖ has emerged as an archetype fundamentally different from the metropolitan city. Anthony King‘s pioneering work (1976, 1990) emphasized the im- portance of the world economy in determining the shape of colonial ci- ties, and a number of case studies, including those of Janet Abu-Lughod (1980), Gwendolyn Wright (1991), Anja Nevanlinna (1996), and Zeynep Çelik (1997) have further explored the consequences of colonial urban policy. -

Ogaga Ifowodo has been in incommunicado detention, without charge or trial, since his return to Nigeria from the United Kingdom (UK) on around 6 November 1997. On 13 November the security police, the State Security Services (SSS), confirmed his detention at their offices in Ikoyi, Lagos. No reason has been given for his arrest. It appears that Ogaga Ifowodo may have been detained as a consequence of his visit to the UK at the time of the Commonwealth Heads of Government Meeting, 24 to 27 October. A number of human rights defenders and several Nigerian non-governmental organizations were present in Edinburgh, where the meeting took place, to demonstrate their support for action by the Commonwealth to help restore democracy and respect for human rights in Nigeria. Restrictions by the Nigerian Government on freedom of movement, usually by seizure of passports or detentions, have made it increasingly difficult for human rights defenders to leave or return to Nigeria openly or without fear of arrest. Marriage Registration According to sources, Nigerian laws recognize Islamic, customary and statutory [registry (US n.d.)] marriages (Nigeria n.d.a; Doma-Kutigi, 2019, 25). A journal article on certifying Islamic marriages in Nigeria by Halima Doma-Kutigi, who teaches law at Nasarawa State University and Baze University in Nigeria, indicates that each marriage type is "distinct and separate" from the others (Doma-Kutigi 2019, 22, 23), while the US reciprocity schedule explains that specific requirements apply to each one (US n.d.). Sources report that customary and Islamic marriages are not required to be registered (US n.d.; Doma-Kutigi 2019, 22) or have no government record (Nigeria n.d.a). The US Department of State's reciprocity schedule states that [i]ndividuals will sometimes, when necessary, swear an affidavit in a court that they are married in order to provide written proof of such a marriage. Some Local Governments will issue a certificate based on that affidavit by virtue of the Registration of Customary Marriage [by-l]aws. Absence of an affidavit or certificate of this kind cannot be taken as lack of marital status. (US n.d.) It is among the preparatory Dawah strategies devised by the Yoruba Ulama following the general mainstream Africa to condition the minds of the indigenous people for the acceptance of Islam. This strategy is reflected in certain socio-religious services rendered to the clients, which include, but not limited to, spiritual consultation and healing, such as petitionary Dua (prayer), divination through sand-cutting, rosary selection, charm-making, and an act of officiating at various religious functions. In view of its historicity, the framework of this research paper revolves around three stages identified to have been aligned with the evolution of Jalabi, viz. Dawah, which marked its initial stage, livelihood into which it had evolved over the course of time, and which, in turn, had predisposed it to the third stage, namely syncretism. Triangulation method will be adopted for qualitative data collection, such as interviews, personal observation, and classified manuscript collections, and will be interpretively and critically analyzed to enhance the veracity of the research findings. The orality of the Yoruba culture has greatly influenced the researcher’s decision to seek data beyond the written words in order to give this long-standing phenomenon its due of study and to help understand the many dimensions it has assumed over time, as well as its both positive and adverse effects on the socio-religious live of the Yoruba people of Nigeria. -

The study was therefore designed to analyse management practices in Lagos state tertiary institutions through total quality management structural framework. The selected public tertiary institutions in Lagos State were Lagos State University (LASU) Ojo, University of Lagos (UNILAG) Akoka, Michael Otedola College of Primary Education (MOCOPED) Inaforija, Epe, Federal College of Education Technical (FCET)Akoka, and Adeniran Ogunsanya College of Education (AOCOED) Oto-Ijanikin. A descriptive survey research design was adopted. A Total Quality Management practices and Quality Teacher Education Questionnaire (TQMP-QTEQ) was used to obtain data for the study. The structured questionnaire was administered on 905 academic and non-academic staff members and final year students of sampled institutions using purposive sampling technique. The questionnaire was content-validated using expert opinion method and Kaiser-Meyer-Olkin (KMO) statistics of sampling adequacy. In terms of the measure of reliability, the Cronbach’s Alpha values for the two major constructs of the study are satisfactory – quality teacher education (0.838) and TQM (0.879). Their Kaiser-Meyer-Olkin (KMO) statistics of sampling adequacy were equally above the acceptable standard of 0.7. The hypotheses were tested at the 5 percent level of significance. -

It is the visible limb of the state that is used to direct and control development. In Lagos State, physical planning is used more in ‘development control” rather than “development planning”. It also comes into use in the many instances of urban renewal. The rapid urbanization witnessed by Lagos State brought about a sprawl on the whole of Lagos Island. The combination of rapid urbanization, physical planning policies and the cultural heritage of the area have evolved a cocktail of highly diverse styles in the buildings and metropolitan form within the same continuum. This research examines the physical planning policies on Lagos Island over a twenty-year period (1995-2015) and their direct effects on the evolution of the city while trying to control development. -
Improving Initiation of Pre-Exposure Prophylaxis Among Key Populations in Akwa Ibom, Cross River, and Lagos States
Nigeria DATA USE BRIEF Improving Initiation of Pre-Exposure Prophylaxis among Key Populations in Akwa Ibom, Cross River, and Lagos States INTRODUCTION Key populations (KP), such as sex workers and men who have sex with men, have the highest HIV prevalence in Nigeria.1 To reduce the HIV infection rate, Nigeria’s HIV program integrated the use of oral pre-exposure prophylaxis2 (PrEP) as a substantive additional measure to existing services for KP. The USAID-funded KP CARE-1 project, implemented by Heartland Alliance Nigeria, established KP one-stop shops (KP OSS) to provide oral PrEP to KPs in three states—Akwa Ibom, Cross River, and Lagos. Each KP one-stop shop was provided with yearly targets for A staffer at a community one-stop shop for key populations distribution of oral PrEP. HOW DATA.FI SUPPORTED THE PREP DATA REVIEW AND USE PROCESS Data.FI collated, validated, and analyzed weekly high-frequency report (HFR) data on the PrEP indicator to assess the achievement of FY20 targets against performance. The results of these weekly HFR analyses were disseminated to Heartland Alliance and discussed during Enhanced Site Management (ESM) cluster meetings supported by the U.S. Agency for International Development (USAID). During these meetings, Data.FI facilitated discussion among all USAID implementing partners (IPs) to review performance, identify gaps, and institute cause-corrective measures. -
