APPROVAL OF MINUTES OF MEETING HELD ON TUESDAY 21 JANUARY 2014 The minutes of the meeting held on Tuesday 21 January 2014 were approved on the motion of Mr E MacPherson and seconded by Mr J A Nicolson. 11 COASTAL EROSION AT MAIL, CUNNINGSBURGH An email dated 27 January 2014 from Austin Taylor, Planning, had been circulated to members. The email confirmed the listed status of the buildings at Mail, Cunningsburgh and also that there is no grant aid available from the SIC. An email dated 5 February 2014 from Sally Ritch, Secretary to Tavish Scott MSP, had been circulated to members. She confirmed that Tavish was aware of the issue. A letter dated 11 February 2014 from Alistair Carmichael MP had been circulated to members. He has written to the SIC and to the Scottish Government to raise the profile of the issue and will get back in touch when responses are received. Councillor Fox advised members that he had already consulted with various bodies and provided the same information back in April 2013. Mr J A Nicolson advised members that he has spoken to an engineer who is willing to offer advice on how to protect the area. Mrs Pat Christie advised members that she had been approached by residents of Mail and had attended a site meeting to discuss the issue of erosion. She also confirmed that no grants were available from the SIC However, she explained the potential for external funding through the formation of a community group and indicated that she could possibly help to facilitate such a group. It was also suggested that alterations made to the Mail Brig at the time of the upgrade of the main road have possibly exacerbated the beach erosion. Members agreed to arrange a site visit with the following: Jonathan Duncan - Coastal and Flooding Engineer, Cunningsburgh Community Councillors, a Roads official, Pat Christie, Shetland South Councillors and the residents of the area. Mrs Clark to arrange a suitable time. 16 SHETLAND LEADER PROGRAMME 2014-2020 An email dated 5 February 2014, from the Shetland South Community Office, had been circulated to members. It was noted that the LEADER Programme 2008-2013 has awarded £2 million of EU and Scottish Government funding to 62 rural community projects throughout Shetland. Workshops are being held in venues around Shetland to discuss the new 2014-2020 Programme. The Staney Hill Hall in Lerwick will be open on 13 March 2014 from 6.30pm to 8.30pm for a workshop. Mrs Christie encouraged members to go along to find out more about the funding available. It was noted that if a community group was formed to deal with the coastal erosion issue, the group could apply to the Programme for funding. *** MRS PAT CHRISTIE LEFT THE MEETING AT 8PM *** 14 PROPOSED FARM SHOP AND CAFE, CUNNINGSBURGH A letter dated 30 January 2014 from Cunningsburgh residents had been circulated to members. The letter explained that a planning application had been submitted to the SIC for a proposed farm shop and cafe development in Cunningsburgh. It is planned that the farm shop and cafe would stock and serve local produce from surrounding farms and have daily essentials available such as milk, bread and papers. The purpose built building would also have two units for small business let. Mr Kenneth Mackenzie was present at the meeting and asked the Community Council for feedback on the proposal. Members unanimously agreed to support the proposal in principle and agreed that local entrepreneurial ideas should be encouraged and supported. Mrs Clark to feed back to Planning and Roads. *** Mr KENNETH MACKENZIE LEFT THE MEETING AT 8.20PM *** 3. MATTERS ARISING FROM THE PREVIOUS MINUTES . Speed Limit Extension at Vestinore, Cunningsburgh An email dated 18 February 2014 from Colin Gair, Roads, was read and noted. The area had been added to the traffic counter list for 2014. 4. RESIGNATION OF GULBERWICK COMMUNITY COUNCILLOR (CHAIRPERSON) A letter of resignation dated 14 February 2014, from Dr A Titheradge, Chairperson, had been circulated to members and was noted. 5. APPOINTMENT OF CHAIRPERSON An attempt to fill the office of Chairperson failed. The item will remain on the agenda for the next meeting on Tuesday 25 March 2014 when it is hoped that the position will be filled. Members to lobby Cunningsburgh residents to fill the existing Cunningsburgh vacancy. 6. POLICE REPORT The Shetland Policing Report – February 2014 had been circulated to members and was noted. An email dated 22 February 2014, from PC Brown was read and noted. There have been 12 incidents in the Community Council area. Six of these were motoring related. 7. FINANCE Mrs Clark verbally reported on the finances of the Community Council. The bank balance at 24 February 2014 was £5,499.33. However, there are unpresented cheques to the total of £200 to take into consideration. 8. APPLICATIONS FOR GRANTS There were no applications for grants. 9. PLANNING a) An application by Mr & Mrs K & H Mackenzie to erect a new Farm Shop with cafe and create access on public road is pending consideration. Members unanimously agreed to support the proposal in principle. Mrs Clark to feed this back to Planning and Roads. b) An application by Mr & Mrs Robert & Kerry Geddes to erect dwellinghouse with attached garage access track, parking and turning area is pending consideration. No comments were received. Mrs Clark to feedback accordingly. c) An application by Mr & Mrs Darren Hitchen to erect extension to North elevation of existing dwellinghouse is pending consideration. 10. REFRESH OF THE BLUEPRINT UPDATE Councillor George Smith advised members that the three informal meetings held in Cunningsburgh, Sandwick and Dunrossness had been reasonably well attended. It was felt that the meetings had been useful for parents to find out what the S1&2 model would be like. Further discussion had taken place by parent councils and it was clear that parents had very different views geographically as well as educationally. There is another meeting to be held on Tuesday 4 March at Sandwick School from 7-9pm. Helen Budge will be in attendance and it is important that all attend to express their views and complete response sheets as part of the consultation. It was noted that response sheets are available at www.shetland.gov.uk. Mr George Smith said that the present Council has no plans to close Cunningsburgh and Dunrossness and create a super primary in Sandwick. 12. RECRUITMENT OF CLERK Mrs Clark tabled a draft advertisement for the position of Clerk. Members agreed that the position be advertised in The Shetland Times for two weeks. The advertisement will go on display in all three notice boards and public halls. Mrs Clark to arrange. A closing date will be set for Friday 21 March 2014 and short-listing will take place following the next meeting on Tuesday 25 March 2014. Mr S Smith kindly offered to join the interview panel. 13. BLACK GAET JUNCTION, GULBERWICK An email dated 16 January 2014, from a Cunningsburgh resident had previously been circulated to members. The email highlights safety concerns at the Black Gaet junction in Gulberwick following recent road traffic accidents. An email dated 7 February 2014 from Councillor George Smith confirms that the safety of the junction is being looked into by the Roads department. However, it was noted that if these accidents do not involve injury or police involvement they are not recorded in road safety statistics. Members agreed that Mrs Clark should contact Roads highlighting that these three recent accidents have been noted by the Community Council regardless of whether or not they have been included in road safety statistics. 15. COMMUNITY COUNCIL CORE FUNDING An email dated 17 February 2014, from Michael Duncan, Grants Unit, SIC, had been circulated to members. It was noted that the Council has approved a standstill budget of £9,923 for 2014/2015. Mrs Clark to complete and submit the corporate application form as soon as possible. 17. AOCB . Letter of Thanks An email dated 18 February 2014 from Neil Henderson, Quarff Public Hall, was read and noted. Community Council By-Election 2014 A letter dated 18 February 2014 from Anne Cogle, Depute Returning Officer, SIC was read and noted. No nominations were received for the Cunningsburgh vacancy therefore the Community Council is now in a position to co-opt. ASCC Meeting Saturday 5 April 2014 An email dated 21 February 2014 from Kate Massie of ASCC was read and noted.
