    “Doing justice to history”: Canada’s Second World War official art program The Canadian War Records (CWR), Canada’s Second World War art program, produced two kinds of art: field sketches and finished paintings. What is the relative value of each as an historical record? Is the truthfully observed detail of the battlefield in the form of a sketch as valuable a document as an oil on canvas that has eschewed extraneous detail, added missing information from other sources, and been compositionally focused on a significant historical event as a result of a creative process? The War Artists’ Committee (WAC), which ran the CWR from Ottawa and devised the official instructions issued to all the war artists in 1943, believed it knew the answer. When the WAC recommended in its instructions that the artists share in the experience of “active operations” in order to “know and understand the action, the circumstances, the environment, and the participants”, it viewed this only as an information gathering and research stage. This stage, as the instructions note, existed solely to meet the committee’s ultimate goal: “productions” that were “worthy of Canada’s highest cultural traditions, doing justice to History, and as works of art, worthy of exhibition anywhere at any time”. The instructions charged the artists with portraying “significant events, scenes, phases and episodes in the experience of the Canadian Armed Forces”, and required each of the 32 artists hired to produce two 40 x 49 inch canvases, two 24 x 30 inch canvases, and ten 22 x 30 inch watercolours. The instructions make it clear that the WAC highly valued these finished paintings.

To coincide with Remembrance Day, 11 November 1977, an exhibition of Canadian war art from the two world wars opened at the Rodman Hall Arts Centre in St. Catharines, Ontario. About a month earlier A Terrible Beauty: The Art of Canada at War, billed as the official catalogue for the exhibition, appeared in bookstores across Canada. During the next two years the exhibition will be on gallery tour within Canada, coming to rest for its final show from 1 December 1979 through 20 February 1980 at the Canadian War Museum in Ottawa. The book/catalogue together with the gallery tour constitute an ambitious, collaborative undertaking. While chiefly the work of Heather Robertson, author of the book's eight-page introduction and selector of the war writings and the exhibit's 102 works of war art reproduced in the book, the publishing of A Terrible Beauty and the mounting of the travelling exhibit awaited the assistance of the publisher James Lorimer and Joan Murray, Director of the Robert McLaughlin Gallery, Oshawa. Necessary cooperation also came from the National Museums of Canada. Those responsible for A Terrible Beauty have performed a service for Canadians: the rescue of remarkable works of war art from the oblivion to which most of them had been consigned in a warehouse of the Canadian War Museum.

    65 years of Artistic Achievement: A History of the FCA by Ellen Poole, FCA Historian Chapter One: The Birth of a Legacy June 1942, Toronto, Ontario: In his report to the first Federation of Canadian Artists' annual meeting, President André Biéler proclaimed, "Let the artist's hand be unbound! Let the emotions of his heart find expression! And let the work of art be shown to all, that our pride may find satisfaction!" 1 After teaching at the Banff Summer School and meeting western artists for the first time, painter and fine art professor Biéler recognized a great need for Canada's artists to meet, commune and understand each other. So, with the blessing of his employer, Queens University, and assistance from the National Gallery of Canada - who agreed to mount a special exhibition of Canadian art - Biéler organized the 1941 Conference of Canadian Artists at his university in Kingston, Ontario. These beginnings are well documented by his biographer, Frances K Smith. Imagine over 150 professional artists, art critics and art educators from across the nation attending a series of technical workshops, seminars, and discussion groups. Wouldn't you love to have been there! Ernest Lindner from Saskatchewan reflected that "physically it took us all of three weeks to recover from the conference, spiritually we fortunately never quite recovered..."2 Delegates were faced with the issue of examining the role of the artist in Canadian society and whether the organization would be a federation of Canadian art societies - or a body of artists, independent but cooperative with any existing societies.

It reached its zenith in the 1930s, and provides the context – artistically, socially, politically and economically – for the two murals considered in this thesis. Such murals were modern in their focus on contemporary, usually urban issues, industrial subject matter, the image of the blue collar worker and its links to the Art Deco movement – “that vehicle of moderate nationalism” as architectural historian, Michael Windover, put it.
