Manila Good News Manila Good News Manila | November 2017 Quisumbing Torres Partners with EPBN for the EU-Philippines Business Summit 2017 Manila, Philippines, November 2017 -Quisumbing Torres (QT) participated as an Advocacy Partner in the EU-Philippines Business Summit 2017 (EPBS). With the theme “The EU & the Philippines: Partners for Progress and Prosperity”, the trade forum was held in celebration of the EU-Philippine trade and investment ties and was a key venue for facilitating dialogue between key industry players and the government. The summit formerly known as the EU-Philippines Business Dialogue was organized by the EU-Philippines Business Network (EPBN) in partnership with the European, British, French, German, Italian, Spanish, and Nordic Chambers of Commerce along with the Belgian-Filipino Business Club. With over 450 delegates, including 7 Ambassadors and Embassy representatives and 18 Chargé d'affaires from Europe, Asia and the Philippines, EPBS 2017 was attended by the business sector's C-level decision makers and key industry players. The summit focused on the current Philippine trade and investment regulations. It also identified the necessary action points to be carried forward as joint priorities for the new administration, congress and the EU business community in the Philippines. QT Partners Maria Christina Macasaet-Acaban, Mia Carmela Imperial and Divina Pastora Ilas-Panganiban moderated key sessions on Creating a More Competitive Business Environment for the Philippines, ASEAN Integration, and High Potential Sectors in the Philippines and Investments in Europe. "Both the public and private sectors appear to be aligned in their vision of a more competitive business environment for the Philippines, as one in which there is a more open investment client, ease in doing business, and fair market competition. The business community is eagerly awaiting whether Congress will indeed carry out several pending legislations, such as those that propose to liberalize certain sectors, remove red tape and make business transactions with the government more efficient, and improve the tax regime, among others and in such a case, whether the agencies under the executive department will implement these reforms in a manner that is aligned with the spirit behind them," said Christina, a partner in QT's Corporate & Commercial Practice Group and head of the firm's Competition Focus Group. Christina moderated the panel session on Creating a More Competitive Business Environment for the Philippines. Among her panelists were Philippine Competition Commission Chairman Arsenio Balicasan, Chairman, Senate Committee for Trade, Commerce, and Industry Juan Miguel Zubiri, Delta Dore Asia Pacific Regional Director Martin Ruby and Philippine Chamber of Commerce and Industry President George Barcelon. Asec. Frank Cimafranca of the Office of Consular Affairs delivered Philippine Department of Foreign Affairs Secretary Alan Peter Cayetano's message on ASEAN Integration. A panel discussion followed, moderated by QT's Dispute Resolution Partner, Mia Carmela Imperial. "The Philippines, through the cooperation of its public and private sectors, should continually work toward an inclusive ASEAN integration. Inclusivity is key, and should be present among the ASEAN member states and within each member state as well," Mia explained. Among the panelists were Robert Bosch Philippines Managing Director Richard Walker, EU-ASEAN Business Council Executive Director Chris Humphrey, and ASEAN BAC Chairman Joey Concepcion. The summit's afternoon session covered the High Potential Sectors in the Philippines and Investments in Europe including sub-topics on ICT: Growth Game Changer and Automotive, Manufacturing: Driving the EU-PH economies forward and Food and Beverage. The open forum regarding the Information and Communications Technology session was moderated by QT's Intellectual Property Partner, Divina Pastora Ilas-Panganiban. "It is very evident that the Philippine government agencies tasked in the area of ICT sincerely listen and in fact, passionately support, the ICT industry. Likewise apparent is the strong willingness of the private sector to pro-actively assist the state in the fulfillment of its official programs and objectives. Several areas for cooperation were threshed out between EU-Philippines Business sector, on one hand, and the DICT (which includes the NPC), on the other," shared Vina. Session speakers included The Philippine Board of Investments - Department of Trade and Industry (BOI-DTI) Executive Director Corazon “Corrie” Dichosa, Department of Transportation (DOTr) Assistant Secretary and Spokesperson Leah Quiambao, Department of Information and Communications Technology Undersecretary Monchito Ibrahim, Isla Lipana & Co./PwC Philippines Partner Rosell Santillan-Gomez, and National Privacy Commission Commissioner Raymund Enriquez Liboro. During the summit, the 2017 edition of the EPBN Advocacy Papers was formally handed over to Vice President Leni Robredo who also delivered the summit's closing keynote. The third edition of the EPBN Advocacy Papers is a collection of position papers that highlight recommendations of reforms that seek to further level the playing field for both European and Filipino businesses alike. It encompasses issues and recommendations which are the outcome of extensive discussions among members of the 14 EPBN sector Committees, bilateral dialogues and meetings with representatives of the Executive and Legislative Branches of the Philippine Government, in coordination with the EU Delegation to the Philippines, EU member states embassies and other European Embassies, participation in hearings and committee meetings in both Houses of the Philippines Congress and private sector consultations led by various executive bodies of the Philippine government. Other key speakers in the summit were Department of Trade and Industry Secretary Hon. Ramon Lopez, House Committee on Economic Affairs Chairperson Arthur Yap, Mr. Walter van Hattum of the EU Delegation to the Philippines, Economic and Trade Section, Diageo Philippines General Manager Vanessa Gosiengfiao and Makati Business Club Executive Director Peter Perfecto. The EU-Philippines Business Summit 2017 was held at the Solaire Resort Hotel, Paranaque City. Learning curve proponents argue that his success in mounting this curve from mayor and local political boss to president would be decisive for the success of his administration and its political legacy. A year into his single six-year term as president, it appears not only that President Duterte has not mounted this steep learning curve, he has rejected the purported need and benefits of doing so.2 While there may be powerful political reasons for this rejection, the impact on the Duterte administration and its likely legacy appears quite decisive.

  • Psychographics Study on the Voting Behavior of the Cebuano Electorate
    PSYCHOGRAPHICS STUDY ON THE VOTING BEHAVIOR OF THE CEBUANO ELECTORATE By Nelia Ereno and Jessa Jane Langoyan ABSTRACT This study identified the attributes of a presidentiable/vice presidentiable that the Cebuano electorates preferred and prioritized as follows: 1) has a heart for the poor and the needy; 2) can provide occupation; 3) has a good personality/character; 4) has good platforms; and 5) has no issue of corruption. It was done through face-to-face interview with Cebuano registered voters randomly chosen using a stratified sampling technique. Canonical Correlation Analysis revealed that there was a significant difference as to the respondents’ preferences on the characteristic traits of the presidential and vice presidential candidates across respondents with respect to age, gender, educational attainment, and economic status. The strength of the relationships were identified to be good in age and educational attainment, moderate in gender and weak in economic status with respect to the characteristics of the presidentiable. Also, there was a good relationship in age bracket, moderate relationship in gender and educational attainment, and weak relationship in economic status with respect to the characteristics of a vice presidentiable. The strength of the said relationships were validated by the established predictive models. Moreover, perceptual mapping of the multivariate correspondence analysis determined the groupings of preferred characteristic traits of the presidential and vice presidential candidates across age, gender, educational attainment and economic status. A focus group discussion was conducted and it validated the survey results. It enumerated more characteristics that explained further the voting behavior of the Cebuano electorates. DENR Secretary Roy A. Cimatu said the arrest of the suspects is part of the department's renewed commitment to "conserve specific terrestrial and marine areas representative of the Philippine natural and cultural heritage for present and future generations" amid the pandemic. "We will continue to apprehend these illegal wildlife traders whether we have a pandemic or not. This is what the DENR can always assure the public," Cimatu said. He noted that illegal wildlife traders have become more brazen since the pandemic began, but assured that the DENR remains vigilant to protect the biodiversity. DENR’s Environmental Protection and Enforcement Task Force (EPETF) arrested Rendel Santos, 21, and Alvin Santos, 48, for illegal possession and selling of two (2) Umbrella cockatoos (Cacatua alba) at Barangay Pagala in Baliuag, Bulacan last May 2. The DENR-Community Environment and Natural Resources Office (CENRO) in Baliuag, Bulacan said the suspects were not issued a permit to transport the cockatoos. The Umbrella cockatoo is listed under Appendix II of the Convention of International Trade in Endangered Species (CITES), which means that the species is not necessarily now threatened with extinction but that may become so unless trade is closely controlled.

Rodrigo Roa Duterte President Republic of the Philippines Email: [email protected]; [email protected]; [email protected] Dear President Duterte, Anti-Terror Bills (Senate Bill 1083 and House Bill 6875) violate international labour standards In solidarity with Filipino workers, Japanese Trade Union Confederation is writing to express our serious concerns with the passing of two anti-terror Bills (Senate Bill 1083 and House Bill 6875) to replace the Human Security Act of 2007. We are extremely concerned about the new anti-terror bills, which are strongly opposed by the ITUC affiliates and Nagkaisa, the largest labour coalition in the Philippines. The said bills, if signed by you into law, will further securitize, shrink and stifle civic space and rights at work, placing workers, trade union activists and other human rights actors and defenders under even more jeopardy and danger of arbitrary, indiscriminate and baseless attacks, harassment, intimidation and killings at the hands of the police, the military and other security agencies. Numerous provisions of the bills are in serious contradiction with international law. For example, the S. No. 1083 under section 4 defines “terrorism” in extremely broad terms, including any damage to public facility, private property and infrastructure. This could place workers in danger of being caught in this overbroad definition of terrorism when engaging in peaceful and legitimate trade union activity that under this definition could be interpreted as directly or indirectly resulting in damage to property. We recall that under international labour standards, overly broad legislative definitions that weaken or undermine the exercise of the right to organize, including the right to strike, violate the principles of freedom of association.

Bernardo Faculty of Arts and Letters, University of Santo Tomas, Philippines ernardoandreahoocom Abstract Persuasive privilege speeches are heavily relied upon by Filipino senators in dealing with their constituents and fellow politicians. Through a privilege speech, Filipino senators promote their advocacies defend their ork and reputation and generall attempt to inuence their listeners. However, despite the central and highly public role that privilege speeches play in the Philippine sociopolitical arena, no study has, thus, far attempted to scrutinize the structure, reasoning, and persuasive strategies present until this paper. This study, therefore, used the theories by Wood and Goodnight (1996); Froemling, Grice, and Skinner (2011); and German, Gronbeck, Ehninger, and Monroe (2010) to examine 58 privilege speech transcripts featuring ilipino senators otained from the offcial esite of the Senate of the hilippines Through this paper, it was revealed that Filipino senators present their points and claims in such a way that the audience would feel the relatable and personal nature of the issues tackled. It was also shown that the Filipino senators favor structuring their speeches by presenting the issue or necessity, proposing a solution, and then appealing for action. The study was also able to highlight how Filipino senators applied a combination of logical and emotional appeals to establish, maintain, and raise credibility. He understands what the public expects in a leader-- gathered from information he collected in unorthodox fashion. He plunges into the grassroots even (at times) resorting to disguises; and sometimes he maintains his own intelligence group that feeds him necessary information. The shock that he generates in all corners, factions, sectors and even countries would qualify him (perhaps) to be the unnamed monster that can disrupt the realm of Philippine politics.
