CARLOS G. DOMINGUEZ Secretary Department of Finance • As the Secretary of Finance, he also serves as Chairman of the Land Bank of the Philippines, a government-owned and controlled corporation primarily tasked with spurring economic development in the countryside through the delivery of innovative financial services in rural areas. He also chairs, among others, the Philippine Deposit Insurance Corporation, and is a member of the Monetary Board • Served as Secretary of the Departments of Natural Resources and of Agriculture during the Presidency of Corazon Aquino • Served as President of leading Philippine corporations such as Philippine Airlines (PAL), the Philippine Associated Smelting and Refining Corporation, and the former Bank of the Philippine Islands Agricultural Development Bank • Served as Chairman of the board of Republic Planters Bank and RCBC Capital Corporation • Completed his Master’s Degree in Business Administration from Ateneo de Manila University and attended the Executive Management Program at the Stanford University Mr. Carlos “Sonny” Dominguez has over 40 years of vast experience and an outstanding track record of achievements at the helm of various organizations in the public and private sectors. His expertise was borne out of his experiences as a shareholder, board chairman and being a member of over a dozen corporations across multi-industries such as power, agriculture, mining, banking, hospitality, real estate, and investment. Under his leadership, the Department of Finance (DOF) was able to draft and introduce to the Congress the first of a series of its proposed tax reform packages known as the Tax Reform for Acceleration and Inclusion (TRAIN) Act less than 90 days from the time he assumed the Cabinet portfolio in July 2016. President Rodrigo Roa Duterte signed into law the TRAIN Act (Republic Act No. 10963) on December 19, 2017. On his watch, the Philippines’ key revenue agencies—the Bureaus of Internal Revenue (BIR) and of Customs (BOC) — continue to achieve strong revenue growth rates. It was also under his leadership that the BIR was able to secure its largest tax settlement ever—amounting to about $600 million— from a single taxpayer in Philippine history. BENJAMIN E. Secretary Department of Budget and Management Served as Budget Undersecretary from 1986 to 1991, and Budget Secretary from 1998 to 2001 Served as Chairman and CEO of the Philippine National Oil Company (PNOC) and Chairman of the Local Water Utilities Administration Served as Fiscal Adviser to the Philippine Senate Served as an adviser and consultant to various multilateral agencies such as the World Bank, Asian Development Bank, European Commission, and USAID for work in the Philippines, China and transitioning economies like Vietnam, Cambodia, and Mongolia Participated in numerous international conferences hosted by the IMF, ADB, World Bank, APEC, UN among other international organizations Authored numerous publications and discussion papers regarding his research interests that have been published in academic journals and policy reports Holds a Bachelor’s Degree in Public Administration (1968) and Master’s Degree in Public Administration (1970) and Economics (1974) from the University of the Philippines Holds a Master of Arts in Political Economy (1976) from the Johns Hopkins University in Baltimore, Maryland, USA and a Ph.D. in Economics (1981) from the Maxwell School of Citizenship and Public Affairs, Syracuse University in Syracuse, New York, USA He is Professor Emeritus of the University of the Philippines-Diliman. For over 40 years, he taught the following courses: Public Sector Economics, Microeconomics, Macroeconomics, Development Economics and Special Topics (e.g. Public Enterprises Investment and Pricing Policies, Public Sector Reforms, Local Government Finance, etc.) Served as Chairman of the Board of Trustees at the Pamantasan ng Lungsod ng Maynila (City University of Manila) His extensive experience in implementing reforms at the public sector as well as policy expertise and research contribution extend to various areas of public economics such as the structure and scope of government, tax policies and reforms, public expenditure management analysis, fiscal decentralization, national budget, and public debt. Among the major policy reform contributions of Secretary Diokno include crafting the 1986 Tax Reform Program to simplify the income tax system and introduce the value-added tax, helping design the 1991 Local Government Code of the Philippines, initiating a “What-You- See-Is-What-You-Get” policy to streamline the release of funds, sponsoring the internationally lauded Government Procurement Reform Act to modernize, regulate, and standardize government procurement activities in the Philippines. In his third tour of duty as Budget Secretary, he intends to pursue an expansionary fiscal policy to finance investments in human capital development and public infrastructure. He is also seeking for the passage of a Budget Reform Bill to ensure compliance of future budgets with the pertinent laws of the land. He also aims to re-organize and professionalize the bureaucracy with a Government Rightsizing Act. DIWA C. GUINIGUNDO Deputy Governor Bangko Sentral ng Pilipinas Diwa C. Guinigundo rose from the ranks of the Bangko Sentral ng Pilipinas (BSP) and is now Deputy Governor for the Monetary and Economics Sector, BSP. He has been serving the BSP for 40 years. He was Assistant Governor for monetary policy and international operations prior to his appointment as deputy governor in 2005. In 2001-2003, he was Alternate Executive Director at the International Monetary Fund in Washington, DC. Earlier he was Head of Research at The SEACEN (Southeast Asian Central Banks) Centre in Kuala Lumpur in 1992-1994. Since 2000, Deputy Governor Guinigundo has co-chaired with Bank Negara Malaysia the SEACEN Experts Group on Capital Flows and in 2010-2013, the ASEAN Senior Level Committee (SLC) on Financial Integration. He serves as co- chair of the SLC for the second time in 2016-2018. He also chaired the SEACEN Task Force on SEACEN membership. For the period 2009-2012, he chaired the Executive Meeting of East Asia and the Pacific (EMEAP) Monetary and Financial Stability Committee of EMEAP central bank deputies that is tasked to conduct regional and global surveillance. Deputy Governor Guinigundo graduated, cum laude, at the top of his AB Economics Class at the University of the Philippines (UP) School of Economics. He earned the M.Sc. degree in Economics at the London School of Economics (LSE) as a scholar of the Central Bank of the Philippines. ERNESTO M. PERNIA, PH.D. Secretary National Economic and Development Authority Dr. Ernesto M. Pernia is the Secretary of Socioeconomic Planning, National Economic and Development Authority, Philippines. He is also Professor Emeritus of Economics, having served as Professor and Chairman, Department of Economics at the University of the Philippines. Dr. Pernia was Lead Economist at the Asian Development Bank (ADB). His work experience covered investment climate and productivity, economic growth and poverty reduction, education and health, human resource development, and regional economic cooperation in Asia. He also served as Regional Adviser on population and employment policy for Asia and the Pacific with the International Labour Organization. He served as chair of the board of trustees of the University of San Carlos (2011-2014), and as director on the board of the Philippine-American Academy of Science and Engineering (2008-2013). He is also on the boards of a number of NGOs involved in education and health concerns, population and development, and care of street children. He obtained his PhD degree from the University of California Berkeley on a Ford Foundation scholarship and a Smithsonian Institution dissertation grant. He received the first award as Outstanding Young Scientist (economics and social sciences) from the National Academy of Science and Technology. He was chosen by the Philippine-American Academy of Science and Engineering for the 2015 Science Lectureship Award. He was a former President of the Philippine Economic Society and Co-Chair of the Federation of ASEAN Economic Associations (1988). Dr. Pernia is the author of a number of books, articles in national and international professional journals, and chapters of books. He was an occasional contributor of public-interest commentaries to the Philippine Daily Inquirer, Business World, and The Philippine Star Science section. Based in London, Tony is the Chief Operating Officer of Fitch’s global Sovereigns and Supranationals Group, with overall responsibility for the group’s sovereign rating activities in Asia- Pacific and Latin America, as well as for Supranationals ratings globally. Tony is also responsible for providing senior management and analytical support to the Group Head, as well having responsibility for operational management issues, credit policy, compliance, and regulatory issues with respect to the global Sovereigns and Supranationals Group. Tony relocated to London from Hong Kong in 2010, having led Fitch’s Corporate ratings group in the Asia-Pacific region since 2005, where he had overall responsibility for developing the agency’s rating activities and coverage in the region.
