The proposed work consists of the installation of mechanical equipment on the roof, painted to match the color of adjacent masonry, as shown in a block plan, roof plan, a section, a paint sample, Benjamin Moore HC-33, "Mesa Verde Tan", and photographs of the existing conditions with a mock-up of the proposed unit in place on the roof, all prepared and presented by Ernst and Associates Architects. In reviewing this proposal, the Commission noted that the designation report describes 820 Fifth Avenue as a neo -Italian Renaissance style apartment building designed by Starrett and Van Vleck and built in 1916; and that the style, scale, age, materials, and details of the building contribute to the special architectural and historic character of the Upper East Side Historic District. The Commission also notes that there is existing HVAC equipment in place on the roof. With regard to this proposal, the Commission found that the proposed equipment will be located on the roof between and in conjunction with existing chimneys, bulkheads, exhaust ducts, and other rooftop mechanical equipment, thereby blending into the surrounding roofscape; that the equipment will only be visible from significant distances in Central Park, or in conjunction with a secondary facade; that the finish of the proposed mechanical equipment will blend in with the color of the existing rooftop equipment; and that for these reasons the installation of the proposed mechanical equipment on the roof will not diminish the special architectural and historic character of the structure or the Upper East Side Historic District. The Commission has received signed and sealed drawings, C-1 and D-1, both dated June 17, 2003. Staff has reviewed this material and finds that the approved design has been maintained in the drawings. On this basis, Certificate of Appropriateness 03-7973 is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently displayed at the site while work is in progress. Please direct inquiries to John Graham. Robert B.
