Context 2.1 In April 2012 the Homes and Community Agency (HCA) replaced the Tenants Services Authority as the social housing regulator in England. At this time, an updated regulatory framework was introduced including a revised set of regulatory standards. The Tenure element of the revised tenancy standard includes a statutory requirement for all social housing providers to publish a clear and accessible Tenancy Policy. 2.2 Since this point in time, Homes England and the Regulator of Social Housing have replaced the HCA.
