230/25-Kv Bonsecours Substation and 230-Kv Supply Line Conversion of the 49-Kv System in Estrie 230/25-kV Bonsecours Substation and 230-kV Supply Line Conversion of the 49-kV System in Estrie GENERAL INFORMATION • UPDATE • WINTER 2019 Current situation The project area is currently supplied by a 49-kilovolt (kV) system that was built in the 1940s by the Southern Canada Power Company. Due to growth in the region’s electricity demand, this system has reached its maximum capacity. Hydro-Québec must increase the system’s capacity to meet the region’s future requirements. This project is part of the plan to convert Estrie’s 49-kV system, which began with the 2016 commissioning of the new 120/25-kV Adamsville substation in Bromont. Given the significant increase in the number of requests from new customers over the past year, Hydro-Québec has decided to begin developing a 230-kV system to ensure it will be able to meet the region’s long-term needs. Recommended solution The project will involve building a new 230/25-kV substation between the Lawrenceville and Valcourt substations and connecting it to the grid with a 230-kV supply line. The equipment is to initially operate at 120 kV. Extending for some 20 km, the future line will connect the new substation to Stukely substation in Stukely-Sud. The 49-kV Lawrenceville and Valcourt substations, as well as sections of the existing 49-kV lines will then be dismantled. The project will also require: • Additions and changes to the distribution system to connect local customers to the new substation, including conversion of the 25-kV facilities belonging to Bombardier Recreational Products (BRP) • Related work at Stukely substation • Converting the existing 120-kV Cleveland–Waterloo line to 230 kV in the neighboring regional county municipalities (MRCs) of Brome-Missisquoi and La Haute-Yamaska. Study area The study area covers 143 km2 and includes five municipalities in the Le Val-Saint-François MRC : Valcourt, Canton de Valcourt, Lawrenceville, Bonsecours and Sainte-Anne-de-la-Rochelle ; as well as two municipalities in the Memphrémagog MRC : Stukely-Sud and Eastman. The study area was selected to encompass all landscape, natural and human environment features liable to be affected by the project. Technical and environmental studies In the last few months, Hydro-Québec has implemented technical studies and detailed environmental inventories whose focus is local plants and wildlife, waterways, land use, scenery, archaeology and surface material. These activities are aimed at deepening our understanding of the host environment and will continue throughout the coming months. Once the studies are complete, the project team will identify potential line routes and substation locations, which will then undergo comparative analyses based on environmental, technical and economic criteria. Hydro-Québec will also organize public consultations at various project stages to determine the solution with the least impact. As a result of examinationsand sampling of these surface exposures followed by preliminary metal- lurgical tests it is obvious that intensive exploration is fully warranted and justified. SUMMARY AND CONCLUSIONS: Surface exposures of a copper-bearing band of dolomite display widths up to 35 feet and a length of over 400 feet. The copper content, consisting of the rill) copper mineral chalcocite, is dissemnated through- out the band in quantities that appear to be distinctly commercial. `:':sere is an excellent chance that ' .lamond drilling wll indicate at least one ore body and followed by underground exploration production can be antic-tpated. Preliminary metallurgical tests of the ore show that an excellent recovery of premium grade copper concentrate can be obtained using a simple flow sheet at a minimum cost for reagents. The writer has no hesitation in recommending an immediate program of diamond drilling on a substantial scale. The results of this program will automatically outline the mine-making possibilities.     2019 Election: Seat Clusters June to September Survey Results August 2019 2 Overview In Canada, we count seats, not vote. Just like in American Presidential elections, you can win the popular vote and lose the election. In fact, that happened to Justin Trudeau’s father in 1979. The general way analysts address that is to look at seats by region. However, seats in the same region can move differently. This release tries to get closer to reality in the seat-by-seat contest. Our analysis combines two projects: • An analysis of federal election districts (which we call “seats”) that groups them into 14 clusters based on which parties are most competitive in those seats. Given the shifting dynamics of Canada’s party system, we have relied on only the results of the past two elections. However, to assess where the parties stand in these 14 seat clusters, we need a lot of data. • A merge of the most recent three national surveys that include federal votes, creating a unweighted total of 7,555 respondents and a weighted total of 4,900. In each of our surveys, we collect postal codes. That allows us to create a riding variable for almost all our respondents and to group their responses by the riding they are in. The deck below shows the output from the analysis. The key finding is that, with the NDP in the doldrums, the Liberals are in a strong position coming into the race. Not only have they cemented their hold on last elections core seats, they may be able to gain seats to offsets the losses they will likely experience in the Toronto and Vancouver suburbs and Atlantic Canada.
