FLOODING THE BORDER: DEVELOPMENT, POLITICS, AND ENVIRONMENTAL CONTROVERSY IN THE CANADIAN-U.S. SKAGIT VALLEY by Philip Van Huizen A THESIS SUBMITTED IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY in The Faculty of Graduate Studies (History) THE UNIVERSITY OF BRITISH COLUMBIA (Vancouver) June 2013 © Philip Van Huizen, 2013 Abstract This dissertation is a case study of the 1926 to 1984 High Ross Dam Controversy, one of the longest cross-border disputes between Canada and the United States. The controversy can be divided into two parts. The first, which lasted until the early 1960s, revolved around Seattle’s attempts to build the High Ross Dam and flood nearly twenty kilometres into British Columbia’s Skagit River Valley. British Columbia favoured Seattle’s plan but competing priorities repeatedly delayed the province’s agreement. The city was forced to build a lower, 540-foot version of the Ross Dam instead, to the immense frustration of Seattle officials. British Columbia eventually agreed to let Seattle raise the Ross Dam by 122.5 feet in 1967. Following the agreement, however, activists from Vancouver and Seattle, joined later by the Upper Skagit, Sauk-Suiattle, and Swinomish Tribal Communities in Washington, organized a massive environmental protest against the plan, causing a second phase of controversy that lasted into the 1980s. Canadian and U.S. diplomats and politicians finally resolved the dispute with the 1984 Skagit River Treaty. British Columbia agreed to sell Seattle power produced in other areas of the province, which, ironically, required raising a different dam on the Pend d’Oreille River in exchange for not raising the Ross Dam. -

Holgate Street on the downtown waterfront of Seattle, King County, Washington. The 2,134 foot-long Battery Street Tunnel connects the north end of the viaduct to State Route (SR) 99 (Aurora Avenue N.). Construction Dates: 1949-1966 Designers: City of Seattle Engineering Department (Battery Street-Pike Street, Pike Street to S. King Street, Battery Street Tunnel, Washington Department of Highways Bridge Division (S. King Street to S. Holgate Street) Owner: Washington State Department of Transportation Significance: The Alaskan Way Viaduct is significant for its double-deck configuration, the first such bridge built in the state of Washington. The structure encompasses two different designs and crosses over highly complex subsurface conditions, supported throughout its length on pile foundations. The Battery Street Tunnel was the City of Seattle Engineering Department's first venture into tunnel design. It was designed and built to minimize traffic disruption and reduce risk to neighboring buildings. Its health and safety features were innovative at the time, including a ventilation system actuated by carbon monoxide monitors and a heat- actuated automatic sprinkler system. The viaduct and the tunnel played an important role in the development of Seattle and the region by providing a direct connection through downtown Seattle and to the industrial areas to the south. -

No. 20-1334 Dear Mr. Harris: I am counsel of record for respondents Jay Inslee, Governor of the State of Washington; Robert Hines, director of the Washington Department of Social and Health Services; and Ross Hunter, secretary of the Washington Department of Children, Youth, and Families, in the above-captioned case. A response to the cert petition, requested by the Court, is currently due June 1, 2021. Pursuant to Rule 30.4, Washington requests a 30-day extension to file a brief in opposition, to July 1, 2021. I have communicated with counsel for petitioners and intervenors and neither object to the extension. The primary reason for this request is to accommodate other concurrent deadlines, particularly an oral argument and briefing in matters before the Washington Supreme Court. I am currently scheduled to argue in the Washington Supreme Court on May 25, 2021, in Washington Bankers Association v. Washington Department of Revenue, No. 98760-2. Preparing for that argument will require many hours on top of my regular workload in the next few weeks, preventing me from spending the necessary time on this case until after the argument. In addition, my co-counsel for this matter and I have significant briefing responsibilities for other matters at the Washington Supreme Court during May and early June. -

Pritchard An OralHistory WSOHP During his twelve years in Congress, Joel was always in the minority party, but was so well liked and trusted by members of both parties that he could play an effective role. He organized social events for House members and games like softball and Pickle-Ball. People got used to each other and the Washington delegation began to work on common interests. Joel was the glue that held the delegation together. When he retired after fi ve re-elections, as he had promised before his fi rst election, he came up to talk with me about possible new avenues. He really did not have much support in his family for running for lieutenant governor and we had a long talk over lunch. I told him he would be a natural in that role and could turn the job into a very useful public service.
