I believe I am as aware as possible of the tensions that can exist between the private sector and a public good. I am committed to the idea and the ideal that the best solutions come from collaboration, constructive dialogue, healthy challenges and compromise. This will be the foundation and mainstay of my comments today and beyond. It is the vision of this association and its members to be the best partner possible, to contribute to creative solutions, and to share the weight of some of our most challenging concerns. Today, I’d like to take the opportunity to speak to four themes: 1. Our Economic Footprint: New data, 2. Research and Development: Our support for modernization of PMPRB, 3. Finding Middle Ground, and 4. Opportunities for Collaboration 1. ECONOMIC FOOTPRINT In May of this year, former federal Health Minister Jane Philpott delivered a much-anticipated speech at the Economic Club of Canada here in Ottawa. The speech was ambitious and far-reaching, and signaled, as the Minister said, “the most significant suite of changes” to Canada’s pharmaceutical drug regime in more than two decades. -

When Social and Economic Policy Meet.... and Both Win Geoff Norquay Finance Minister Jim Flaherty pulled off the political play of the year when he unilaterally announced that Ottawa would continue to increase health care funding by 6 percent for 3 years following the expiration of the Martin Health Accord in 2014, and no less than 3 percent after that. As Geoff Norquay writes, he put the health care lobbying industry out of business. Minister Ministre of Finance des Finances Memorandum To: Conservative Caucus From: Joe Oliver Copy: Kevin Sorenson, Andrew Saxton Date: Tuesday, April 7, 2015 Re: Tax Free Savings Accounts (TFSAs) In 2009, my predecessor the Hon. Jim Flaherty introduced Tax Free Savings Accounts (TFSAs) to help Canadians to save for a down payment on a mortgage, their kids’ education, and retirement. Today, nearly 11 million Canadians enjoy earning interest free income in their TFSA account. Canadian seniors, in particular, have used TFSAs as a way to make their retirement savings go further. During the 2011 election, Prime Minister Stephen Harper committed to doubling TFSAs once the budget was balanced. Canadians know that we stick to our commitments. And on April 21st I will present a balanced budget that will make life more affordable for Canadians. But the tax and spend Justin Trudeau Liberals have promised to reverse any doubling of TFSAs, hurting Canadians in the pocketbook. Needless to say, the NDP would like to do the same. When I speak to constituents in Eglinton – Lawrence, I hear again and again from people of all ages and income levels that they have TFSAs accounts. But the Opposition parties claim that increasing the TFSA contribution limit would only help the rich. The Department of Finance has already studied who has maxed out their TFSA contribution limits – and who would ultimately stand to benefit from doubling contribution limits. Their research shows that people of all ages and income levels max out their TFSA contribution limits – in fact the vast majority are low to middle income earners, with a large proportion being seniors. -

Playing with Fiscal Fire: The Politics of Consumption Tax Reform by Matthew Lesch A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Department of Political Science University of Toronto © Copyright by Matthew Lesch 2018 Playing with Fiscal Fire: The Politics of Consumption Tax Reform Matthew Lesch Doctor of Philosophy Political Science University of Toronto Abstract 2018 Drawing on the case of consumption tax reform, this dissertation investigates the varying capacity of governments to enact and institutionalize ―general-interest reforms‖ (Patashnik 2003). The study advances a two-stage theory of policy reform. The first part explains why some governments, in spite of the political risks, decide to pursue general-interest reforms. In this first stage, two variants of policy learning—rational learning and emulation—are proposed to explain policy uptake. The second stage of the theory builds on policy feedback scholarship (Pierson 1993;Mettler and SoRelle 2014), claiming that the durability of a reform hinges on policy design. It proposes that governments can prompt various policy feedback effects through policy design and communications. Such efforts can shape the political incentives and perceptions of interest groups, opposition parties and voters at key junctures in the policy process. The study illustrates the analytic value of this approach through two distinct but complementary empirical strategies. First, through comparative case analysis using mainly qualitative techniques of elite interviews and document analysis, it compares the varying experiences of two Canadian provincial governments— Ontario and British Columbia (BC)—with value-added tax (VAT) reform. While each government chose to pursue VAT reform in the late 2000s, only in the case of Ontario was it successfully implemented while the BC government was forced to reverse its policy decision.
