EXISTING SEWER FACILITIES
IEUA and the cities of Chino and Montclair have sewer facilities within the study area. These facilities are discussed in this chapter. There are also private septic systems within the study area and these are identified in this chapter.
IEUA FACILITIES
IEUA operates the regional sewage collection, treatment, and disposal system for the area surrounding the proposed service area. This includes four water reclamation plants which have a combined flow of 48 MGD. Figure 3-1 shows the facilities which IEUA owns and operates.
IEUA provides sewage services to seven contracting agencies under the terms of a 1974 agreement. The District would need to be accepted by IEUA as an eighth contracting agency in order to be provided with sewer service. IEUA is also a member of the Metropolitan Water District of Southern California and is the wholesaler of imported water to the District.
The proposed District sewer service area is within the boundaries of IEUA. The District already receives wholesale water service from IEUA via the Water Facilities Authority and is within the boundaries of IEUA, so the District would be asking to add sewer conveyance, treatment, and reuse to the services provided to them by IEUA. Since the proposed service area is within the boundaries of IEUA, planning studies for sewer service have included the study area. In previous studies, Chino and Montclair were assumed to provide sewer service to the study area.
IEUA has a capacity fee to fund their conveyance, treatment, and reuse facilities. This fee is $6,955 per EDU in Fiscal Year 2020/21 and $7,379 per EDU in Fiscal Year 2021/22. This report assumes that users in the District would pay this fee and IEUA would provide service. Also, this report assumes that the District and IEUA agree to a sewer service contract and that LAFCO approves the activation of the District's latent power to provide sewer service.

DESCRIPTION OF INDIVIDUAL BASINS
This report has identified nine (9) separate sewer basins to be served by Monte Vista Water District. Each of these nine basins are discussed below. Table 6-1 provides an estimate of the cost of the trunk sewers to serve the nine basins. Many addition local sewers would be required to complete the system. The sewer reaches are shown in Figure 4-2. Appendix B provides backup information for Table 6-1.

Basin 1
Basin 1 has a projected average flow of 198,282 gallons per day. It has approximately 150 existing lots on septic systems.
Basin 1 is within the sphere for the City of Montclair. It contains many existing sewers and many contract sewer customers. It contains small lot septic systems. No trunk sewer improvements were planned for this basin since the IEUA trunk sewer is adjacent to this basin. There are also a lot of Montclair sewers in this basin. The most efficient way for Monte Vista Water District to serve this basin would be to enter into an agreement with the City of Montclair for joint use of the existing sewers.
