MINUTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 3RD JANUARY 2008.

104.0 APOLOGIES Apologies were received from Roger Spalton and Harry Fowler.

105.0 PUBLIC PARTICIPATION None.

106.0 OUTSIDE BODIES PARTICIPATION None.

107.0 DECLARATION OF INTERESTS None.

108.0 MINUTES OF THE LAST MEETING The minutes of the 6th December 2007 were accepted as a true and accurate record. Proposed by Mark Henderson and seconded by Mike Johnson.

109.0 MATTERS ARISING

109.1 BOGGY LANE Colin Prince has spoken with Mr Shanks who advised that a new judgement regarding “Green Lanes” has come into force which may alter how many statements are required. Mr Shanks will keep the Parish Council informed.

109.2 RISK MANAGEMENT No new items to add.

109.3 CHURCH YARD As Mr Pratt is ill, Colin Prince has continued negoiations for the land with Mrs Pratt. Mrs Pratt has now referred this item to their agents. Clerk has spoken with Mr Denning at SDDC who has informed the Parish Council that a planning application for change of use for any land may be submitted without you owning the land in question. The Clerk has also spoken with Mrs Rita Shanks at SDDC regarding the suitability of the land for burial. Items to consider are: electricity pylons; are their any trees on the land; are their any drainage pipes/gas pipes/sewers. Mr Chris Payne will contact the Clerk to discuss further. ACTION: CP/HS

109.4 HAREHILL The agreement has now been returned to Colin Prince who will return to our agents. Clerk reminded Councillors that no rent has been received for this land for the past two years. Colin Prince to chase. ACTION:HS

109.5 VILLAGE MAP No report.

110.0 CORRESPONDENCE

110.1 DALC – POLICE ANNUAL PARISH COUNCIL’S MEETING 9/1/08 Notification of a meeting. Unfortunately no one is able to attend.

110.2 ETWALL AREA MEETING CHANGE OF DATE NOW 21/1/08 Notification and change of venue to Sir Frank Wickham Hall, Etwall on 21st January 2008.

110.3 SDDC JOINT MEETINS WITH PARISH COUNCILS This is to be held on 23rd January 2008 at the Council Chamber, Civic Offices, Swadlincote at 6.30pm.

110.4 RIGHS OF WAY IMPROVEMENT PLAN FOR 2007/12 This may be viewed at www.derbyshire.gov.uk/council/consulation. The letter was placed in the circulating envelope.

110.5 PUBLICATION OF DRAFT PLAN PANEL REPORT The letter advising that the plan is available, was placed in the circulating envelope.

111.0 PLANNING APPLICATIONS

111.1 REG NO 9/2007/1456/FH – THE ERECTION OF EXTENSIONS, A CONSERVATORY AND DETACHED GARAGE WITH HOME OFFICE ABOVE AT THE OLD SCHOOL MAIN STREET, CHURCH BROUGHTON, Parish Councillors discussed the planning application and all had concerns over the size of the garage. Mike Johnson offered to show the application to neighbouring properties and then refer back to Colin Prince. Clerk will be informed of the response to send to SDDC. ACTION:MJ/CP/HS

111.2 REG NO 9/2007/1459/F – THE INSTALLATION OF AN ADDITIONAL ROOF LIGHT TO UNIT 8 HEATH HOUSE FARM, BENT LANE, CHURCH BROUGHTON. No objections. ACTION:HS

112.0 FINANCE

112.1 FINANCE REPORT Clerk will issue a finance report with the minutes, as the bank statements had not yet arrived. Clerk informed all present that she had been to the Derbyshire Building Society and the amendments to signatures on the mandates had now been accepted.

112.2 CLERKS SALARY £160.00 LESS TAX = £124.80 It was proposed by Judy Taylor and seconded by Mike Johnson to pay the clerk. Cheque serial number 000500 issued. ACTION:HS

112.3 AMY DIXON LENGTHSMAN £54.20 It was proposed by Mike Johnson and seconded by Judy Taylor to pay Amy Dixon. Cheque serial number 000501 issued. ACTION:HS

112.4 CHRIS SMITH LENGTHSMAN £133.40 It was proposed by Judy Taylor and seconded by Mike Johnson to pay Chris Smith. Cheque serial number 000502 issued. ACTION: HS

112.5 HM CUSTOMS AND EXCISE £105.00 It was proposed by Judy Taylor and seconded by Mike Johnson to pay this item. Cheque serial number 000503 issued. ACTION:HS

112.6 NEW ACCOUNTS & AUDIT REGULATIONS Further to discussions at last months meeting, the clerk had prepared Church Broughton’s copy of the Internal Audit Service for 2007/8. Parish Councillors approved the document and it was proposed by Colin Prince and seconded by Mark Henderson for the clerk to approach Mr Ingram and ask if he would be available for undertaking the Internal Audit at the end of the financial year. Quote to be obtained. If Mr Ingram is available for the Internal Audit, a copy of the Internal Audit Service 2007/8 will need to be issued to him.

The clerk had prepared the Financial Risk Assessment Document for viewing. When viewing the Cornhill Insurance details it would appear that “Officials Indemnity and Libel and Slander” are not covered by our policy. Clerk asked to contact insurance company and check details of the policy. ACTION:HS

112.7 PRECEPT The clerk had prepared a break-down of income and expenditure for this financial year. After viewing the accounts it was proposed by Colin Prince and seconded by Mark Henderson to keep the Precept the same at £3430.00 for the next financial year. Form A was then completed and signed by Colin Prince and the Clerk.

Expenses on Concurrent Functions were viewed and after discussion it was proposed by Colin Prince and seconded by Mark Henderson the following: Footpaths & Bridleways 215 Cemeteries 220 Playing Fields & Open Spaces 665 Administration 35 700

Clerk to complete Form B and return to SDDC. ACTION:HS

112.8 REVIEW SPENDING ON MINOR MAINTENANCE & FOOTPATHS /BENEFIT TO THE COMMUNITY Clerk reminded councillors that funds are available under the above items and invoices for work will need to be submitted by the end of the financial year. Mark Henderson is chasing the invoice for work undertaken by Continental Landscapes on footpath 20. ACTION:MH

113.0 REPORTS

113.1 ROADS No report.

113.2 FOOTPATHS/MINOR MAINTENANCE Mike Johnson has been in contact with David Adkins at SDDC, who will walk the footpaths which have been noted as having problems. It was agreed to leave spending on footpaths until we hear from Mr Adkins. Clerk reminded Councillors that we have £205 under Section 137 to spend on footpaths before the end of this financial year and also funds in Minor Maintenance. Mr Adkins has offered help with the production and lamination of a map of the village. He has suggested that the leaflet/map should include 2 walks: one short through the village and one long around the perimeter. There should be a brief history of the village and photographs could be included.

113.3 NEW PLAYING FIELD No report.

114.0 ITEMS FOR THE CALENDAR Mike Johnson will submit an item informing Parishioners that “Approved minutes will be available on the village website”. Mike Johnson read out an item to be also included on the vandalism and hooligism in the village. Bus time table.

115.0 CHAIRMANS NOTICES

115.1 LETTER RECEIVED FROM A PARISHIONER A letter has been received from Mr Towne regarding several items: 1. Could we provide information on buses which travel to and from the village. Mike Johnson offered to contact Glovers and place the information in Village Newsletter. It was also mentioned that the Community Bus days may be numbered. Mick Bale explained that nearly a year ago this was voiced and we were informed that the service may reduce from weekly to bi-weekly or monthly. Clerk was asked to contact DCC and inform them of our concerns for the reduction in bus service for a rural village. ACTION:HS 2. The state of the village notice board – it was agreed that when the village map/leaflet has been prepared, Councillors would look into the purchase of a new notice board.

115.2 CHRISTMAS MEAL Unfortunately several councillors are now unable to make the date arranged and after discussion it was agreed to hold the meal at the Holly Bush on Saturday 16th February, 7 for 7.30pm.

116.0 DATE OF NEXT MEETING This will be held on Thursday 7th February 2008.
