Voters elect a five-member City Council at-large. The Mayor and Mayor Pro-tem are selected by their peers. City services are delivered with the assistance of 477 full-time staff and the Proposed General Fund budget of $124.5 million for FY 2017-18. The City’s capital improvement program has allocated $16 million to include improvements of streets, curbs, sidewalks, parks, and traffic signals. The Department The Development Services Department is comprised of the Planning, Building Safety, Community Improvement, and Housing and Community Development Divisions. The Planning Division is responsible for implementing the regulations of the Zoning Code and the goals/policies/objectives of the General Plan, promoting the public health, safety, and general welfare of the business and residential community and preserving/enhancing the quality of life in the city. The Building Safety Division is responsible for reviewing building plans for compliance with city building ordinances and applicable state building regulations. The Building Division issues permits for grading, building, plumbing, electrical, mechanical and demolition permits for on-site construction. The Community Improvement Division is responsible for implementing and monitoring code enforcement and community improvement programs including responding to citizen requests to investigate potential violations related to property The Community maintenance, noise, and illegal use of buildings. Salary – Appointment will be made within the range of $118,176- $158,364 and is dependent upon qualifications and experience. Retirement – Employee will contribute 10% of their salary on a pre-tax basis towards the 2%@60 CalPERS retirement formula with a 3-year Final Compensation Average Earnings for final compensation calculations. An employee who has never been a member of CalPERS or a reciprocal agency or who has had a break in service of 6 months or more from a CalPERS/reciprocal agency will contribute 9% on a pre-tax basis towards the 2%@62 CalPERS retirement formula in accordance with the new PERPA legislation. Health Insurance – Contribution toward employee and family medical, dental and long-term disability (LTD) insurance within a flexible benefits plan. The flexible benefit contribution for 2017 is $2,119 per month. Life Insurance – Costa Mesa provides a $50,000 term life insurance policy. Supplemental life, short-term disability and/or cancer insurance are available. AD&D Insurance – The City provides a $50,000 accidental death and dismemberment insurance policy. Deferred Compensation – In addition to a voluntary 457 deferred compensation plan, Costa Mesa offers a 401(a) deferred compensation plan through ICMA, with a City match of 0.5%. Leave – Forty (40) hours of executive leave per year prorated. Additional sixty (60) hours is available upon approval of the City Manager. Twelve paid holidays per year, includes 16 floating holiday hours. Twelve sick leave days granted annually. Vacation is accrued in accordance with tenure ranging from 11.5 days per year to 26.5 days per year. Professional Development – Up to $1,000 annually for professional development.
